Education:
    • Bachelor of Business Administration (BBA)
    • Master of Business Administration (MBA)
  • BBA/ MBA in Accounting/Finance/ Management/Business Administration, or a related discipline from a recognized university.

  • Professional certification/training in finance, accounting, project management, or NGO financial management will be an added advantage.

Experience Requirement:

  • Minimum 5 years of professional experience in finance, administration, operations, or project support functions, preferably in NGO/INGO, humanitarian response, disaster management, or donor-funded development projects.

  • Experience in financial management, budgeting, reporting, procurement, HR administration, and compliance management.

  • Experience working with BRAC policies, donor financial requirements, and emergency response operations will be preferred.

Additional Job Requirements:

  • Knowledge of financial management, accounting principles, budgeting, reporting, and internal control systems.

  • Knowledge of NGO/INGO financial procedures, donor compliance requirements, procurement processes, and government regulations (VAT & Tax).

  • Understanding of administrative management, logistics, asset management, and HR administrative procedures.

  • Knowledge of project management principles and emergency response operations.

  • Strong financial analysis, budget monitoring, reporting, and documentation skills.

  • Proficiency in financial software, MS Office applications, and data management tools.

Disaster Risk Management Programme (DRMP) with an aim to strengthen community resilience through disaster risk reduction and preparedness along with emergency response and recovery actions. DRMP works to strengthen resilience across the most vulnerable communities and provides holistic humanitarian support to the people affected by disasters and crises in Bangladesh.

About the Project: Support for the Flash Flood-Affected People in Chattogram Division, under Disaster Risk Management Programme (DRMP).

Project Duration: Six (6) months

Job Location: Any Upazila within the Chattogram Division

Job Purpose: The Deputy Manager, Admin and Finance will be responsible for ensuring effective financial, administrative, and operational support for the smooth implementation of the Emergency Flood Response Project. S/he will oversee financial management, budgeting, accounting, transaction processing, expense verification, and compliance with BRAC and donor financial policies and procedures. The position will support the project team in effective resource planning, budget monitoring, procurement, logistics, HR administration, and operational coordination to ensure timely delivery of project activities. S/he will ensure that all project expenditures are properly documented, accurately recorded, and aligned with approved budgets and implementation plans. The role will also contribute to strengthening operational efficiency, accountability, transparency, and compliance throughout the project lifecycle.

Job Description:

  • Plan, manage, coordinate, and oversee project implementation to ensure completion of activities as per approved design, log frame, and implementation plan.

  • Develop detailed activity-wise budgets and implementation plans, and ensure effective utilization of project resources.

  • Monitor field-level progress through regular visits, identify risks, and take timely corrective actions for successful project delivery.

  • Provide technical guidance to ensure quality implementation aligned with DRR practices, humanitarian standards, and project objectives.

  • Supervise, guide, and support project team members, including identifying capacity-building needs and facilitating necessary training and coaching.

  • Coordinate with internal and external stakeholders, including government institutions, humanitarian actors, local leaders, and CBOs, to achieve project outcomes.

  • Prepare and submit timely project progress, financial, and management reports and provide strategic updates to senior management.

  • Ensure integration of environmental sustainability, resilience, and climate considerations throughout project implementation.

SAFEGUARDING RESPONSIBILITIES:

  • Ensure the safety of Programme Participants, people who come into contact with the organisation and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme`s goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.

  • Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.

  • Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.
