Responsibilities & Context:

Bill of Quantities (BOQ) Management

  • Prepare, review, and validate detailed Bills of Quantities (BOQ) based on project drawings, specifications, and tender documents.
  • Coordinate with design and engineering teams to verify quantities and resolve discrepancies.
  • Update BOQs during project revisions, change orders, and scope adjustments.
  • Maintain and control BOQ databases and cost libraries for various infrastructure project types (roads, bridges, utilities, etc.).

Project Planning & Scheduling

  • Develop and manage project execution plans, schedules, and resource allocations.
  • Define project milestones, timelines, and deliverables in alignment with contractual obligations.
  • Monitor project progress against schedules and identify potential delays or bottlenecks.
  • Provide schedule forecasts, critical path analyses, and recovery plans where necessary.

Estimation & Cost Control

  • Prepare preliminary and detailed cost estimates during tendering and project execution phases.
  • Analyse pricing from subcontractors, suppliers, and vendors for inclusion in project budgets.
  • Support procurement teams with cost data and BOQ references for tender evaluations.
  • Monitor project expenditures against approved budgets and recommend corrective actions when deviations occur.

Coordination & Communication

  • Liaise with design consultants, engineers, quantity surveyors, and project managers to ensure consistency between BOQ, drawings, and specifications.
  • Collaborate with finance, commercial, procurement, and execution teams to align planning and financial objectives.
  • Participate in pre-bid and post-bid meetings, client coordination meetings, and progress reviews.

Documentation & Reporting

  • Prepare and maintain planning reports, cash flow forecasts, and progress dashboards.
  • Generate quantity and cost tracking reports for management review.
  • Support in preparation of claims, variations, and extension-of-time (EOT) documentation.
  • Ensure proper documentation control and compliance with internal QA/QC procedures.

Compliance & Quality Assurance

  • Ensure that all BOQs and planning deliverables adhere to relevant standards, codes, and government requirements.
  • Verify that measurement methods align with standard measurement systems (e.g., CESMM, POMI, or local equivalents).
  • Implement and maintain planning and estimation best practices to improve process efficiency and accuracy.

Leadership & Team Development

  • Supervise and guide planning engineers, quantity surveyors, and estimation staff.
  • Conduct training sessions to enhance team capability in BOQ preparation, cost control, and project scheduling tools.
  • Promote collaboration, accountability, and continuous improvement within the planning team.
