Educational Requirements:
∎ Master's or equivalent degree in Social Work, Social Science, Rural Livelihoods, or any or relevant disciplines/B.Sc with specialized certification in Agriculture, engineering, or relevant disciplines.
∎ Post-graduation/Diploma from Government approved technical education providing institutes/polytechnics will be preferred.

Handicap International - Humanity & Inclusion (HI) is a non-profit organization with no religious or political affiliation. It operates as a federation made up of a network of associations that provide human and financial resources, manage projects, and implement its actions and campaigns. Handicap International - Humanity & Inclusion (HI) is present in Bangladesh since 1997 and its Head Office is based in Lyon, France.

∎ The objectives of the project are skill development of targeted Displaced Rohingya Population (DRP) households; reducing the likelihood of youth idleness; and improve the living conditions of the camps, risk mitigation as well as cleaning, environmental restoration activities. In this project, HI will provide overall guidance on the dignified inclusion of persons with disabilities in all project activities along with identifying strategies to make training curriculum and practical sessions disability-friendly. Total 1200 DRP direct beneficiaries (10% persons with disabilities) comprising the 04 trades (Bamboo carpentry, Masonry, Plumbing & Wood carpentry) and around 4,000 indirect beneficiaries. This project is led by ICCO Cooperation with technical support from Dhaka Ahsania Mission (DAM) and Humanity & Inclusion (HI) funded by WFP.

∎ Under this project Livelihood Officer will ensure inclusive (Disability, Gender, and Age) livelihood interventions on daily basis and assigned a job in coordination with the Country operational coordinator with the supervision of the Livelihood Manager- Dhaka for the smooth-running of the project in compliance with HI`s internal regulations. Livelihood Officer will build capacities of the project team and targeted vulnerable population and how to ensure their full and meaningful participation in the self-reliance activities. Project tools, guidelines, and training materials will be enriched so that people with disabilities, older people, youth, and women are equally benefiting from the actions.

Job Responsibilities:
∎ Main Responsibilities:
∎ Objective-1: Personalised support to beneficiaries during the skills development process
∎ Support identification of people with disabilities through a household baseline survey and using Washington Group questionnaire
∎ Conduct personalized livelihood assessments for target Displaced Rohingya Population (DRP) beneficiaries, including household/business plans, and ensure regular updates to plans, based on the progress towards the income of the household.
∎ Facilitate the development of income and oversee the provision of income generation, through the identification of vulnerable households and support to facilitation their small business planning
∎ Provide ongoing skills development support to beneficiary households through coaching and household or work-place visits, including on self-resilience
∎ Support skill development of beneficiary households, through the identification of training needs, planning, organization, and facilitation of training and/or identification of external training providers
∎ Ensure respect of HI technical policies, methods, and approaches to ensure quality during project implementation, in linkage with the Technical Unit
∎ Follow up receiving support and skills development training from the projects is expected to relatively improve this situation to the extent that they will be able to diversify their families' income sources and engage themselves in productive activities across the camps
∎ Make sure occupational health and safety standards and maintained all through the project activities for ensuring proper protection for all beneficiaries
∎ Support to the graduates who will also be enlisted in a central database so that they can be recruited by other agencies for maintenance work across camps with a higher wage rate and as skilled labor.
∎ Support to provide cash and seed capital distribution for trainees which will help them to procure necessary tools to engage in skilled labor opportunities across the camps.
∎ Objective-2. Build linkages and capacity building of partners to make their skills development training program and materials are disability-inclusive
∎ Provide technical support to partner on designing 'on & off the job training' which will follow the Bangladesh Technical Education Board (BTEB) structured model with training need analysis.
∎ Support ICCO and DAM to conduct training in four trades (Plumbing, Carpentry-wood, Masonry, and Carpentry-bamboo) to the Displaced Rohingya Population youth and adolescents.
∎ Provide disability-inclusive inputs to develop steps to develop curriculum, to develop job sheet and prepare CBLM (Handout, session plan, specification sheet, and other learning materials) along with developers
∎ Participate in skills training and support to TVET training and assessment.
∎ Support to facilitate trainees for practicing follow one by one method on workplace competency at training venue or workplace and follow up this practice their learned skills in the workplace are inclusive
∎ Give follow up support to trainees and modify their business tool to be able to demonstrate the tasks
∎ Support to review BTEB developed training modules are disability-inclusive as skilled workers and will be able to work in camps as a skilled laborer and increases their daily income.
∎ Disseminate and share final training module and materials with other agencies for the wide dissemination
∎ Maintain and enhance professional practice, technical competency, equipment, and facility.
∎ Support to accessibility advisor for training centers will be renovated for making them accessible to PWD trainees including proper lighting and ventilation facilities and washroom facilities for male and female trainees.
∎ Provide overall guidance to ICCO on dignified inclusion of persons with disabilities in all project activities along with identifying strategies to make training curriculum and practical sessions disability-friendly.
∎ Project tools, guidelines, and training materials will be reviewed so that people with disabilities, older people, and women are equally benefiting from the skills development initiatives.
∎ Objective-3: Ensure the linkage between rehabilitation and livelihood by collaborating closely with Rehabilitation Officers and accessibility advisors and capacity building of project staff on disability inclusion
∎ Contribute to rehabilitation assessments and plans in collaboration with the Rehabilitation Officer, based on the household/ business plans of the person with a disability.
∎ Collaborate & monitor closely with the Rehabilitation Officer at every step of the skills development process
∎ Contribute to conducting accessibility assessment of a person with a disability business and household accessible and making skills development training materials and venue accessible
∎ Build the capacities of the project team on disability issues targeting vulnerable populations and how to ensure their dignified participation in the skill development training methodology and facilitation skills.
∎ Orient project staff on the identification of persons with disabilities, using the Washington Group Questionnaire and Making sure Washington Short Set Questionnaire will be administered to identify people with impairments.
∎ Support to construct physical accessibility in the training centers and work tools modification to reasonability accommodate persons with disabilities in the skill-development programme.
∎ Provide 20 Assistive Products (APs) and referral support to persons with disabilities and older people to maximize their functional capacity to participate in skill training.
∎ Personalized support to individual 'person with disability' to choose and participate in their suitable skill-training options.
∎ Ensure the provision of functional rehabilitation, assistive products, specific referrals, and awareness programme; on the other hand, the mainstreaming services or programme will be made inclusive.
∎ Objective-4: Build linkages with the local community, ICCO, DAM, WFP, and other local stakeholders
∎ Communicate with ICCO's Head of Humanitarian Response and DAM focal point for effective cooperation, coordination, and representation of the project with local stakeholders in the working area.
∎ Facilitate analysis of market opportunities through meetings with service providers, businesses, and business associations and support beneficiaries to better access markets for purchasing and product/service selling.
∎ Facilitate mapping of the livelihood services providers and informal wage employers in the project locations and set up linkages with beneficiary households for creating wage employment
∎ Response and take necessary action of WFP's technical support through the beneficiary registration process in SCOPE, providing ICCO with beneficiary selection guidelines along with strategic guidance for the overall implementation of the project.
∎ Participate in project staff orientation and training center level 'Project Inception Meeting' will be held to inform the concerned stakeholders (CIC, 3RC, and others) on project activities and expected results.
∎ Follow WFP's guideline of inclusion criteria especially 14-17 years with Heads of Households (HoH)/people with disabilities who are 14 years and above
∎ Support to prepare a final beneficiary list which will be verified by the community groups along with WFP and other agencies to avoid duplication.
∎ Participate in Lifeskill awareness session on GBV, nutrition, trafficking, drug abuse, child marriage, and Lifeskills will be conducted with the trainees.
∎ Provide HI facilities of logistics, transportation for goods, and a warehouse for storing livelihood assets located in Teknaf near Camp 24.
∎ Objective-5: Contribute to the monitoring, data collection, and documentation processes of the project related to skills development
∎ Support to ensure indicators tracking related to the progress of beneficiaries towards disability inclusion.
∎ Contribute to the development and roll-out of monitoring tools, data collection, and report writing.
∎ Conduct and maintain beneficiary files related to livelihood assessments and household business plan.
∎ Participate in monthly coordination meetings for ensuring better coordination for smooth project implementation.
∎ Support to conduct rapid baseline and endline assessments for collecting data and measuring the progress of the beneficiaries including participation in lesson learning workshop.
∎ Prepare and submit Monthly/Quarterly reports both financial and quantitative activity progress reports to ICCO for submission to WFP.
∎ Participate in Knowledge Management and biannual learning sharing/knowledge management reports will be produced by the project team based on monitoring findings, collected stories/case studies/good practices, and consultation with local stakeholders.
∎ Any other tasks as assigned by the Line manager and Functional manager

Additional Requirements:
∎ Age at least 21 years
∎ Minimum 02 years experience in livelihood skills development training courses through vocational training institutes, especially TVET program implementation.
∎ Experience in training (material development, training facilitation) and coaching of beneficiaries and on-the-job capacity building of community workers/volunteers.
∎ Skilled in conducting trade-based training, managing training centers, supervising training assessments in an emergency context will be preferred.
∎ Excellent written and oral communication skills
∎ Computing skills (MS office package- both in English and Bangla)
∎ Experience in providing practical, results-oriented capacity building to colleagues
∎ Hardworking, able to take the challenges in any situation with a positive approach
∎ Professionally must be decent, honest, and loyal
∎ Willing to travel anywhere in Bangladesh when required
∎ Person with disability are encouraged to apply
