Job Context:
∎ Handicap International- Humanity & Inclusion (HI) has been working in Bangladesh since 1997, focusing on creating sustainable changes to ensure the rights and inclusion of people with disabilities in society. HI is an independent and impartial aid organization working in Bangladesh in poverty, exclusion, conflict, and disaster situations. With projects in different districts of the country, HI works not only with people with disabilities and other vulnerable populations, but also with their families, their communities, and local humanitarian actors to respond to their essential needs, improve their living conditions, promote respect for their dignity and fundamental rights, and provide sustainability in its action. As one of the key organizations in the disability sector, HI has a wide range of projects that assist in promoting the inclusion of persons with disabilities and their issues in emergency and development contexts, building capacities of local stakeholders, and reducing the impact of natural and human-made disasters. Particularly in Cox`s Bazar district, HI is providing services in rehabilitation, MH/PSS, SRH, protection, and inclusive education with an inclusion mainstreaming approach to refugees and host populations affected by the forcibly displaced undocumented Myanmar nationals. HI`s multi-sectoral mobile units (MU) and static method are currently working in 15 camps located in both Teknaf and Ukhiya Upazilas and surrounding host areas providing comprehensive services in physical rehabilitation, primary health care, protection, and MHPSS.
∎ HI is currently implementing a development and humanitarian response project in Kurigram, and Cox`s Bazar district through 4 project offices (Kurigram, Ukhiya, and Teknaf) and 2 coordination offices (Dhaka and Cox Bazar).
∎ Operational Thematic: Livelihood, Health and Rehabilitation, Protection, Inclusion, Education, and Atlas Logistics
∎ Number of staff: Around 308 National staff and 04 international staff
∎ HI, is looking for a Technical Officer - Community Mobilization for its Inclusive Education project funded by Unicef. Technical Officer- Community Mobilization contributes to the implementation of Humanity & Inclusion`s mandate and 10-year strategy in his or her home country. He/she contributes to the implementation of projects by providing technical expertise and ensuring that the quality and impact of the project(s) concerned are optimized. He works closely with the program`s technical team.

Job Responsibilities:
∎ Mission 1: Provides guidance and technical support to projects following the overall technical frameworks and standards within its sectoral perimeter
∎ Provides appropriate technical guidance and support to project managers and/or specialists regarding community mobilization focusing on disability and inclusion of children with disabilities in mainstream education;
∎ Lead in the capacity-building activities, including training, mentoring, and on-the-job support for disability support volunteers;
∎ Ensure that capacity development activities will target all stakeholders through on-the-job training, awareness-raising activities, knowledge and information sharing, and formal capacity development activities, particularly in community mobilization;
∎ Prepare the work plan for all community mobilization activities. The content of community mobilization activities will include but are not limited to the following: local problem analysis; assessment of vulnerabilities, capabilities, and available resources; preparation of community profiles;
∎ Community workshops, focus group discussions, meetings, and other community mobilization activities are organized and supported;
∎ Ensures that the project(s) activities are implemented according to internal quality and technical standards and proposes adjustments or improvements if necessary.
∎ Design and facilitate training for the Disability Support Volunteers on community mobilization focusing on disability and inclusive education for children with disabilities.
∎ Develop appropriate community mobilization strategies to promote enrollment and retention of children with disabilities in appropriate learning settings.
∎ Contributes to the regular reporting of the technical activities of its perimeter (collection and analysis of the technical data collected) in conjunction with the project team and the MEAL team.
∎ Rapport building with the community peoples, leaders, majhi, government authorities e.g., CiC, Camp Focal Persons, and education sector actors to make community works/ mobilization easier for the project.
∎ Follow-up closely the core responsibilities of Disability Support Volunteers e.g., screening and identification process of children with disabilities to ensure the quality of the whole process.
∎ If relevant, ensure coordination and collaboration with the project's technical partners as delegated by the specialist or the project leader.
∎ Mission 2: Provide technical learning from projects
∎ 2.1 Provides the technical expertise for his/her project
∎ Development of training manual, modules, and other IEC materials on community mobilization;
∎ Coordination with IP partners as all volunteers work are hired by IP's;
∎ Set targets for community mobilization campaigns, assess challenges, and promote solutions;
∎ Design and develop content for IEC materials, awareness raising issues, and reflect all among the Disability Support Volunteers.
∎ Makes sure technical specialists get the information they require and collaborate with Technical Divisions when necessary;
∎ Contributes to technical learning under the responsibility of the specialist or project manager, based on good practice;
∎ Responsible for technical learning from projects by drawing on lessons learned and good practices;
∎ Adjusts his/her activities to audit recommendations, if applicable;
∎ Is in charge of the technical quality and relevance of project activities implemented
∎ Appropriates the norms and standards anticipates and prepares for nexus adjustments
∎ Supervise data collection for research activities
∎ Contributes to the terms of reference for evaluations
∎ Implements recommendations for improving the technical quality of projects
∎ Ensure the technical quality and relevance of project activities implemented within his scope of expertise conduct a self-evaluation of his or her project and participate in evaluation cycles under the supervision of the PM.
∎ Mission 3: Contributes to the animation of its trade sector.

∎ Contributes to or leads the necessary technical training in his or her field
∎ Demonstrate community circles; emphasizing intersectionality in disability, empowering parents, and co-facilitating community conversations
∎ Contributes to the skills upgrading plan for professionals in their sector and may be a third-party assessor
∎ Can contribute to the development of a local talent pool within its sectoral perimeter (conducts technical interviews of candidates and makes recommendations, identifies training needs and coaching)
∎ Helps to coordinate technical professional development and facilitate a community of practice, in collaboration with Technical Division. Runs technical training for his/her staff when relevant
∎ Contributes to the design and collection of operational data to ensure adequate follow-up of the activities or ad-hoc data collection activities, and ensure appropriate measurement of project achievement in his area of expertise.
∎ Ensure that the data process is set and realized in compliance with the rules and principles set by the IM/MEAL and by technical guidance of the sector of his expertise
∎ Mission 4: Contributes to ensuring HI's technical influence within its perimeter
∎ Contributes to the influence of HI's expertise: can represent HI's technical expertise in relevant local networks and with local partners
∎ If relevant, ensure coordination and collaboration with the technical partners of the project as delegated by the specialist or the project leader.
∎ Contributes to HI's external influence by participating in relevant networks
∎ Relays and contributes to advocacy messages under her/his scope
∎ Drafts new project contents for the continuity or expansion of the project under his or her technical scope

∎ Mission 5: Emergency Preparedness and Response Responsibilities
∎ Contributes to the support or the implementation of the program(s) emergency preparedness actions and, during an emergency, adapts his/her work modality to contribute to HI's effective humanitarian response.

Additional Requirements:
∎ Age at least 18 years
∎ At least 4 years technical experience of working on the same thematic (community mobilization) preferably in a development and humanitarian context.
∎ Excellent facilitation and documentation skills (designing/ facilitation of training, report, and communication) Experience in conducting/leading assessments in the Community Mobilization area.
∎ Design and develop training materials, modules, and manuals on community mobilization special focus on disability inclusion in the community/ society and inclusivity in education.
∎ Expertise in developing guidelines/handbooks/ toolkits on community mobilization in line with disability mainstreaming.
∎ Having experience in providing on-the-job support, mentoring, coaching, supervising, and guiding the field-level staff, especially volunteers.
∎ Providing technical support to the volunteers, and partners staff to plant and accelerate the agenda of community mobilization.
∎ Able to motivate the team, community people/ leaders as well to establish the rights of the persons/ children with disabilities.
∎ Strengthening coordination between community and mainstream LCs/ Schools to drive for transitioning and enrolling the identified children with disabilities in educational settings.
∎ Rapport building with the education sector actors to mobilize them for the inclusion of children with disabilities.
∎ Computer knowledge (MS Office package- both in English and Bangla).
∎ Able to work in emergency conditions.
∎ Good analyzing skills.
∎ Strong teamwork approach.
∎ Communication skills in verbal and written Bangla and English.
∎ Knowledge of disability and development issues in Bangladesh.
∎ Sensitized on issues related to child protection, protection of gender-based violence, etc.
∎ Knowledge of the Chittagonian / Rohingya language can be an added advantage.
