Responsibilities & Context:
∎ Handicap International-Humanity & Inclusion (HI) has been working in Bangladesh since 1997, focusing on creating sustainable changes to ensure the rights and inclusion of people with disabilities in society.
∎ Operational Thematic: Livelihood, Health and Rehabilitation, Protection, Inclusion, Education, and Atlas Logistics.
∎ Number of staff: Around 342 national staff and 4 international staff.
∎ HI is currently looking for Project Officer-Service Linkage for the “Inclusive specialized services for vulnerable persons including persons with disabilities in Cox's Bazar Rohingya camps and host communities” project funded by BPRM. Reporting to the Team Manager/Project Manager the Project Officer-Service Linkage contributes to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion in the country where she/he is based. The Project Officer-Service Linkage contributes to the implementation of his/her project, ensuring the optimal quality and the impact of the project. S/he works closely with the programme & technical team.

∎ Mission 1: Operational implementation
∎ Responsibility 1: Identification, registration, referral, follow-up and case closure.
∎ Throughout weekly plans, conduct door-to-door visits to support the identification and registration of persons with
∎ specific needs.
∎ Ensure and oversee those specialized needs, including Protection, MHPSS, Physical and Functional Rehabilitation, basic health care and recreational, are internally referred to HI specialized Officers in compliance with best practice and international standards related to the safety, participation and informed consent, non-discrimination and respect of beneficiaries, in addition to the confidentiality of his/her information.
∎ Ensure that needs falling outside of HI’s scope, including Shelter, Wash, Food Assistance, are externally referred to specialized actors, in a timely, safe and adequate manner, in compliance with best-practice and international standards, and by use of the Inter-Agency referral form.
∎ Upon relevant or adequate support and collaboration with Team Manager or HI’s specialized Officer(s), ensure timely and quality follow-up of service provision, in line with the general guidelines on timing and frequency associated to a risk assessment.
∎ In collaboration with Community-Officers, participate in establishing movement plans for Community volunteers and ensure on-the-job coaching of volunteers shadowing activities, from identification to case closure.
∎ Responsibility 2: Data Collection, Storage, Analysis, and Sharing.
∎ Ensure the data entry and documentation of the cases in line with HI's standard operating procedures on case management and data governance as well as international standards.
∎ Maintain complete, accurate and confidential case files, including registration tokens (barcodes) and forms, through guidance from the Technical Unit and MEAL department.
∎ Upon request of the Team Manager, report on weekly or monthly achievements and issues in the implementation of the program, in a safe and ethical manner.
∎ Attend monthly Project Officers-Service Linkage coordination meeting and discuss/refer, on an ad-hoc basis any challenge or perceived potential threat in the conduct of activities with relevant Technical specialist or Technical Officer as well as Team Manager.
∎ Responsibility 3: Networking and representation.
∎ Collaborate with HI sectors and external service providers to ensure a coordinated and collaborative response to the needs identified at individual and community level.
∎ Support the Team Manager in continuous mapping of services available in HI’s areas of intervention, including through external service mapping assessments (questionnaire form).
∎ In collaboration with the Team Manager, ensure up-to-date understandings of service providers operating in the area by team members, including through weekly meetings and presentation of service mapping assessments conducted.
∎ Establish and maintain positive and efficient relations with target beneficiaries, community members, community leaders and service providers.
∎ Participate in sectoral/or coordination meetings with other stakeholders upon request of the Team Manager. Responsibility 4: Other.
∎ Maintain positive work relationship within the team and promote team- building efforts.
∎ Upon request, actively participate in training and coaching provided by HI and external partners.
∎ Ensure compliance with HI technical standards and Code of Conduct.
∎ Ensure PSEA and Child Safeguarding standards are upheld.
∎ Mission 2: Emergency Preparedness and Response
∎ Responsibility 5:
∎ Contribute to the programme’s emergency preparedness initiatives, and in an emergency situation, adapt his/her working arrangements in order to contribute to an effective humanitarian response from HI.
∎ Take active part with the emergency team to response in an emergency including psychological first aid, identifying protection risks of vulnerable people and provide basic information of available services etc.
∎ Referral to other services for emergency and comprehensive care, including medical, Protection, MHPSS, shelter and other basic needs, also having the capacity to identify relevant protection services for survivors/at-risk persons and appropriate referral.
