Job Context:
∎ The UK Foreign, Commonwealth, and Development Office (FCDO) has selected a CARE Bangladesh-led consortium to implement the project titled `Nature Based Adaptation towards Prosperous and Adept Lives & Livelihoods in Bangladesh (NABAPALLAB/ ???????)` in two Ecologically Critical Areas (ECA) - Sundarbans and Hakaluki Haor. The consortium members are CNRS, CordAid, C3ER-BRAC University, Dushtha Shasthya Kendra (DSK), Friendship, Humanity & Inclusion (HI), iDE, and Practical Action. It is a key component of the Bangladesh-UK Accord on Climate Change and will deliver the adaptation outcome of the FCDO`s flagship Bangladesh Climate and Environment Programme (BCEP). The program will make a significant contribution in Bangladesh to progress against GoB`s policies and priorities e.g., National Adaptation Plan (NAP), Nationally Determined Contribution (NDC), commitments to biodiversity conservation, ongoing 8th Five Year Plan, etc. And it will also contribute to UK`s commitment to International Climate Finance (ICF).
∎ The Sundarbans, the largest mangrove forest in the world, and Hakaluki Haor, a complex wetland system of the Meghna-Surma River basin, play a crucial role in protecting lives and livelihoods in the southwest coast and northeast Bangladesh respectively. With a population of over 4 million and a rich habitat with rare species, including tigers, the Sundarbans` inhabitants are threatened by climate changes due to rising sea levels and frequent cyclones. Over-extraction of forest resources by locals and industrial development in the nearby areas is currently threatening this World Heritage Site. Hakaluki Haor is one of the most extensive marsh wetlands in the country, inhabited by over 200,000 people and 558 animal and bird species, and is a breeding ground for fisheries. Due to environmental sensitivity and high anthropogenic pressures such as overharvesting, overfishing, pollution, and illegal logging, the Sundarbans mangrove and the Hakaluki Hoar wetland are at a vulnerable stage with climate change exacerbating the current situation.
∎ FCDO`s NABAPALLAB aims to engage biodiversity and natural resource-dependent communities to strengthen the climate resilience of the ECAs, conserve biodiversity, and at the same time, diversify and improve people`s livelihood through innovative nature-based (NBS) and locally led adaptation solutions. It will primarily target communities within the 10 km buffer zone of the ECAs, which are critically exposed and vulnerable to climate change impacts and have less capacity to adapt. It will increase the climate resilience of more than 250,000 vulnerable households.
∎ HI is looking for Technical Advisor/Specialist - Gender and Inclusion (Technical Project Manager) for its "` Nature-Based Adaptation towards Prosperous and Adept Lives & Livelihoods in Bangladesh (NABAPALLAB/ ???????)`" project. The project seeks to contribute to preserving the two Ecologically Critical Areas (ECA) - Sundarbans and Hakaluki Haor. This project is a key component of the Bangladesh-UK Accord on Climate Change and will deliver the adaptation outcome of the FCDO`s flagship Bangladesh Climate and Environment Programme (BCEP).
∎ The Technical Advisor- Gender and Inclusion play a crucial part in reaching the overall objective of the project and will be an essential part of the Technical Advisory Unit.

Job Responsibilities:
∎ The primary role will be to carry out a project-wide gender and inclusion analysis, working with all consortium members to ensure activities are gender and inclusion-sensitive, taking technical leadership so that inclusion is fully mainstreamed throughout the project cycle and all consortium's activities. S/he will provide gender and inclusion-focused support to all consortium members, affiliated entities, and sub-grantees alike.
∎ Under the direct line management of the Country Operations Manager (Programme) and technical supervision of the Technical Unit Manager, this position will contribute to implementing the mandate of Humanity & Inclusion as part of the project. S/he is responsible for implementing his/her project. S/he ensures optimal quality and the project's impact using a delegation system with appropriate oversight mechanisms.
∎ Note: This position will also have the responsibility for project management which also includes financial and HR management.
∎ Mission 1: Expertise
∎ Contribute to the gender and inclusion strategies in line with the global strategies and consortium member strategies
∎ Provide sectoral technical input to the project and all consortium members within his/her scope and in his/her sector, in line with the consortium technical strategy.
∎ Ensure technical support to the project and all consortium members in line with the global gender and inclusion frameworks and standards
∎ Ensure the rights-based approach and the intersectional inclusion lens is developed and/or adapted in every piece of work under the project.
∎ Management Initiate and/or implement projects' technical learning within his/her sectorial scope.
∎ Control & monitor the technical quality and the relevance of HI's activities in the project under his/her scope.
∎ Contribute to the development of research and innovation projects in the region when relevant, in his/her sectorial scope.
∎ Contribute to the Technical Divisions' professional channel facilitation within the program.
∎ Maintain ongoing analysis about gender and inclusion-related context dynamics (political, conflict, stakeholders) in Bangladesh and ensure this analysis informs decision-making and programme management.
∎ Mission 2: Influence
∎ Contribute to the local external prestige and influence of HI's expertise in his sectorial scope
∎ Represent the technical expertise of HI throughout the local relevant networks (Sectorial Representation)
∎ Contribute to advocacy in line with the consortium advocacy priorities.
∎ Contribute to communication messages locally in line with the consortium priorities.
∎ Develop and maintain networks of local, national, and international actors relevant to their role within the consortium.
∎ Mission 3: Management
∎ Organize the operational management of his or her team, structure the work around identified processes, steer performance, and facilitate the resolution of problems.
∎ First HR & Coach: contribute to the development of his or her staff, creating the conditions for their commitment, professionalism, and attachment to HI. Ensure compliance with the code of conduct and institutional policies, the mindset, and expected individual and collective behavior.

∎ Contribute to the development of the project strategy/consortium project strategy.
∎ Draft new project proposals for the continuity or expansion of the project.
∎ Contribute to the drafting of new proposals for new opportunities, if necessary.
∎ Mission 5: Operational implementation
∎ Responsibility 1: Ensure the implementation of the project, is in line with the logical framework and allocated budget
∎ Ensure project reporting, internally (within the programme) and externally (reporting to funding bodies, authorities, and/or partners).
∎ Support consortium members on mainstreaming gender and inclusion sensitivity into areas of work related to the technical focus area(s) of the position.
∎ Provide, on request, support to specific activities of consortium members within the technical focus area(s) of the position, with a particular focus on gender activities.
∎ Constructively collaborate with the Consortium Manager and other advisors (s) to ensure the technical relevance of M&E approaches to activities and outcomes within technical focus areas.
∎ Responsibility 2: Ensure that project implementation complies with the existing HI and consortium frameworks
∎ Ensure the proper implementation and follow-up of institutional policies (specifically PME, PSEAH, and Age-Gender-Disability policies) and the other HI internal standards.
∎ Ensure compliance with global technical standards and norms by communicating and by involving technical specialists and advisors with expertise in the project themes.
∎ Responsibility 3: Ensure project monitoring, evaluation, accountability, and learning
∎ Support in the development and implementation of the project evaluation plan.
∎ Ensure that the project is accountable to the local stakeholders.
∎ Support consortium learning initiatives related to technical focus area(s).
∎ Support monitoring visits with consortium members engaging in activities relevant to technical focus area(s)
∎ Support the MEAL team to establish a functioning accountability mechanism, and ensure closing the loop of all feedback, especially from gender and inclusion points of view.
∎ Support the MEAL team to prepare ToR and tools to conduct baseline, mid-line, and end-line surveys and evaluations, scoping study, process, and periodical monitoring assessment tools and checklists from a gender and inclusion point of view.
∎ Contribute to MEL tools design to ensure real-time monitoring data on gender and inclusion and provide clear direction to reflect and improve the consortium's performance in these aspects
∎ Provide technical inputs to the consortium's learning and knowledge products from inclusion perspectives.
∎ Responsibility 4: Contribute to external project communication
∎ Contribute to HI's external influence by taking part in networks, when required.
∎ Communicate about the project to partners, authorities, and stakeholders when relevant in line with consortium priorities.
∎ Mission 6: Emergency Preparedness and Response
∎ Contribute to the support or implementation of emergency preparedness actions of the programme(s) and, during an emergency, adapts his/her working modality to contribute to an effective humanitarian response.

Additional Requirements:
∎ Age at least 18 years

∎ At least 5 years of proven technical experience in providing senior-level technical support in relevant thematic areas in Gender and Inclusion. The ideal candidate will have both theoretical and practical background in Gender and Inclusion and also be skilled in Gender and Inclusion analysis and methodologies.
∎ At least 5 Years of experience in humanitarian and development.
∎ At least 4 Years of experience in mid-level Project management of a moderate size project/ consortium.
∎ Experience in thematic writing, team supervision, providing technical support within and outside the organization (local partners, consortium members, etc), planning, and monitoring of field-level activities.
∎ Desirable- experience in mainstreaming gender and inclusion in development and humanitarian programming with exposure to working on addressing gender and inclusion issues in climate adaptation, livelihood, WASH, and other sectors.
∎ Desirable- the experience of working in consortiums.
∎ A minimum of 5 years of proven quality experience in gender and inclusion work at national and/or international NGOs or relevant organizations is required; the ideal candidate will have both theoretical and practical background in Gender and Inclusion and be skilled in Gender and Inclusion analysis and methodologies.
∎ Other Essential Requirements:
∎ Knowledge of accountability, protection, inclusion, and rights frameworks and best practices.
∎ Proven ability to work productively with a variety of stakeholders to run participatory processes and meet tight deadlines with an emphasis on producing quality products, practical tools, and resources
∎ Strong analytical, research, and planning skills.
∎ Previous experience in the following areas of activities: inclusive economic empowerment, inclusive climate change programming, and achieving inclusion at organizational, project, and programme levels is preferred.
∎ Excellent capacity-building skills, with demonstrated experience in effective training, coaching, and facilitation
∎ Understanding of, and commitment to working collaboratively with technical and operational colleagues within a matrix and consortia structure.
∎ Experience in advising on the inclusion of at-risk groups namely persons with disabilities, women, children, and older people, engaging with cluster coordination systems, and working with partners implementing health, livelihood, protection, and education programmes.
∎ Working &/or living experience and strong knowledge of gender, disability, inclusion, and development issues in Bangladesh.
∎ Effective interpersonal and influencing skills, including the ability to build relationships, network, communicate, diplomacy, and negotiation.
∎ Experience in team management, functional management, etc.
∎ Demonstrable experience conducting assessments and undertaking data collection Significant experience in facilitating awareness raising, and advocacy.
∎ Strong experience in capacity building preferably in the field of gender and inclusion.
∎ Computer knowledge (MS Office package- both in English and Bangla).
∎ Excellent communication skills in both verbal and written English and Bangla.
∎ Have the capacity to maintain close and professional working relationships with beneficiaries, partners, and other stakeholders.
∎ Ability to work under pressure and in a multicultural team environment.
∎ Availability to travel to remote areas and spend time at the field level.
∎ Ability to work both independently and within a team.
