Job Context:
∎ HI has been working in Bangladesh since 1997, focusing on creating sustainable changes to ensure the rights and inclusion of people with disabilities in society. HI is an independent and impartial aid organization working in poverty, exclusion, conflict, and disaster situations throughout Bangladesh. With projects in different districts of the country, HI works not only with people with disabilities and other vulnerable populations, but also with their families, their communities, and local humanitarian actors to respond to their essential needs, improve their living conditions, promote respect for their dignity and fundamental rights, and provide sustainability in its action. As one of the key organizations in the disability sector, HI has a wide range of projects which assist in promoting the inclusion of persons with disabilities and their issues in emergency and development contexts, building capacities of local stakeholders, and reducing the impact of natural and human-made disasters. Particularly in Cox`s Bazar district, HI is providing services in rehabilitation, MH/PSS, SRH, protection, and inclusive education with an inclusion mainstreaming approach to refugees and host populations affected by the forcibly displaced undocumented Myanmar nationals. HI`s multi-sectoral mobile units (MU) and static approach are currently working in 15 camps in Teknaf and Ukhiya Upazilas and surrounding host areas, providing comprehensive physical rehabilitation, primary health care, protection, and MHPSS services.
∎ HI is implementing a development and humanitarian response project in Kurigram, and Cox`s Bazar district through 4 project offices (Kurigram, Ukhiya, and Teknaf) and 2 coordination offices (Dhaka and Cox Bazar).
∎ Operational Thematic: Livelihood, Health and Rehabilitation, Protection, Inclusion, Education, and Atlas Logistics
∎ Number of staff: Around 308 National staff and 04 international staff
∎ HI is currently looking for a Livelihood Officer for its “Rohingya Response and National Resilience Programme (RRNRP)” funded by FCDO project. Reporting to the Team Manager/Project Manager/Senior Project Manager, the Livelihood Officer contributes to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion in the country where s/he is based. The Livelihood Officer contributes to the implementation of his/her project, ensuring the optimal quality and the impact of the project. S/he works closely with the programme technical team.

Job Responsibilities:
∎ Mission 1: Operational implementation
∎ Responsibility 1: Contribute to project planning and implementation in line with the existing frameworks
∎ Conduct personalized livelihood assessments for target beneficiaries, including household/business plans, and ensure regular updates to plans, based on the progress towards graduation of the household.
∎ Facilitate the development of risk funds and oversee the provision of customized time-bound stipends, through the identification of vulnerable households.
∎ Facilitate the development of income and oversee the provision of income generation, through the identification of vulnerable households and support to facilitation of their small business planning.
∎ Provide ongoing graduation/livelihood support to beneficiary households through coaching and household or workplace visits, including on resilience livelihood.
∎ Support skill development of beneficiary households, through the identification of training needs, planning, organization, and facilitation of training, and/or identification of external training providers
∎ Develop skills development training modules based on beneficiaries screening and project needs
∎ Establish linkages with relevant technical and vocational skills development institutes including technical training center of GO/NGOs.
∎ Support to ensure start-up capital for running/starting the business or enterprise development based on assessment and skills development trades.
∎ Oversee the process of selection of assets by beneficiary households, participate in asset procurement, ensure asset delivery, and complete documentation.
∎ Ensure respect for HI technical policies, methods, and approaches in order to ensure quality during project implementation, in linkage with the Technical Unit
∎ Personalized support to an individual person with a disability to choose and participate in their suitable skill-training options.
∎ Responsibility 2: Contribute to project monitoring, evaluation, accountability, and learning
∎ Support to ensure monitoring livelihood and skills development indicators tracking related to the progress of beneficiaries towards disability inclusion.
∎ Participate in monthly coordination meetings for ensuring better coordination for smooth project implementation.
∎ Support to conduct rapid baseline and endline assessments for collecting data and measuring the progress of the beneficiaries including participation in lesson learning workshops.
∎ Participate in Knowledge Management and biannual learning sharing/knowledge management reports will be produced by the project team based on monitoring findings, collected stories/case studies/good practices, and consultation with local stakeholders.
∎ Responsibility 3: Ensure project data management
∎ Ensure that the appropriate data collection and management tools are in place and are used correctly on the project, in line with global standards.
∎ Contribute to the development and roll-out of monitoring tools, data collection, and report writing.
∎ Conduct and maintain beneficiary files related to livelihood assessments and household business plan.
∎ Collect and compile project livelihood and skills development progress related data in the relevant database.
∎ Responsibility 4: Contribute to the coordination of project teams
∎ Increase Coordination & Linkages with Local Government institutions like Agriculture, Livestock, Fisheries, Youth Development, Social Welfare, Women’s affairs, Union Parishad, Upazila Parishad to promote access to rights and entitlements of persons with disabilities safety nets, other livelihood opportunities, or poverty graduation and skills development initiatives with the active participation of OPDs & SHGs leaders.
∎ Strengthening the PPI platform & increase linkages with the LSP/PPI Stakeholders & engaged the LSP with the different Producer Groups/SHGs/OPDs to increase the technical knowledge in Agriculture/Livestock & other Livelihood sectors.
∎ Conducted household/ business plans of the person with a disability.
∎ Collaborate closely with the Rehabilitation Officer at every step of the graduation/skills development process.
∎ Monitor the linkage between the rehabilitation progress of the person with a disability and graduation targets in terms of their inclusion in employment through TVET sector.
∎ Contribute to rehabilitation assessments and plans in collaboration with the Rehabilitation Officer, based on the household/ business plans of the person with a disability.
∎ Support to construct physical accessibility in the training centers and business work tools modification to reasonability accommodate persons with disabilities in the skill-development program.
∎ Collaborate & monitor closely with the Rehabilitation Officer at every step of the skills development process- under TVET sector.
∎ Facilitate mapping of the livelihood services providers and wage employers in the project locations and set up linkages with beneficiary households for creating wage employment.
∎ Build the capacities of the project team on disability issues targeting vulnerable populations and how to ensure their dignified participation in the skill development training methodology and facilitation skills.
∎ Responsibility 5: Contribute to external project communication
∎ Communicate with other relevant stakeholders and like-minded organizations and engage persons with disabilities
∎ Mission 2: Emergency Preparedness and Response
∎ Contribute to the program’s emergency preparedness initiatives, and in an emergency situation, adapt his/her working arrangements in order to contribute to an effective humanitarian response from HI.
∎ Perform any other related activities as assigned by the immediate supervisor.

Additional Requirements:
∎ Age at least 18 years
∎ At least 2 years technical experience of working on the same thematic preferably in development and humanitarian context.
∎ Experience in training (material development, training facilitation) and coaching of beneficiaries and on-the-job capacity building of community workers/volunteers.
∎ Experience and comprehensive understanding of disability issues, awareness-raising, and training material development/training implementation.
∎ Experience in local inclusive development/CBR/disability rights/support OPD is preferred.
∎ Proven analytical and planning skills.
∎ Knowledge of disability and development issues in Bangladesh.
∎ Have the capacity to maintain close relationships with partners, stakeholders, and clients.
∎ Experience in contributing to data collection and indicator tracking within development projects or programs.
∎ Computer knowledge (MS office package- both in English and Bangla).
∎ Working experience in an inclusive livelihood/poverty graduation project will be added extra value for the candidate.
∎ Excellent communication skills in both verbal and written Bangla and English.
∎ Ability to work under pressure and in a multicultural team environment.
∎ Availability to travel to remote areas and spend time at the field level.
∎ Strong teamwork approach.

Salary:
∎ Tk. 62758 - 69693 (Monthly)
∎ A hardship allowance will be added to working in Cox`s Bazar District only. Salary will be determined based on experience, qualification, and budget availability.
