Job Context:
∎ HI has been working in Bangladesh since 1997, focusing on creating sustainable changes to ensure the rights and inclusion of people with disabilities in society. HI is an independent and impartial aid organization working in poverty, exclusion, conflict, and disaster situations throughout Bangladesh. With projects in different districts of the country, HI works not only with people with disabilities and other vulnerable populations, but also with their families, their communities, and local humanitarian actors to respond to their essential needs, improve their living conditions, promote respect for their dignity and fundamental rights, and provide sustainability in its action. As one of the key organizations in the disability sector, HI has a wide range of projects which assist in promoting the inclusion of persons with disabilities and their issues in emergency and development contexts, building capacities of local stakeholders, and reducing the impact of natural and human-made disasters. Particularly in Cox`s Bazar district, HI is providing services in rehabilitation, MH/PSS, SRH, protection, and inclusive education with an inclusion mainstreaming approach to refugees and host populations affected by the forcibly displaced undocumented Myanmar nationals. HI`s multi-sectoral mobile units (MU) and static approach are currently working in 15 camps in Teknaf and Ukhiya Upazilas and surrounding host areas, providing comprehensive physical rehabilitation, primary health care, protection, and MHPSS services.
∎ HI is implementing a development and humanitarian response project in Kurigram, and Cox`s Bazar district through 4 project offices (Kurigram, Ukhiya, and Teknaf) and 2 coordination offices (Dhaka and Cox Bazar).
∎ Operational Thematic: Livelihood, Health and Rehabilitation, Protection, Inclusion, Education, and Atlas Logistics
∎ Number of staff: Around 308 National staff and 04 international staff
∎ HI is currently looking for Rehabilitation Officer – SLT (Speech and Language Therapist) for its different projects. Under the operational supervision of the Team Manager and the technical supervision of the Rehabilitation Technical Specialist and Technical Officer, the Rehabilitation Officer provides physical and functional rehabilitation services to Rohingya communities living in camps.
∎ Job Location: Ukhiya and Teknaf
∎ Line Manager: Team Manager
∎ Type of Contract: Fixed-term
∎ Duration of the Contract: “Inclusive specialized services for vulnerable persons including persons with disabilities in Cox`s Bazar Rohingya camps and host communities” project funded by BPRM contract duration will be 17 December 2023 to 31 August 2024 and “Education for Rohingya Refugee Children and Host Community Children in Bangladesh” project funded by ECW Global Fund contract duration will be as early as possible to 24 February 2025.

Job Responsibilities:
∎ Objective 1: Identification of beneficiaries and linkage to services
∎ Develop individual profiles for the target people, identify and conduct an assessment of children who have speech and language-related difficulties, and set up a rehabilitation plan
∎ Take part with other members of the inclusion team and community workers, in the identification/mobilization exercises.
∎ Support the Team Manager in mapping the existing health services in the area
∎ Communicate and link with other members of the inclusion team, regarding internal referrals (PSS, protection, accessibility), ensuring a comprehensive approach
∎ Ensure external referrals and follow-up, gathering feedback on service provided for documentation.
∎ Objective 2: Provision of Speech and Language therapy rehabilitation
∎ Provide rehabilitation care according to the guidelines of HI’s emergency rehabilitation interventions
∎ Undertake a Speech and Language therapy assessment of the potential beneficiary
∎ According to the outcomes of the assessment of the beneficiaries’ needs (taking into account her/his daily activities, the participation of her/his caregiver, etc.…), develop an appropriate intervention plan
∎ Provide speech and language therapy intervention according to the intervention plan
∎ Inform the beneficiary and the caregiver of the importance of SLT intervention to improve communication
∎ Offer speech and language therapy services based on the defined objectives between the beneficiary, the caregiver, and you
∎ Review the most recent information on the beneficiary’s evaluation before starting a treatment session and adapt your treatment or ask for technical advice from your supervisor when needed
∎ Ensure the security of the beneficiary during the intervention sessions and take into account contraindications and precautions related to diverse illnesses, problems, and medical treatments. Ask for medical advice if needed.
∎ Provide advice and train the beneficiary and the caregivers on the basic exercises that the beneficiary can do on his/her own or with support from caregivers on the way to prevent disabilities or disabling complication
∎ Objective 3: Follow-up, referral, and reporting
∎ Closely follow-up individual and familial cases to ensure a quality follow-up of all the beneficiaries
∎ Participate in the mobilization of beneficiaries identified for specialized service when necessary
∎ Ensure proper documentation and reporting as required by HI and TU (including but not limited to assessment and follow-up forms)
∎ Ensure the beneficiaries sign the necessary document when items/devices are donated.
∎ Work in close collaboration with volunteers, ensuring the quality of service
∎ Perform other tasks as requested by line management and technical unit
∎ Monitor progress of beneficiaries in consideration of a comprehensive approach.
∎ Maintain a good collaboration with the MEAL team.
∎ Refer beneficiaries to other services (like nutrition, protection) within HI or outside HI in coordination with the senior project officer as needed.
∎ Review and recommend discharge of beneficiaries after resolution of problems and achievement of therapy objectives.
∎ Objective 4: Provision of AAC devices and other items
∎ Identify the beneficiary’s needs in terms of assistive devices and other communication-related items, as per HI guidelines
∎ Ensure that the device is adapted to the beneficiary and provide clear explanations to guarantee its safe and proper use and maintenance.
∎ Ensure a proper follow-up of the use of the device
∎ Objective 5: Conduct
∎ Be caring, compassionate and maintain good communication with beneficiaries at all times
∎ Demonstrate an ethical and professional practice
∎ Respect beneficiaries’ confidentiality.
∎ Respect and promote HI’s Policies and report to your line manager any non-respect of HI’s policies amongst the teams or partners.
∎ Report any incident or act that causes any harm to the beneficiary or others.
∎ Always interact with children with the presence of their parents or caregivers
∎ Always ask permission to touch or to apply any treatment or mobilizations to someone.
∎ Always respect a refusal of treatment.
∎ Objective 6: Emergency preparedness and response
∎ Contributes to the programme’s emergency preparedness actions and, in an emergency, adapts his or her working methods to contribute to an effective humanitarian approach by HI.

Additional Requirements:
∎ Age at least 18 years
∎ At least 2 years experience of working on the same thematic preferably in development and humanitarian context.
∎ Be registered with the local Association.
∎ Previous NGO experience
∎ Computer knowledge (MS office package- both in English and Bangla).
∎ Able to work in harsh conditions.
∎ Good physical condition.
∎ The strong teamwork approaches.
∎ Communication skills in verbal and written Bangla.
∎ Knowledge of disability and development issues in Bangladesh.
∎ Sensitized on the issues related to child protection, protection of gender-based violence, etc.
∎ Experienced in Humanitarian Context, preferably in the fields of rehabilitation and inclusion.
∎ Experience working in a multidisciplinary context.

Salary:
∎ Tk. 62758 - 69693 (Monthly)
