Job Context:
∎ Handicap International- Humanity & Inclusion (HI) has been working in Bangladesh since 1997, focusing on creating sustainable changes to ensure the rights and inclusion of people with disabilities in society. HI is an independent and impartial aid organization working in Bangladesh in poverty, exclusion, conflict, and disaster situations. With projects in different districts of the country, HI works not only with people with disabilities and other vulnerable populations, but also with their families, their communities, and local humanitarian actors to respond to their essential needs, improve their living conditions, promote respect for their dignity and fundamental rights, and provide sustainability in its action. As one of the key organizations in the disability sector, HI has a wide range of projects which assist in promoting the inclusion of persons with disabilities and their issues in emergency and development contexts, building capacities of local stakeholders, and reducing the impact of natural and human-made disasters. Particularly in Cox`s Bazar district, HI is providing services in rehabilitation, MH/PSS, SRH, protection, and inclusive education with an inclusion mainstreaming approach to refugees and host populations affected by the forcibly displaced undocumented Myanmar nationals. HI`s multi-sectoral mobile units (MU) and static method are currently working in 15 camps in Teknaf and Ukhiya Upazilas and surrounding host areas, providing comprehensive physical rehabilitation, primary health care, protection, and MHPSS services.
∎ HI is implementing a development and humanitarian response project in Kurigram, and Cox`s Bazar district through 4 project offices (Kurigram, Ukhiya, and Teknaf) and 2 coordination offices (Dhaka and Cox Bazar).
∎ Operational Thematic: Livelihood, Health and Rehabilitation, Protection, Inclusion, Education, and Atlas Logistics
∎ Number of staff: Around 294 National staff and 06 international staff
∎ HI, is looking for a General Facility Officer (Maternity Cover) for its Logistics department. Reporting to the General Facility Supervisor, the facility officer ensures the efficient management of services to HI personnel for the country under his/her responsibility. He/she is the point person for the logistics/facility Supervisor and as such informs him or her of any problems that fall within his or her remit and suggests solutions. He/she ensures the optimal management of equipment. He/she implements the strategy, including the scheduling of repairs and maintenance to ensure that all equipment is in excellent working order. He/ she is a key player in the rollout and implementation of HI’s logistics standards, which consists in reworking the positioning of logistics at HI and affirming the professional development principle. He/she participates actively in the phased reorganization of HI in the field as part of the ROOTS project.

Job Responsibilities:
∎ Mission 1: Participates in the definition of the logistics section of the StratOp and implements the action plan for facilities management
∎ STRATOP: contributes towards the drafting, revision, and implementation of the Operational Strategy (StratOp) within his or her field of activity and geographical area and in line with objectives;
∎ RISKS: produces and updates the risk map for his or her area of responsibility and proposes and implements corrective mitigation measures;
∎ INCIDENTS: produces incident reports for his or her sphere of responsibility;
∎ INDICATORS: produces and compiles the data in the facilities management dashboard for his or her geographical area;
∎ Mission 2: Deploys HI’s standards and contributes to its expertise and accountability within his or her remit:
∎ STANDARDS: applies HI standards for his or her entire professional field concerning policy, processes, and tools;
∎ LOCAL ADAPTATION: participates in adapting and contextualizing these standards to meet local conditions and regulations;
∎ INTERNAL CONTROL: implements internal control in his or her fields of activity;
∎ ACCOUNTABILITY: applies internal rules and the rules of institutional donors in or her fields of activity
∎ Mission 3: Operational implementation of logistics
∎ Diagnostic phase – Contextual analysis:
∎ Participates in analyzing the programme’s logistics context (evaluation of logistics capacities, table of logistics problems);
∎ Design phase – Resources planning:
∎ Identifies the material resources necessary for ensuring the project’s feasibility;
∎ Participates in structuring the human resources concerned by facilities management
∎ Design phase – Resources planning:
∎ Plans all the means necessary for the optimal management of equipment in his/her fields of activity and geographical areas.
∎ Implementation phase - Coordination:
∎ Evaluates and adjust the resources and their distribution according to the needs.
∎ Oversees all HI Ukhiya premises (Site office, WH, GH & camp office) building & ground maintenance.
∎ Carry out a preventative, planned maintenance program and undertake routine inspections of the premises, fixtures, fittings, utility meters, furniture, and general asset.
∎ Review utility consumption and strive to minimize costs.
∎ Plan and coordinate all installations (Internet, electricity line, heat), refill fast aid, fire extinguisher, and refurbishment.
∎ Office store management as per stock management policy & ensure the availability of all supply items
∎ (consumable & stationeries) at stock.
∎ Building administration
∎ Oversee building access control. Premises key Management and premises safety security-related issues
∎ Control activities like parking space allocation, waste disposal, premises security etc.
∎ Assist to monitoring cleaners, guard, labor & external visitors/guest.
∎ General Asset Management, Asset tagging, update field data in EMC
∎ Assist to input general service-related costing in the budget and monitor the costing
∎ Contract management of Premises
∎ EHS (environment, health, safety)
∎ Ensuring that staff are working in a safe & health environment by implementing and enforcing safety policies.
∎ Follow up & manage cooking facilities and responsible to arrange staff food (launch) and timely shared the bill with staff.
∎ Manage the upkeep of equipment and supplies to meet health and safety standards.
∎ Ensures that the facility is clean and maintained according to the organization’s policy and procedures.
∎ Coordinate & Archive documentation
∎ Archive documents as per HI policy both scan and hard copy and tagged properly.
∎ Receive and check the supply items/documents & based on the delivery slip/waybill/Purchase Order, prepares the reception form if need and Internal delivery note when required.
∎ Compile the log report (EMC, BMC, GMC, Inventory etc) and share with the line manager on the agreed time
∎ Closure phase
∎ Implements the on-site storage of archives or their transmission to HQ;
∎ Implements the return/donation of material;
∎ Provides the data needed to prepare the financial reports
∎ Mission 4 : Facilitation of the profession sector
∎ Contributes to the facilitation of the profession sector in his/her geographical area (community of practice)
∎ Mission 5: Emergency Preparedness and Response Responsibilities
∎ contributes to the program's emergency preparedness actions and, during an emergency, adapts his/her work modality to contribute to HI’s effective humanitarian response.

Additional Requirements:
∎ Age at least 18 years
∎ At least 2 years experience in Logistics /General Administration /Supply Chain preferably in development and humanitarian context.
∎ Good Inter-personal communication skills in both Bangla and English
∎ Must be excellent in MS Excel, Word & E-mail communication.
