∎ The Human Resource Senior Manager will report to Field Coordinator and provide HR management at base level in accordance with procedures laid down for the mission and ACF guidelines for provision of the optimum support for the programs by leading a whole HR team including HR manager, Senior Officers and officers at base level.

Job Responsibilities:
∎ Your detailed responsibilities in this position will be:
∎ Objective 01: Provide Leadership in the Area of Activity
∎ Monitoring and analyzing HR indicators in his/her zone.
∎ Support to Program Managers in the assessment of their needs.
∎ Optimizing the HR response for his/her zone by analyzing indicators, making recommendations and providing information updates.
∎ Making available all HR information needed for the elaboration of projects, training and monitoring Program Managers.
∎ Objective 02: Implement Human Resources Management in base level
∎ Implementing and applying the mission's Human Resources policy at base level,
∎ Implementing the mission's Human Resources procedures at base level and monitoring their application.
∎ Social dialogue at base level in collaboration with the Field Coordinator and the Head of Human Resources Department.
∎ Recording data relative to variable elements in staff pay (working hours, advances against salary) available at base level, forwarding to the capital all information required for the calculation of pay and ensuring that salaries are paid.
∎ Supervising the management and monitoring of social benefits paid out at the unit (sickness benefits etc.)
∎ Monitoring the hours worked (holidays, overtime,), ensuring that guidelines are respected and keeping Managers and the Head of Human Resources Department informed.
∎ Supervising the recruitment of staff in accordance with procedures laid down at mission level.
∎ Contributing to the development of the training plan for local employees together With the Head of Human Resources Department and supervising its implementation,
∎ Ensuring that the individual assessment interviews for base staff take place according to the established timetable.
∎ Carrying out disciplinary proceedings and dealing with dispute$ at the base with the validation of the Head of Hu man Resources Department.
∎ Dealing with staff representative: structuring and organizing meetings, elections and other activities.
∎ Providing support to Managers in the resolution of Human Resources problems.
∎ Objective 03: Setting in place and following up Collaboration and Coordination in HR with the Missions Partners
∎ Analyzing the risks in HR matters and formulating recommendations concerning the selection of partners.
∎ Implementing and monitoring the modes of HR management in the framework of joint projects.
∎ Establishing with the partner the HR aspects of partnership conventions and agreements.
∎ Ensuring that the undertakings of ACF and its partners on HR matters are respected.
∎ Playing a role in consolidating the capacities of partners where a need is identified, At base level, taking full advantage of all innovative practices in the management of partnerships.
∎ Objective 04: Manage the HR Team in the Base
∎ Day-to-day management of his/her team (guidance, follow-up, motivation).
∎ Evaluating the performance and developing the skills of his/her team members.
∎ Defining the Human Resources needs in his/her area of activity and producing the organizational chart of his/her team.
∎ Taking part in the recruitment of his/her teams, organizing and leading team meetings.
∎ Working out and monitoring individual action plans for team members, Managing planning operations, task sharing and coordination of work.
∎ Providing for evaluation interviews for team members, Providing technical support to the teams.
∎ Identifying the training needs of team members,
∎ Devising, organizing and leading training sessions. Managing difficulties in the team.

Additional Requirements:
∎ At least 05 years of overall HR experience is required with minimum 02 years of managerial experience with reputed INGO/NGO.
∎ Knowledge of collective and individual management fundamentals BD National labor law & regulations
∎ Computer proficiency
∎ Experience in administration of remuneration and social benefits, payroll and staff administration, recruitment, training, career management required. Highly organized with strong prioritization skills
∎ Senior management experience and excellent interpersonal skills
∎ Advanced analytical skills and ability produce clear, concise analysis and draw recommendations
∎ Good command of English (spoken and written)
∎ Advanced computer and software skills, especially Excel and familiarity with of web based recruitment, payroll software etc.
∎ An excellent network among human resource professionals and related services industries; training, mentoring counseling etc.

Salary: Tk. 131000 (Monthly)

Compensation & Other Benefits:
∎ Festival Bonus: 02 basic salary per year.
∎ Provident Fund: 7.5% of Basic Salary.
∎ End of Contract Benefits: End of Contract Benefits: 30 days of salary per year of service (No eligibility pro-rated under 1 year).
