Responsibilities & Context:
∎ DURATION: 31-Dec-2025 (Possible Contract Extension upon Fund Availability)
∎ START DATE: 15-MAY-2025
∎ Lead and coordinate logistics for ACF Cox's Bazar base as per organizational rules, procedures and strategy.
∎ Manage day to day supervision of logistics team, functions, gap analysis, improvement measures, performance evaluation, capacity building as per rules and procedures.
∎ Follow-up, evaluate and monitor Base Logistics Activities to analyze logistical needs and support accordingly.
∎ Manage and coordinate the logistics services, support, response to ensure smooth implementation of program activities
∎ Provide technical and management support, train and build capacities of staffs to improve logistics management.
∎ Ensure implementation of logistics and supply chain policy and procedures to meet the compliances.
∎ Assess logistical needs, capacities and mobilize necessary resources and information to support the program.
∎ Ensure a professional, respectful, transparent and highly functional team spirit with high professional and personal, ethical standards and integrity.
∎ Develop and manage logistics budget in coordination with financial plan and management procedures.
∎ Manage archiving and documentation and audit trials of supply chain and logistics process as per organizational procedures.
∎ Manage, plan and organize the cycle of procurement and supply chain to enable effective and efficient support for the base.
∎ Make sure all the tools, rules and procedures and implemented in managing procurement and supply chain.
∎ Ensure Project Procurement Plan (PPP), Procurement follow-up, Contract follow up are in place and up to date.
∎ Organize procurement and supply chain activities according to the plan, program priorities and procedures.
∎ As focal for the base, manage the LINK software for organizing supply chain and build LINK user capacity for the base level user.
∎ Maintain up to date suppliers list, price list/catalogue for different types of markets.
∎ Develop Framework Agreements according to the procurement and supply plan to enable longer term procurement and supply capacity
∎ for smooth program support.
∎ Coordinate and organize goods or service receiving or transportation in coordination with program or user or the receiver.
∎ Ensure value for money and quality of goods or services in procurement and supply chain process.
∎ Coordinate payment of supplier and documentation as per rules and procedures.
∎ Implement warehouse, stock and transportation management policy and procedures in logistics management process
∎ Organize warehouse structure and transportation capacity for smooth stock supply management.
∎ Closely supervise stock management process, documentation and reporting.
∎ Conduct physical verification, identify gaps, weakness, and improvement factors and take immediate action to improve stock management process.
∎ Make sure all the stock management tools are in place and stock management reports are submitted in time.
∎ Make sure Donation in Kind are received, managed and delivered as per stock management process.
∎ Organize disposal of stock in time and according to the organizational procedures.
∎ Provide and organize logistics support for distribution in the field.
∎ As focal manage organizational asset / equipment and ICT at the base level as per organizational procedures.
∎ Manage asset database for the base and coordinate reporting with asset focal in country office.
∎ Organize maintenance, assignment, transfer and movement of organizational asset / inventories.
∎ Organize asset physical verification and conduct asset disposal as per organizational rules and procedures.
∎ Provide necessary technical support and analysing the risks in asset and ICT management.
∎ Supervise vehicle management in the field as per organizational rules and procedures of ACF
∎ Plan, organize and control vehicle movement to ensure effective, efficient and safe movement of ACF staffs and goods
∎ Implement use of Log Book, ensure transparent fuel management, prepare and share fuel consumption and vehicle management report.
∎ Ensure proper maintenance of vehicle in time.
∎ Make sure driver is oriented with ACF safe driving rules and procedures.
∎ Collecting and recording information related to local political & security contextual developments: develop and maintain an effective network to gather information from reliable sources; closely follow up social, local, national and international media
∎ Take part in security assessment, analysis and preparation of Standard Operating Procedures (SOPs) on security management.
∎ Implement and rollout safety security policy procedures and train staffs on security management guidelines.
∎ Produce regular reporting on contextual developments and security incidents, identifying patterns, trends and communicating information and analysis to the management as required.
∎ Alert the management on significant contextual developments and when necessary or requested, develop likely forthcoming
∎ As focal for the base manage Government Liaison activities to secure project approvals and certifications in coordination with program and focal person in country office..
∎ Read and ensure a full understanding of ACFs Gender Minimum Standards & Child Protection Policies, asking questions and/or for support when necessary
∎ Implement all work related activities with a gender, disability and child protection lens, taking into account the different needs, concerns and ideas of our staff and beneficiaries
∎ Ensure the incorporation of gender equity principles in all policies and activities.
∎ Encourage the participation of all genders in meeting and on committees
∎ Help build an inclusive office environment where people do not feel disadvantaged or judged according to their gender or limited due to manageable disability.
∎ Lead and coordinate logistics team and services for ACF Cox's Bazar Base. Manage humanitarian access and safety security and government relations as per ACF standard procedures. Manage supply chain with necessary compliances and act as focal for technical logistics support. Adhere ACF rules, policy, procedures and principles in working process.
