Job Context:

∎ The HR Assistant assists the HR Manager in carrying out administrative work and prepares and updates documents to deliver HR services autonomously, in line with the ICRC`s and delegation`s policies and the applicable laws and regulations.

Job Responsibilities:
∎ General Duties:
∎ Ensures that staff-management policies are applied correctly.
∎ Carries out administrative follow-up on HR-related issues.
∎ Monitors and ensures compliance with local labour laws and staff regulations.
∎ Ensures quality HR Data & Reports through regular update & monitoring
∎ Coaches HR staff as required
∎ HR Administration, Compensation & Payroll
∎ Ensure staff salary & benefit information are updated on time in line with Staff Regulations
∎ Calculates and controls all components of the remuneration, including salary increase
∎ Administers monthly payroll of resident staff and ensures salary files are properly submitted
∎ Archives HR documents/payroll information in accordance to local legal obligations and institutional guidelines
∎ Carries out procedures related to local HR practice, taxes and social security
∎ HRSpace, Documentation & Reporting:
∎ Serves as Focal person for the management of HRIS
∎ Updates employee leave information and reports to concerned management
∎ Applies and respects administrative guideline related to the management of medical bills and health coverage management;
∎ Manages personal files (e.g. contents, structure, updates, annual checks);
∎ In charge of HR information management (guidelines, internal process, Team space)
∎ Archives and files electronically all administrative documents according to legal and institutional requirements
∎ HR framework, Employee relations, collaboration and communication:
∎ Participates in the elaboration and the adequate application of local HR processes, policies and procedures within the Delegation;
∎ Proposes improvements of organisational and procedural structures in terms of efficiency and effectiveness;
∎ Creates and maintains a professional network with colleagues from ICRC 'competitors' with local authorities, and professional associations;
∎ Works in collaboration with concerned Centres of Expertise at HQ and with peers in the region,
∎ Promotes a constructive employee-employer relationship through a permanent dialogue with staff representatives;
∎ HR Team & Colleagues:
∎ Replaces the colleagues in the HR department in their absence and provides support to specific HR activities/ projects for recruitment & Training
∎ Coaches the HR Assistant in Dhaka & Cox's Bazar as required in relation to HRSpace, Personal Files and processes
∎ Maintains regular exchange with HR counterparts and ensures that his/her back-up in HR has the necessary knowledge and information to replace them;

Additional Requirements:
∎ Proficiency in written and spoken English
∎ Computer literacy, with excellent knowledge of MS Office.
∎ Professional requirements:
∎ 4-5 Years of Experience in Human resource management
∎ Exposure to compensation & benefit management is a strong asset
∎ Experience in INGO, Development organizations will get preference
∎ Good communication and organizational skills, team spirit and capacity to work with little supervision
∎ Capacity of treating information confidentially
∎ Personal qualities for the position:
∎ Excellent oral and written communication skills as well as interpersonal and team working skills; sense of responsibility; strong organizational skills; perseverance; rigor.
∎ Ability to remain flexible, and to maintain good spirits in challenging and stressful situations.
