Job Responsibilities:
∎ Government Liaison:
∎
∎ Develop sound knowledge of IRCs global presence as well as activities and strategy in Bangladesh in order to accurately represent the organization in liaisons with the diverse range of relevant stakeholders within GoB.
∎ Ensure that IRC operates in Bangladesh following all legal and mandatory compliances set by NGO Affairs Bureau, GoB in timely and quality manner. This includes but not limited to leading and processing of (i) FDs requirements at the start, during and end of the projects; (ii) Various approvals from different level of authorities during the project lifespan; (iii) Project closure formalities etc.
∎ Act as a focal person for GoB compliances and ensure that organization is fully aligned with relevant GoB rules, regulations for NGOs/INGOs.
∎ Ensure all GoB compliances relevant for INGOs are met by the organization specially related to NGOAB, Immigration, NBR, National Security and Bangladesh Bank/Operating Bank.
∎ Support Ethics and Compliance Senior Coordinator (IRC's focal point as Chief Anti Money Laundering Compliance Officer-CAMLCO) and Deputy Director Finance (DDF) to ensure the implementation of relevant clause of Money laundering prevention Act 2012 as well as Anti-Terrorist Act 2009 and its amendments.
∎ Maintain up to date documentation in both hard and soft copy including tracking sheet of all legal requirements for every project, timely updating and dedicatedly communicate with program team and senior managers for pending approvals / issues.
∎ Remain informed on the changes in GoB compliances for INGOs and provide regular update to senior management with necessary advice and recommendations.
∎ Anticipate potential risks in relation to IRC complying with GoB rules and regulations for INGOs, immediately inform senior management and lead / support to manage those risks.
∎ Act as the Dhaka based focal point for managing all inquiries from various relevant GoB offices at national level and ensure timely support to his/her counterpart in Cox Bazar to do the same at district, UZ, union and camp levels.
∎ Based on the advice from supervisor, attend various relevant external meetings in Dhaka to effectively represent IRC.
∎ Build excellent working relationships and maintain regular communication, coordination and provide updates to relevant government offices on the work of IRC, and on status of pending compliances / approvals.
∎ Cover the position of the manager in his/her absence in IRC Cox's Bazar office on short term basis.
∎ Undertake continuous sensitization and capacity building of program teams at all levels that enable them to fulfil their responsibilities in relation to GoB compliances in timely and quality manner.
∎ Ensure partner NGO provide IRC their NGOAB project approval, yearly fund release approval, local administration certificate in timely manner.
∎ Undertake other responsibilities as assigned by the supervisor.

∎ Lead processing of new visa and work permit applications and renewals for international staffs and visitors following all requirements in timely and quality manner.
∎ Maintain up-to-date documentations in both hard and soft copy including up to date tracking sheet of visa, work permit and revise on regular basis; actively and dedicatedly communicate with concerned staff and senior managers on the visa, work permit & camp permit renewals.
∎ Remain updated on the changes in Bangladesh visa and work permit related requirements and provide update to senior management regularly with necessary advice and recommendations.
∎ Anticipate potential risks in relation to IRC staying in sync with Bangladesh's visa and work permit rules & regulations for foreigners, immediately inform senior management and lead / support to manage those risks.

∎ Support operations team on various other operations related tasks as need arise.

Additional Requirements:
∎ Minimum of 10 years of relevant work experience including 3-5 years of demonstrated experience in similar role preferably with International NGO(s)
∎ Preference will be given to those who have worked in similar role with International NGO
∎ Demonstrated knowledge on legal compliances set by NGO Affairs Bureau, Bangladesh Bank, NBR etc.
∎ Excellent understanding about GoB structure (national, district, UZ, union and Rohingya camp) relevant to operation of NGOs in Bangladesh.
∎ Demonstrated experience of managing FD7 and FD6 requirements throughout the project cycle management (start up, implementation and closure).
∎ Excellent understanding and proven experience of working on visa / work permits of international staffs & visitors.
∎ Strong interpersonal, coordination, diplomacy and networking skills.
∎ Excellent problem solving skills, and demonstrated ability to handle pressure and improve.
∎ Good command over MS office.
∎ Dedicated, a great teammate and willing to work under pressure
∎ Required to be able to work independently and possess good time management skills.
∎ Understanding and previous experience of working in program technical areas such as health/ WASH/ Protection/ Livelihood with International NGOs is an added advantage
∎ Excellent command over Bangla language (writing, reading and speaking).
∎ Strong communication skills in English language.
