∎ The FOOD SECURITY LIVELIHOOD & DISASTER RISK REDUCTION (FSL & DRR) PROGRAM MANAGER will be overall responsible for whole aspects of the `Strengthening Forecast-based Early Actions in Cyclone Prone Coastal regions in Bangladesh (STEP) project` at Assasuni Upazila in Satkhira District. Managing local partner, planning, organizing, monitoring & supervision of the project activities and provide necessary technical support and guidance for efficient and timely implementation of the project.

Job Responsibilities:
∎ Mission 1: Contribute Analysis and follow up the evolution of the DRR Context, food insecurity and under nutrition in Satkhira District
∎ Contribute ongoing context analysis in Satkhira District.
∎ Participate in collection & analysis of info on access to food security & livelihood as well as coping mechanism defined & adopted by population.
∎ Conduct the context specific study through stakeholder's consultation to enable and guide forecast based early actions
∎ Give information to the technical department to Dhaka on the impact of living conditions on the population.
∎ Participate to the analysis of the population movements and situation to ensure an efficient response to needs.
∎ Participate in the organization of food security surveys and evaluations.
∎ Prepare TOR and provide due support and/or participate in any external/internal needs assessments if needed.
∎ Mission 2: Ensure proper implementation of the FSL & DRR project activities.
∎ Develop the detailed implementation plan (DIP) in line with the Project Logical framework
∎ Supervise project direct beneficiaries selection process by the local partner and participate in the selection process
∎ Work closely with other departments (Logistics, finance, partnership, Audit and MEAL)
∎ Assist partner to organize project inception meetings with local authority at District, Upazila and Union level
∎ Sensitize and mobilize CBOs (Women committee, youth groups and adolescent clubs) to create a culture of preparedness at community level through meetings, training and workshops.
∎ Organize Early Action Protocol (EAP) dissemination workshop at Upazila, District and National level.
∎ Assist in implementing partner for implementation of small-scale FbF option (Pilot financing) to test the effectiveness of the forecast based early action system.
∎ Provide technical support to the Implementing Partner's project staff for carrying out local level advocacy as planned under this project
∎ Support Implementing Partner's staff for every aspects of project implementation as per the Detail Implementation Plan (DIP).
∎ Mission 3: Build the capacity of the partner staffs and stakeholders for smooth implementation of the project.
∎ Ensure staff capacity building training, orientation and meeting to implement the project in time implementation.
∎ Development of user-friendly training manual, IEC materials and knowledge dissemination centre related to cyclone forecast based early actions
∎ Support Implementing Partner's staff to enhance capacity of Shelter Management Committee (SMCs) on shelter readiness to face shock and stress
∎ Support Implementing Partner's staff to enhance the capacity of DMCs, CBOs and local stakeholders to develop risk informed early action plan
∎ Periodically review and asses the project performance as well as staff.
∎ Facilitate project stakeholders meetings and capacity building trainings
∎ On-job coaching of the local implementing partner during project implementation.
∎ Mission 4: Set up monitoring mechanism for the project and regular feedback to management for decision-making.
∎ Develop a monitoring framework for project with Consortium MEAL Specialist & guidance of HoD. FSL & DRR & Consortium Coordinator.
∎ Develop and set necessary monitoring tools in order to collect information in line with the project indicators with guidance of Consortium Monitoring Specialist and technical support from Consortium Coordinator & HoD, FSL and DRR.
∎ Design a monitoring plan and ensure the regular monitoring based on the plan.
∎ Develop and apply project follow-up and supervision tools and ensure that project activities are in right track to meet performance indicators
∎ Establish a system for identifying problems and guide the project staffs to get the problems solved
∎ Coordinate the day-to-day operations of the project.
∎ Mission 5: Take care of HR, logistics and financial management aspects in order to ensure the smooth implementation
∎ Assist partner ensuring staffing and assist HR process as per established policies
∎ Ensure the project team follows the logistic procedures.
∎ Check and ensure that the project team manages to have timely order, procurement and supply of essential commodities and supplies for the project.
∎ Identify the needs and arrange staff orientation on logistics procedures
∎ Prepare monthly financial projections and share the same in good time with the respective authorities
∎ Manage activity budgets, control expenditures and report on the same to the respective authorities.
∎ Mission 6: To participate in internal/external coordination meeting and ensure timely reporting on project activities.
∎ Meeting and workshop with relevant stakeholders and technical departments (BMD, CPP, DAE, Livestock, Fisheries, Education, etc.) to improve cyclone forecast bulletin and dissemination protocol at national and local level.
∎ Closely work with partner to organize project inception meetings and launching.
∎ Participate in district and upazila NGO district coordination meetings.

Additional Requirements:
∎ Experience: Minimum 5 years proven professional experience in Disaster Risk Management, Food Security & Livelihoods projects. Proven professional experience in implementation, monitoring & evaluation of project and partnership management. Minimum 3 years of experience working in INGOs. Experience of working with local disaster management committees and CBOs is preferable. Women candidates are especially encouraging to apply.

Salary:
∎ Gross monthly Salary BDT 131,000/-

Compensation & Other Benefits:
∎ Festival Bonus: 02 basic salary per year.
