∎ The Finance Senior Manager will provide financial and partnership management service to Cox’s Bazar base in Bangladesh by developing financial intelligence that supports program decisions and performance management. The jobholder will provide strategic overview and management of base financial plan, proper technical performance of all accounting-financial activities of the base and its projects and local partners, ensures the correct and effective management of financial resources, in accordance with the Action

Job Responsibilities:
∎ Job description is under revision and the post holder will sign the revised one. Apparently your responsibilities as like as follows:
∎ Objective 1: Financial Management:
∎ Control and implementation of annual Financial Plan for the Base.
∎ Leadership in budget development at base level, consolidation of all program and support needs into financial proposal and submission to capital for the final validation.
∎ Leadership at base level and steering the process of budget forecasting.
∎ Producing checking and forwarding budget follow-up (including forecast) to the Base coordination team, raising issues of relevance and alerts, support Heads of Department.
∎ Assist local partners in budget development, consolidate them and submit to capital for the final validation.
∎ Assist program staff in the development of budgets for project activities and monitor expenses against approved budgets.
∎ Objective 2: Cash Management:
∎ Consolidating and approving the treasury forecast of the base and local partners, forwarding it to capital.
∎ Consolidate and validate monthly accountancy for the base and local partners.
∎ Monitoring ACF contractual payments at the base level.
∎ Authorizing the payment of base expenses according to ACF procedures.
∎ Estimate risks & approving methods of payment of on-going Cash programs & ensuring its security and timely payments.
∎ Objective 3: Ensure high quality accounting of base and local partners:
∎ Consolidate and validate monthly accountancy of the base and local partners, forwarding it to capital.
∎ Ensuring that all accounting, extra-accounting and expatriate data are entered into the accounting software.
∎ Verifying bankbook and checking and bank reconciliations.
∎ Supervising the checking of invoices and ensuing that they are archived according to ACF procedures.
∎ Verifying and approving the monthly accounting bundle and ensuring timely submission to capital.
∎ Verifying the physical cash count in base.
∎ Ensure high quality of semi-annual and yearly accountancy closure at the Base in timely manner.
∎ Objective 4: Grants and partners administration:
∎ Participating in the process of selecting partners and validating the financial risk analysis at the bases;
∎ Defining with partners the modes of financial and budgetary management in the framework of joint projects at base level;
∎ Validating the financial and budgetary aspects of partnership conventions and agreements at base level;
∎ Ensure that local partners documents and procedures are completed in a timely and correct manner and comply with ACF and Donors policies, regulations, and branding providing capacity development support to staff as needed;
∎ Ensure external audit are conducted by partners in compliance with partnership agreements. Review these external audit reports, evaluate the quality/content of the report and auditor and follow up on any issues raised;
∎ Ensuring that financial integrity of partner proposals and reports are consistent with the rest of the documentations.
∎ Objective 5: External representation:
∎ Be the financial focal point and represent ACF forwards to UN Donors at base level.
∎ Represent ACFs’ financial program to in-base donor representatives, supporting positive relationships and ongoing communications;
∎ Assist the Divisional Director with representation to the local government (or informal de facto authorities), helping to ensure constructive working relationships are maintained to allow humanitarian programming.
∎ In conjunction with the Divisional Director and program coordinators, represent financial aspects of ACF’s base activities to other NGOs, UN agencies and visitors, ensuring coordination and attendance at relevant interagency technical.

Additional Requirements:
∎ Experience: Minimum 4-6 years of proven experience as Senior Finance Managerial roles. Minimum 2 years of proven work experience in managing complex operations and large to medium size team in an INGO and familiarity with international donor agencies and Governments grants administration.
∎ Experience with international funders (Ex: USAID, DFID, ECHO, SIDA, GAC, SDC, UN) & financial reporting requirements preferred.
∎ Skills:
∎ Strong leadership ability and interpersonal skills and the ability to train and motivate others is a must. Proficient with computer applications to include but not limited to Microsoft Excel, Word, outlook, accounting software, etc. Excellent analytical skills, along with the ability to create detailed reports and spreadsheets. Able to manage, guide and lead employees to ensure appropriate financial processes are being used. Excellent communication and relationship building skills with an ability to prioritize, negotiate, and work with a variety of internal and external stakeholders.

∎ Strong verbal and written communication;
∎ High capacity of work, able to overcome stress and work under pressure, with high degree of flexibility.

Salary:
∎ Gross monthly Salary BDT 1,31,000/;

∎ Festival Bonus: 02 basic salary per year.
∎ Provident Fund: 7.5% of Basic Salary.
