Job Responsibilities:
∎ The key responsibility of Finance Deputy Head of Department is to assist the Finance Head Of The Department for the smooth operation of financial flow within the organization and run the financial management.
∎ Objective 1: Financial & budgetary management
∎ Prepare and analyze monthly budget follow-up (BFU) considering new shared cost methodology (both ACF & Partner)
∎ Prepare BFU template from approved donor budget
∎ Assist other departments on their financial and budgetary needs
∎ Assist downstream and consortium partners finance focal on their financial and budgetary needs
∎ Provide required analytical data to senior management
∎ Assist Finance Head of The Department on Monthly Budget follow-up meeting
∎ Assist Finance Head of The Department on training ACF and Partners staff on Budget management
∎ Provide recommendations to Finance Head of The Department in financial planning
∎ Objective 2: Assist on ensuring high quality accounting of the partners
∎ Assist on generating saga parameter
∎ Assist on monthly accounting closing and HQ bundle checking and sign
∎ Ensuring that all partners accounting are entered into the accounting software;
∎ Verifying partners accounting and Financial report
∎ Verifying bankbook, checking bank reconciliations and the physical cash count in capital
∎ Supervising the checking of partners invoices and ensuring that they are archived according to ACF procedures;
∎ Verifying monthly partners accounting pack and assist partner if necessary
∎ Review financial documents and assist finance team to face internal/external audits
∎ Training Partners to ensure quality accounting and required supporting documents
∎ Objective 3: Partner Management
∎ Assist in the process of partners selection, provide necessary information to the Finance Head of The Department on the financial risk analysis
∎ Regular update of Partners Financial follow-up
∎ Review partners budget proposal and provide feedback to Finance Head of The Department
∎ Review partners agreement or MoU and ensure the coherence between approved budget and agreement
∎ Assist on ensuring that sub-contracts, sub-grants and local partners documents and procedures are completed in a timely and correct manner and comply with ACF and Donors policies, regulations, and branding, providing capacity development support to staff and sub-grantees as needed;
∎ Assist on conducting financial assessments with partner organizations using internal assessment tool.
∎ Objective 4: Financial Report
∎ Assist/prepare donor financial report and government compliance reports (FDs)
∎ Regular update on financial reporting follow-up tools
∎ Regular update on Financial Risk follow-up
∎ Objective 5: Prevent and manage cases of fraud and corruption
∎ Identify risks of fraud and corruption in his/her field of competence and setting up preventive and monitoring mechanisms;
∎ Make Finance team aware of the risks of fraud and corruption;
∎ Alert the Finance Head of The Department to cases of fraud and corruption and undertaking corrective action;
∎ Objective 6: Team Management
∎ Taking part in the recruitment of his/her teams;
∎ Organising team meetings on regular basis;
∎ Providing for appraisal interviews for team members;
∎ Providing technical support to the teams;
∎ Identifying the gap and training needs of team members;
∎ Devising, organising and leading training sessions;
∎ Managing difficulties in the team.

Additional Requirements:
∎ Minimum 5 years of proven experience on Finance and Budget Management
∎ Minimum 2 years of proven managerial experience in a busy Finance department in INGO or non-profit organizations and familiarity with international donor agencies and Governments grants administration.
∎ Working knowledge of all statutory legislation and regulations;
∎ A solid understanding of budget & Partners financial management
∎ Analytical skills, along with the ability to generate report with short deadline for both internal and external stakeholders
∎ Ability to analyse financial information and comply with regulations; Attention to detail;
∎ Strong verbal and written communication; Fluent in English.
∎ Advanced knowledge of accounting and reporting software (SAGA and Microsoft office experience required).

Compensation & Other Benefits:
∎ Festival Bonus: 02 basic salary per year.
∎ Provident Fund: 7.5% of Basic Salary.
∎ End of Contract Benefits: End of Contract Benefits: 30 days of salary per year of service (No eligibility pro-rated under 1 year)
