Job Context:
∎ Currently, Bangladesh Red Crescent Society is looking for a suitable Bangladeshi national for the following position of its COVID-19 response program:
∎ Department : Disaster Response (DR)
∎ Duration of contract : : 6 months (with possibility of extension).
∎ Reportable to : Director, Finance Department (50%) and Operations Coordinator (50%).
∎ Duty station : National Head Quarters (NHQ), Moghbazar, Dhaka.
∎ Starting Date : As soon as possible.
∎ Job purpose:
∎ The primary focus of the Finance Coordinator is to support the Director, Finance in the effective financial management for COVID-19 operations. The incumbent will also work closely with Operation Coordinator for COVID-19 and support him/her to manage operational budget and ensure financial control are in place. The role also involves working with two finance officers on day-to-day financial compilations, monthly financial reconciliations, ensuring appropriate financial records are accurately maintained. The finance coordinator will also maintain financial reporting as appropriate following the organizational and partners requirements, supporting team members in financial administration.
∎ The Finance Coordinator is responsible for overseeing, coordinating and administering the financial records, system and processes of the BDRCS Society including accounting, bookkeeping, record keeping, banking and all related financial and office administration. The role requires familiarity with audits, accounts payable and receivable, and budgets; an ability to prioritize multiple funding requirement; adherence to timelines and a commitment to operating in a team environment.
∎ Finance Coordinator will build the capacity of the operational and branch staff on finance and will liaison with the relevant colleagues of the partners to address any issues related to finance to ensure effectiveness of the response operation.

Job Responsibilities:
∎ Support BDRCS Finance Director to maintain the books of accounts and financial records; Prepare financial report; facilitate fund & cash request to the partners.
∎ Support Operational Coordinator to meet the partners/donor financial requirement and ensure financial report are ready following specific requirement of the partners/donor.
∎ Act as an administrative focal for COVID-19 response operation and ensure necessary documentation and filing system are in place following the BDRCS administrative and financial procedure.
∎ Together with Project Finance officer facilitate financial file processing, disbursement of funds to the branches, bill adjustment and bill vouchers reimbursement to the partners.
∎ Liaison with internal audit team to ensure all the expenses are audited properly and prepare necessary documentation for external audit.
∎ Assist Finance Director to build the capacity of the branch officer/volunteer on financial rules, regulation, compliance, and management. Standardize the templates for invoice submission and billing.
∎ Review financial reports prepared by finance officers and consolidate overall billing for payment and disbursement to the BDRCS unit offices.
∎ Coordinate and liaison with operational team to make the BDRCS financial resources efficient and effective.
∎ Closely collaborate with partners/donor in financial and administrative matters.
∎ Track overall fund utilization, validate billing summary, cross checking and reviewing pipeline of the approved budget.
∎ Support management of the complex operation budget and financial plan in consultation with the appropriate team members.
∎ Follow-up of budget implementation and help operational to prepare the financial forecasting.
∎ Work with the operational coordinator for the budget revisions and advise on their realism, consistency, and compliance.
∎ Monitor the level of implementation of the budgets and provide feedback to the management team.
∎ Implement corrective actions to manage financial risks.
∎ Preparing management response to audit observations and compliance.
∎ Oversee audit processes by preparing, facilitating, & ensuring smooth processes.
∎ Advice and contribute to improve the financial reporting component of its operations & train the key finance staffs
∎ Ensure alignment with guidelines & policies & provide advice in the use & benefit of international accounting standards & ensure that audit recommendations are implemented.

Additional Requirements:
∎ At least 10 year(s) preferable in RCRC, NGO or development sector.
∎ Knowledge and Skills:
∎ Excellent computer skills (MS Office package, Word, Excel).
∎ Excellent communication and negotiation skills (oral and written)
∎ Excellent analytical, team working and communication skills
∎ Able to prioritize work, multi-task and meet deadlines
∎ Willing to travel and operate in a demanding working environment
∎ Knowledge and experience of accounting software packages
∎ Ability to work in demanding situations and sometimes under pressure and meet deadlines
∎ Knowledge on internationally accepted accounting principles and financial reporting
∎ Languages: Excellent written and verbal communication skill in English and Bangla

∎ Up to 70,000 BDT (other benefits as per organization’s policy).
