Job Context:
∎ Concern Worldwide, Bangladesh is looking for a suitable candidate for the following position which will be open on subject to availability of fund:
∎ Type of Contract: Fixed term contract from 1st Sep 2021 to 31st Dec 2022 (subject to availability of funding)
∎ Job Purpose: The ECHO funded `Scaling up Flood Forecast-based Action and Learning in Bangladesh` (SUFAL) phase II project focuses on reducing the vulnerability of flood-prone populations in the Brahmaputra-Jamuna basin by strengthening impact-based forecasting and early warning to trigger early actions and funding prior to flood events. The aim is to reduce the impact of floods on communities, improve effectiveness of emergency preparedness, response and recovery efforts, and reduce the humanitarian burden.
∎ The Field Coordinator for SUFAL II project is responsible for ensuring that project implementation is in accordance with the project proposal, and the given log-frame. The Field Coordinator is responsible to provide leadership to the field team on early actions, activities prioritization at the community level, post flood assessments, report preparation to donor and stakeholders for the project. The Field Coordinator will ensure the project is meeting high performance in terms of quality of programming, accountability, and ensuring full participation of all target groups. The Field Coordinator will ensure staff are have the necessary technical and competencies to obtain high result. The position will be based in Saghata, Gaibandha and work closely with the project implementing partner.
∎ Duty Station: Saghata, Gaibandha

Job Responsibilities:
∎ Programme Management: The Field Coordinator will play a key role in community mobilization, community need identification, and ensure efficient implementation of community level intervention.
∎ The Field Coordinator will spend 70% of their time with the project team at the community level to ensure quality of understanding of project is established among the beneficiaries where the program participants are actively playing their role into the project.
∎ The Field Coordinator will ensure program participants and Communities and stakeholders that the project is working with have access to the project information on local language, and for any development intervention the informed consent of the beneficiaries are obtained.
∎ Field Coordinator will support the partner organization team in the development of integrated community level planning.
∎ The Field Coordinator will assist Programme Manager to ensure a procurement plan is developed for the project goods and services and is approved by Program Director/concerned approval authority. The Field Coordinator will support Programme Manager to follow up the implementation of procurement plan.
∎ Develop appropriate guidelines with communities and beneficiaries to ensure role clarity into joint project initiatives.
∎ Ensure the assessment tools provided by SUFAL II are translated and actions are taken upon completion in due course. The staff and enumerators carrying the assessment forward are trained on how to do the job.
∎ To develop system for collecting baseline information and tracking the project progress in line with the log frame indicators of the project.
∎ Ensure that the projects are carried out according standard operating procedures, technical manuals and policies.
∎ Ensure / promote women participation in the meetings/workshops wherever possible.
∎ To ensure the SUFAL II recommendations are accordingly adapted and implemented in the project.
∎ Ensure Programme Participant Protection Policy (P4) and Core Humanitarian Standard on accountability (CHS) are adhered into the project planning, delivery and monitoring.
∎ Monitoring and Impact Assessment:
∎ Ensure quality monitoring indicators are developed for SUFAL II project interventions.
∎ Ensure Complaints Response Mechanism (CRM) is designed with community participation, also ensure CRM register, staff awareness on CRM and reporting.
∎ Ensure regular information collection on each agreed indicators and reported through reports as per organizational and donor needs.
∎ Work with the monitoring and evaluation Coordinator and develop impact monitoring indicators and system to understand, document and disseminate the impact of the project and learning.
∎ Organize regular internal monitoring and impact assessment visits from the targeted villages in coordination with M&E unit.
∎ Develop data management system (Dashboard) for all project related activities and update it on regular basis where necessary.
∎ Reporting & Communication:
∎ Develop and submit accurate monthly work plans and reports to line manager copying the Programme Director for the information.
∎ Develop high quality donor reports for project related activities that is contributing to the project donor reports as required.
∎ Ensure government participation in key social events such as trainings, exposure visits, workshops etc, as appropriate.
∎ Liaise with relevant government departments and keep updated them on the project progress and achievements on regular basis.
∎ Capacity Building:
∎ Adapted the recommendation of field visits and assessment in to the project
∎ Organize exchange / exposure visits for stakeholders cross district where applicable.
∎ Partner Management:
∎ To assist the Partner's Project team and develop their technical capacity to deliver high quality support that would ensure the Early Warning and Early Actions.
∎ Communicating to the partners and their project teams a clear and exciting vision for the project and for the role of the team in delivering the vision for the project participants across the context.
∎ Ensuring that partner fully understand the outcomes that are expected of them and that they are aware of the success criteria which pertain to the key results of the forecast-based early actions.
∎ Ensuring that work is planned and organised in a way which will meet the needs in cost effective manner; ensuring that team members are given appropriate support to be effective and efficient.
∎ Supporting partner team members to enable them to give of their best by encouraging, coaching, assisting staff to resolve technical issues and providing appropriate advice on project actions.
∎ Ensuring that partner staffs are adequately trained and supported to perform the roles by analysing staff training needs, organising the training or guidance, coordinating with technical experts/institutes.
∎ Networking:
∎ Liaise with relevant local government departments, relevant institutions, NGO networks as required by the project.
∎ Participate in relevant district, divisional and national level meetings and represent the SUFAL II project.
∎ Liaise and maintain closely communication and coordination with district administration.
∎ Core Humanitarian Standard (CHS): In line with Concern's commitments under the Core Humanitarian Standard (CHS):
∎ Actively promote meaningful community participation and consultation at all stages of the project cycle (planning, implementation, M&E);
∎ Work with relevant colleagues to ensure that the Complaints and Response Mechanism (CRM) is functional and accessible, that feedback and complaints are welcomed and addressed;
∎ Work with relevant colleagues to ensure that information about CRM, safeguarding and expected staff behaviour is disseminated among programme participants and communities.
∎ Accountability:
∎ The Field Coordinator is responsible to the Humanitarian Programme Manager. Timely Project Activity Implementation through effective team leadership, Resource Management, and Contribution to other Projects are the main areas of assessing performance. The Performance Development Review (PDR) process, as well as, feedback from Senior Management, together with the implementation of the HR strategy will also serve as the main means of assessing employee performance.In line with Concern's commitments under the Core Humanitarian Standard (CHS):

∎ Emergency Response Deployment

∎ As part of Concern's emergency response, you may be called upon within 24 - 48 hours' notice to serve the organization anywhere in Bangladesh, In the event of this occurring, you will be briefed on your role and responsibilities by the Humanitarian Program Manager of RRRU and by the HR.

Additional Requirements:
∎ At least five years of experience on Anticipatory or Forecast-based Actions or Forecast-based Financing (FbA/ FbF)/ Disaster Preparedness/ DRR/ Resilience Building etc.
∎ Experience of staff management
∎ Experience in Community Mobilization, youth volunteers' mobilization, trainings and experience of conducting training.
∎ Experience in the establishment and support of community led projects particularly Forecast-based Financing (FbA/ FbF)/ Disaster Preparedness/ DRR/ Resilience Building.
∎ Experience of leading a development project for minimum two years will be an added value.
∎ Experience in working on Forecast-based Actions/ Forecast-based Financing will be added advantage.

Salary:
∎ Monthly Gross Salary BDT 63,731/-
