The Earth is a youth-led social welfare organization established in 2015. One of its goals is to enhance and ensure the sustainable development of Bangladesh as it aims to provide knowledge, resources and care to support each community to reach its maximum potential and achieve greater harmony between people and the planet.
The Earth is the secretariat of Climate Parliament Bangladesh as well.Our work focuses are youth capacity building, youth movement, youth network engagement, and management.Economic Acceleration and Resilience for NEET (EARN) is the World Bank Supported government Project. Department of Youth Development (DYD) under Ministry of Youth and Sports (MoYS) is the implementing agency of the project.
The EARN Project aims to accelerate economic recovery of Bangladesh by involving Not on Education, Employment and Training (NEET) youth, especially women in rural areas. It offers education and skills development with a focus on women-centric facilities and second-chance education. Additionally, it includes enterprise development, SEB skill training, and support for employment and entrepreneurship. The project addresses social barriers, enhances institutional capacity, and provide awareness and counselling. Its ambitious goal is to create around 900,000 skilled workers in priority sectors by 2030, contributing to economic transformation and graduation from LDC status, fostering economic inclusion and diversification.
The stock of NEET youth, as well as the new entrants, face barriers in accessing existing skill development opportunities as
(i) most training facilities are located in urban areas (City, District and Upazila level) inaccessible to rural NEET youth, especially women, due to social norms, family restrictions, security concerns, and lack of living facilities:
(ii) many NEET lack pre-qualification requirements for enrollment in formal vocational training institute due to dropping out before completing secondary;
(iii) training contents are seldom directly linked to rural livelihood and economic opportunities that NEET youth aspire to. Moreover, survey evidence demonstrates the NEET males are generally more depressed and lag behind their non-NEET peers in almost all aspects of locus of control. The prevalence of traditional social norms implies that needing to travel outside of the village/locality significantly drops the willingness and support of female youths to undertake training and participate in the labor force. Importantly, there are limited opportunities for the youth in Bangladesh to acquire Socio-Economical and Behavioral (SEB) skills needed for finding and retaining a job. This opportunity is even more limited for the NEET youth, especially for those from the rural areas.
Therefore, the government of Bangladesh is seeking to engage service provider to establish Village Level Training Center (VLTC) in the selected rural areas to identify NEET youth according to the approved criteria, and provide Skill, Socio-Emotional Behavioral, and Enterprise Development Training to them.
Position Overview:EARN will engage a service provider for providing support to the Project Management Unit (PMU) of EARN in implementing the project. The Service Provider will support the PMU in community engagement, beneficiary selection, selection of market-based trades from approved trade list, establish VLTC and childcare facilities, design and conduct training, connecting beneficiaries to markets, internships and managing the VLTCs. As an applicant for service provider for EARN, The Earth is looking for an Environmental, Social and Climate Resilient Expert.
Key Responsibilities:
Assist the service provider in suggesting location for Village Level Training Centre (VLTC) according to the criteria of Environmental & Social Management Framework (ESMF).
Suggest materials for establishing VLTC which are climate friendly.
Ensure climate friendly materials, equipment use of VLTC.
Prepare Environmental & Social Management Plan (ESMP) for VLTC based on EARN approved ESMP.
Develop & deliver a series of spot check to ensure safeguard.
Follow-up the integration of safeguard assessment information and completion of safeguards self-screening checklist during the project development process.
Follow-up monitoring to ensure that proposed mitigation measures are implemented according to an agreed upon environmental and social mitigation implementation plan.
Prepare report (monthly, quarterly, field monitoring) on the safeguard risks with appropriate actions to be taken for all sub projects and ensure that timely actions are taken.
Insert appropriate data in the MIS portal on VLTC facilities.
