Job Context:
∎ The Environmental Health Officer (EH Officer) – WASH will work under the supervision of the Clinical Supervisor. He / she will be responsible for the supervision of hygiene, sanitation and waste management operations in supported Isolation facilities. (S)he will be required to work in a COVID-19 isolation units in supported facilities. Staff safety is a top priority and strict adherence to infection control procedures is necessary to prevent transmission of the disease. Personal protective equipment should be worn at all times in isolation units strictly in accordance with infection control protocols.
∎ The ideal candidate will have an Environmental health (WASH) background and experience in Implementing Water, Sanitation and sanitation in health facilities such as cholera treatment centers and disease-specific treatment units. “Highly desired criteria” include previous work in Triages and isolation facilities, highly contagious area or Level 4 biosafety area, and knowledge of infection control and prevention. Below are some of the specific requirements.
∎ Work Location: Shamlapur Isolation Centre in Camp 23,Teknaf, Cox`s Bazar
∎ Contract length: Till 31 December, 2021

Job Responsibilities:
∎ Primary Responsibilities:
∎ With the support of the Clinical Supervisor, conduct assessments and technical surveys on new and existing water and Sanitation in Health facilities.
∎ Under the guidance of Clinical Supervisor, monitor the effective water delivery systems, excreta disposal facilities and medical waste disposal systems.
∎ Train and supervise the Hygienists and related staffs.
∎ Coordinate closely with the Clinical Supervisor - Hygiene Promotion and IPC Specialists on Infection prevention and control and behavior change.
∎ Establish and maintain a water quality and chlorine solution monitoring system in all health facilities.
∎ If required, oversee and manage water trucking deliveries and systems.
∎ Manage the supervision of all water supply and sanitation construction works.
∎ Provide weekly reports of progress on the construction of water supply and sanitation systems.
∎ Seek guidance and approval from Clinical Supervisor on any changes to approved designs for water supply and sanitation facilities.
∎ In coordination with the Clinical Supervisor ensure that stocks of materials (Latrine slabs, waste bins pipes, fittings, taps etc.) tools and any consumables (Chlorine, disinfectants etc.) are maintained and fit for purpose.
∎ Maintain comprehensive control systems on materials and tools used including notes on quality of materials procured.
∎ Ensure that all water supply and Sanitation works are in line with national and local requirements.
∎ Participate in review and evaluation of work to assist in enhancing program delivery and quality.
∎ This position will enter the red zone of the Triages and Isolation facilities.
∎ Staff Supervision & Development:
∎ Supervise the Hygienists.
∎ Identify, train and support Hygienists -Water and Sanitation with management of daily skilled and unskilled labor for water supply and sanitation construction works.
∎ Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable work teams to successfully complete their tasks on time and within budget.
∎ Take responsibility for discussing job expectations, performance, and objectives on an informal, quarterly basis with designated staff.
∎ Responsible for Hygienists -Water and Sanitation timesheets, work plans, vacation schedules, and staff training/development activities.
∎ Ensure that the Hygienists -Water and Sanitation accurately record and collect daily labor timesheets and progress with work plans.
∎ Grant Monitoring & Reporting:
∎ Development/ maintenance of effective and efficient oversight, support, quality control and reporting systems and processes.
∎ Ensure regular field monitoring and modifications as required.
∎ Daily water availability
∎ Water quality and Chlorine solutions at all Health facilities
∎ Number and location of all excreta disposal and medical waste disposal facilities
∎ Number and location of all water collection points
∎ Infection Prevention and Control (IPC) Scores
∎ Routine O&M of water distribution system (s) including drainage around all water points.
∎ Other:
∎ Consistently and proactively monitor/assess the safety and security of the team; promptly reporting concerns or incidents to Clinical Supervisor and IRC management and liaising with community leaders and other external parties as required to maintain/enhance the security environment for IRC programs.
∎ Other duties as assigned by the supervisor to enable and develop IRC programs.

Additional Requirements:
∎ At least 6 months working experience in WASH in COVID Response
∎ Significant professional experience in design and implementation of water projects.
∎ Competent communication skills, effective in representation and liaison.
∎ Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well.
∎ Qualified Engineer with experience in designing health and WASH infrastructure in emergencies.
∎ Strong leadership, management, planning, analytical, interpersonal, and communication skills.
∎ Ability to live and work in stressful and insecure environment.
∎ Competent user of MS Applications: Word, Excel; ACAD or similar.
∎ Knowledge of English and local language spoken in the area.
