∎ A. Objectives:
∎ The overall purpose of the assignment is to assess the current emergency nutrition information system and enhance the system with necessary features and functionalities. Once the system is developed, conduct trainings and develop training materials to implement it nationally.
∎ At the end of this project, an Emergency Nutrition Information System should be fully functional and working in every nutrition facility in the camps in Cox`s Bazar as well as implemented nationally for every emergency situation.
∎ The assignment will have the following specific activities:

∎ Post evaluation and system review to expand emergency nutrition system
Job Responsibilities:
∎ B. Background:
∎ The overall goal of hiring an institute is to expand the National Nutrition Information System (NNIS), to strengthen effective data compilation and use for evidence-based planning, and to improve actions aimed at enhancing the coverage and quality of emergency and urban nutrition services in Bangladesh. To achieve this, the objective is to build consensus on Minimum Emergency Nutrition Interventions (MENI) and its reporting framework, which is to be operationalized in the Rohingya Emergency Camps. Moreover, using the learnings derived from MENI, a National Emergency Module is to be designed which builds the preparedness and technical capacity of all 64 districts to report on MENI upon the onset of any emergency. In the urban context, the aim is again to build consensus with nutrition stakeholders to use a common recording and reporting system for the priority nutrition interventions provided by health facilities. This reporting system is to be piloted and tested first in six camps in Cox's Bazar. A national scale up plan will be designed taking the learnings from the pilot.
∎ The intervention has three intermediate outcomes:
∎ Minimum Standard Reporting framework formulated for emergency nutrition
∎ Integrated collection and timely and quality reporting of Minimum Emergency Nutrition Indicators (MENI) through the District Health Information System 2 (DHIS 2 system to reach at least 80% of health facilities in camps
∎ Design and test standard data collection and reporting of indicators for minimum package of nutrition by health device delivery platforms in urban settings
∎ C. Scope of work
∎ Review of the current systems ENIS and DLI Tottho
∎ Conduct a thorough Quality Assurance Survey on the three systems, and create a report of the issues with the current system
∎ Fix all issues on the systems from the QA list
∎ Assist in enhancing new functionalities to the current ENIS system
∎ Assist in enhancing functionalities with mapping functionality to DHIS2 data
∎ Assist in enhancing DLI Tottho system to automatically update DLI scores and publish them, and adding functionalities as suggested by the NIPU team
∎ Assist the NIPU team in mapping data units and build filtering capabilities on maps
∎ Assist with updating the various dashboards, including Mukto and DLI dashboards
∎ Help with gathering data from the DHIS2 using APIs
∎ Assist in troubleshooting DHIS2 issues with the MIS team
∎ D. Deliverables and Schedules
∎ The assignment is designed for the duration is of 3 months, his key deliverables are:
∎ Completed ENIS System with enhanced functionalities
∎ Completed DLI Tottho System with enhanced functionalities
∎ Completed DLI Dashboard with enhanced functionalities
∎ End of Consultancy Report
Additional Requirements:
∎ Knowledge and technical experience of DHIS2;
∎ Extensive experience of working on mHealth/eHMIS initiative;
∎ Understanding and experience on the Nutrition Indicators and Nutrition Information System (NIS) will be an advantage
∎ Experience in a UN organization is an asset;
∎ Fluency in English required. Knowledge of another UN Language is an added advantage;
∎ Strong skills on coordination and liaison with government, NGO and related stakeholders
∎ Demonstrated experience in institutional and technical capacity assessments
∎ Experience in developing Dashboard systems, preferably health-based dashboards
Salary:
∎ Cost of the Consultant: Consultant will get 216,000 BDT per month (consolidated) including travel and DSA; other cost communication equipment, PC etc. are to be borne by the consultant. No other fees or allowances will be allowed for this duration
