Job Context:
∎ Currently Bangladesh Red Crescent Society is looking for a suitable Bangladeshi national for the following position under Population Movement Operation (PMO), Cox`s Bazar:
∎ Duration of contract : Initially Up to 31st December 2021 (with possibility of extension).
∎ Organizational Unit/Department : Disaster Risk Reduction Sector, PMO.
∎ Reporting line : Deputy Head of Sub Office, IFRC /Assistant Director, PMO, BDRCS.
∎ Duty station : PMO Office, Cox`s Bazar.
∎ Job Purpose: DRR Coordinator will provide the essential support in implementing DRR activities in sub-districts of Cox`s Bazar. The key responsibilities will be to implement the DRR interventions planned for Comprehensive Community Resilience Program under Population Movement Operation including Cyclone Preparedness (CPP) aligning with the Coastal Disaster Risk Reduction program of BDRCS and to improve accountability for the Bangladeshi community people`s needs in line with their cultural norms and traditions. The position will be responsible for representing BDRCS maintaining coordination with relevant stakeholders working on DRR interventions in Cox`s Bazar. The incumbent will be also responsible to adhere the RCRC fundamental Principles and Humanitarian Code of Conduct during the implementation of DRR interventions. S/he is expected to maintain a respectful, courteous, accountable and transparent working relationship with all members of all sectors of BDRCS, CPP, IFRC and Partner National Societies (PNSs) offices.

Job Responsibilities:
∎ Management of the Disaster Risk Reduction Program:
∎ Design, formulate & implement Disaster Risk Reduction program, translating BDRCS priorities into host DRR interventions;
∎ Manage community risk analysis (i.e. Enhanced Vulnerability and Capacity Assessment-EVCA) for preparedness planning, risk reduction, response, considering both a multi-hazard and multi-sectorial perspective.
∎ Devise strategies for execution of the project interventions at the intervention's areas;
∎ Coordinate program implementation with the executing/implementing agencies and monitor project progress, delivery and results;
∎ Promote and ensure the integration of DRR actions in all BDRCS sectoral interventions and integrated DRR in regular development initiatives of the PMO BDRCS in Cox's Bazar;
∎ Identify opportunities for joint project/program with other Program Cox's Bazar RC Unit and/or other agencies for ensuring convergence and innovation;
∎ Guide and supervise DRR Field Officers and Community Mobilizers for better understanding and implementation of the DRR program.
∎ Coordinate with the RCRC, relevant Government Offices and various stakeholders for effective communication and policy dialogue in the field of Disaster Risk Reduction.
∎ Maintain close coordination with DRM Department, NHQ, BDRCS for ensuring Organizational practice.
∎ Assist the program team in ensuring and following the standard Community Engagement and Accountability (CEA) process and Protection Gender and Inclusion (PGI) while implementing any activities in camps and host communities.
∎ Develop Strategic Partnerships:
∎ Support to develop DRR strategies in coordination and collaboration with relevant stakeholders including I/NGO, UN and Government agencies.
∎ Facilitate advocacy efforts related to mainstreaming DRR following the revised SOD at the sub-district level jointly with UNDP and others; integration of existing Risk reduction Action Plan (RRAP), and plan.
∎ Provide technical support to design, develop and implement DRR n Programs for BDRCS in support to the national and local Government's priorities in the SOD.
∎ Support the building of government's DRR programs through the identification of capacity development needs and facilitation of training workshops and simulation exercises as required;
∎ Provide support in preparing program and financial report as per the reporting requirements;
∎ Work Closely with CPP to leverage BDRCS's engagement and technical expertise in order to quality program implementation.
∎ Capacity Enhancement and Management:
∎ Support developing training module, different guidelines, Information, Education and Communication (IEC) materials on multi-hazards.
∎ Ensure program resources are used properly and in case of any misuse immediately bring it to the attention of the respective line manager and supporting partner.
∎ Organize and facilitate need based Capacity enhancement events (i.e. orientation, training, workshop and stakeholder meeting, etc.) for internal and external DRR colleagues.
∎ Identify and document best practices and lessons learned linked to the DRR interventions and mainstream resultant learning into BDRCS for advocacy and promotion;

Additional Requirements:
∎ Minimum 7 years' experience in managing Disaster Risk Management programs (working experience in coastal belt area will be preferred).
∎ Strong project cycle management skills: assessments, design, implementation, monitoring, evaluation, and strategic planning skills.
∎ Skills and abilities:
∎ Excellent interpersonal, leadership, communication with English and staff management skills.
∎ Working with different groups and nationalities.
∎ Sound analytical and influencing skills.
∎ Ability to multi-task and cope with competing demands under tight deadlines, identify priority activities and assignments, adjust priorities as required.
∎ Strong initiative and self-motivated, with a strong commitment to humanitarian principles.
∎ Computer skills on MS word, Excel, Power point.
∎ Personal qualities:
∎ Adhere to the 7 fundamental principles and values of Red Cross and Red Crescent movement
∎ Act at all times in accordance with the Code of Conduct and strong ethics with an ability to manage confidential data.
∎ Common understanding on PGI issues, CEA mechanism including other cross-cutting issues.
∎ Ability and willingness to travel and stay in the field.
∎ Ability to work independently as well as in a team and under pressure
∎ Ability to influence, communicate, co-operate and negotiate with a wide range of people and organizations.
∎ Self-supporting in computers (Windows, spreadsheets, Word, internet)
∎ Analytical skills, results-oriented, listening skills, cultural sensitivity, flexibility & adaptability, teamwork and interpersonal skills
∎ Ability to train project staff on DRR
∎ Experience to work with a humanitarian response will be an added advantage.
∎ Work experience within the Red Cross and Red Crescent Movement will be preferable.
∎ Ability to adapt various concepts and tools to the environment and needs of the relevant National Society
∎ Lateral relationships:
∎ Establish and ensure effective working relationships with members in the team and supporting partners.
∎ Age Limit : 45 years (may be relaxed in case of outstanding candidates).

Salary:
∎ Up to BDT 85,000 /-
