Job Responsibilities:
∎ The Director, Unit Affairs will work towards the development of a well-functioning BDRCS' Branch/unit structures. The goal is to ensure that BDRCS achieves its mandates and its objectives as outlined in its Legal Base and Strategic Plan. The Director will ensure that continuous development work is carried out on a sustainable basis in improving and implementing good governance, management, membership drive/maintenance, systems, structures and programmes. The Director will assist the BDRCS in ensuring effective internal and external cooperation and coordination with all relevant departments/programme partners, including assistance with programme agreements, service contracts, partnership meetings, policy implementation, build and maintain an active dialogue and collaboration with non RC/RC organisations working in relevant programme areas to support the BDRCS's work.
∎ The Director, Unit Affairs while reporting to the Deputy Secretary General will in close cooperation and collaboration work with the Directors of Planning and Development, Youth & Volunteer Affairs and Training to ensure the development and well-functioning of the BDRCS membership and volunteers structures at all the 68 branch/unit level.
∎ Assist the Secretary General (SG) and Deputy Secretary General (DSG) in implementing BDRCS Strategic Plan.
∎ Being vigilant in maintaining transparency, quality and accountability in all 68 Branches/Units across the country on activities of the BDRCS.
∎ Prepare a development plan with strategic directions on how to institutionalize all 68 Branches/Units across the country to be visibly functional round the year.
∎ Develop departmental development plan and action plan along with budget.
∎ Guide the Unit officer concerned for strict adherence to policies, orders and instructions by the NHQ in close coordination with Unit Committees.
∎ Work in close collaboration with following departments planning & Development (Organizational Development), Youth & Volunteer and the Training to provide support to the Unit Committee regarding constitutional and legal matters and monitor their effective implementation
∎ Establish close collaboration with all other departments at NHQ for being informed about different project/activities so as to guide concerned Unit officer to coordinate and oversee implementation at Unit levels
∎ Take leadership to start preparing all categories of membership database by Unit and nationwide with a long term vision to maintain a broad based active networks of membership for the best interest of society.
∎ Guide the Unit officer to facilitate and coordinate with the officer concerned at the Unit of different projects undertaken by other departments/divisions for their effective implementation
∎ Instruct the staff officer at Unit level to prepare monthly Unit activity report and send to the NHQ on timely manner
∎ Disseminate the Fundamental Principles of RC movement and International Law (Geneva Conventions) through formal training, workshop, seminar and cultural activities so as to increase the membership base's understanding of RC mandate and foundation.
∎ Update the list of Life Members and ensure issuing Certificate to the Life Members promptly
∎ Supervise and monitor activities of the Unit officers posted in different units for accountability of their duties and responsibilities
∎ Arrange departmental meeting with the officers and staff to plan, coordinate, implement and supervise all functions of the department as well as activities of the colleagues at headquarters
∎ Discuss with Legal Advisor of the society to take appropriate steps regarding legal matters relating to unit affairs as and when necessary
∎ Visit to the Units to oversee and encourage effective functioning of Units' activities across the country
∎ Performing other relevant duties as required.
Additional Requirements:
∎ Age 50 to 62 years
∎ At least 10 years working experience of facilitating organizational development process or related activities
∎ Experience of monitoring, coaching, managing and supporting staff
∎ Experience in a humanitarian, development or International Organization is preferred
∎ Experience and/or knowledge in project design, budget, monitoring, evaluation and reporting
∎ Experience in local capacity building, volunteer management and/or community development
∎ Excellent communication skills; influencing skills
∎ Working knowledge of VCA, National Society Self-Assessment, PPP, CAS and Capacity Building indicators
∎ Good computer skills (Windows, Spreadsheets, Word processing)
∎ Excellent verbal and written skills in English
∎ Highly organized, proactive and innovative approach to work
∎ Flexibility (e.g. working beyond office hour if needed)
∎ Adhere to the 7 fundamental principles of Red Cross and Red Crescent movement
∎ Act at all times in accordance with the Code of Conduct
