Educational Requirements:

Job Context:
∎ The Director, Social Development will be assigned to his/ her position by the Executive Director of RDRS Bangladesh. S/he will be responsible for the implementation of Social Development activities which include health, education, Skill and Employment, and Community-based organization. S/he will maintain congenial working relations with all Directors as well as other departmental Heads to maintain better coordination and a productive working environment.
∎ The position is based in Dhaka with the need for frequent field visits to all working areas of RDRS. Director, of Social Development is to ensure project planning, resource mobilization, monitoring, coordination, advocacy, networking, and implementation of the project and program activities. As Unit head, s/he is responsible for the effective functioning of the department in conformity with RDRS Strategy and Strategic Operational Plan. The Director of Social Development will report to the Executive Director.

Job Responsibilities:
∎ Resource Mobilization, Implementation, Supervision and Monitoring:
∎ Develop innovative ideas for the empowerment of vulnerable communities and prepare proposals for resource mobilization in the areas of Health, Education, and Community Based Organization.
∎ Guide and supervise Sectoral Coordinators/ Project Coordinators and provide day-to-day administrative and management support;
∎ Take the lead and encourage others, to develop ideas, policies, and strategies which will advance the Vision and Mission of the organization.
∎ Undertake regular field visits to supervise field activities implemented by different sectoral and concerned program staff and to ensure the quality of RDRS field implementation.
∎ Ensure efficiency, effectiveness, and transparency of field activities.
∎ Seek to improve RDRS operational procedure, monitoring, and management information system so that they are simple, effective, maximal, and support efficient field operation and program implementation.
∎ Strengthen inter-sectors and intra-program collaboration and coordination.
∎ Regularly monitor and review RDRS program and project implementation in the field, working closely with other Directors and Program and Sector coordinators.
∎ Review and monitor the implementation quality and budget utilization quarterly.
∎ Take corrective/punitive action as per RDRS HR rules against non-performing staff or staff committing offenses as per RDRS Personnel manual.
∎ Guide the Federation Development activities to strengthen community engagement and empowerment;
∎ Promote and support rights-based development interventions;
∎ Provide guidance and support to Women's rights, child rights, prevention of trafficking in women and children, and empowerment of ethnic and tribal communities;
∎ Ensure staff are kept well informed about policies and changes of the organization;
∎ Ensure necessary conceptual and technical support to field staff;
∎ Develop staff motivation, commitment & integrity and ensure high morale of staff through various formal/non-formal communications;
∎ Ensure effective utilization and control of financial and other resources in conformity with RDRS financial rules and regulations in consultation with respective Directors/Heads.
∎ Donor Liaison & Coordination:
∎ Ensure preparation of quarterly/half-yearly/annual progress reports as required by RDRS and donor partners;
∎ Promote RDRS's image and reputation through effective representation. Maintain adequate liaison and good working relations with local government, donors, civil society, NGOs, and media as required in the interest of RDRS and its program participants;
∎ Continue to explore new areas and opportunities for resource mobilization not only from the traditional donors but also foundations, corporations, Government, etc.
∎ Develop and update a database of potential donors and maintain regular liaison and relationship with them;
∎ Develop new projects, new partnerships, and new interventions that are appropriate and in line with the RDRS Strategy, Vision, and Mission;
∎ Collaborate with the visitors from Donor/Partner agencies in the field and provide adequate briefing and information on the RDRS program and project activities;
∎ Work as a team with other RDRS staff including those who have responsibilities in the areas of donor liaison and fund-raising;
∎ Planning and Coordination:
∎ Develop a yearly plan of operation with a detailed budget under the Social Development Sector;
∎ Supervise, coordinate, and check the annual/quarterly/monthly progress of field activities; ensure timely reporting to donors and other stakeholders.
∎ Plan and conduct regular/special meetings with concerned staff and other sectors to follow up on planned activities.
∎ Maintain effective coordination and synergies with other sectors including micro-finance for the long-term sustainability of the development interventions.
∎ Networking and Advocacy:
∎ Maintaining consultative relations with Government line agencies, NGOs, Research Institutes, Private Sectors, and Civil Societies;
∎ Organize and coordinate different issue-based workshops, and seminars for increasing influence on and access to the rights of poor people for sustainable livelihoods;
∎ Working to build up the capacity of CBOs.
∎ Carry out any other duties assigned by the Management.

Additional Requirements:
∎ Age at least 40 years
∎ Minimum 10 years of relevant experience with at least 5 years experience in a senior management position in a leading national/ international NGO;
∎ Leadership and motivational quality;
∎ Excellent communication skills in English and Bangla;
∎ Excellent operating skills in MS Office;
∎ Ability to explore and identify new funding opportunities/ donors; write, submit, and pursue project proposals;
∎ Must be flexible to adjust to a multicultural work environment and be able to meet tight deadlines;
∎ High analytical skills are essential;
∎ Excellent presentation skills;
∎ Have good understanding on Gender and abide by organizational Gender Policy and act accordingly;
∎ Abide by organizational policies i.e. Child Protection Policy/ Safeguarding Policy/ PSEAH Policy and practices;
∎ Abide by the Code of Conduct and other policies and practices of RDRS Bangladesh.
