Educational Requirements:
∎ Graduation on Medical/ Public Health/ Community Health or relevant medical qualification required.
∎ A Masters degree in health services administration would be an added advantage.

Job Context:
∎ Duration of contract : 1 year (with possibility of extension upon satisfactory performance)
∎ Age Limit : 50 to 62 years (flexible for extra-ordinary candidates)

Job Responsibilities:
∎ The director, blood programme will work towards the strategic implementation, improvement and development of BDRCS flag ship blood Programme. S/he maintains coordination and collaboration with key stakeholders', relevant government ministries. The director will ensure alignment with international guidelines including health safety standards in blood collection, storage and distribution. The director will ensure that the blood programme operates as integrated health programme as per the BDRCS's goals of its Strategic Plan.
∎ Assist the Secretary General (SG) and Deputy Secretary General (DSG) in implementing BDRCS future Strategic Plan.
∎ Direct, guide, coordinate and supervise all functions of the blood programme and its various units as planned and targeted.
∎ Provide strategic and programmatic leadership in designing and achieving overall objectives of the blood programme.
∎ Provide guidance and coordination to all department cells within in developing a development plan (DP) and action plan as envisioned in Strategic Plan.
∎ Act as supervising authority and administrative in-charge of Medial officers/ Health personnel of all blood centers.
∎ Lead the team in motivation, screening and collecting blood. Ensure proper diagnosis of Thalassemia patients and blood transfusion.
∎ Keep vigilance, for quality health care service delivery by all medical institutions of blood centers of BDRCS following the guidelines of the Directorate General of Health Services (DGHS), Ministry of Health and Family Welfare (MoHFW).
∎ Inspect each of the medical institutions, programs and projects under the Director's administration to ensure that the desired level of services and efficiency are maintained.
∎ Oversee the requisition process of medicines and medical appliances for medical facilities and procurement- the blood centers under the director's administration.
∎ Ensure regular supply of medicines and appliances to be issued from the medical store to the respective health institutions under the director's administration.
∎ Submit quarterly well consolidate and written narrative progress report on all blood centers.
∎ Proved technical support to the blood centers in providing services with close coordination with the MoHFW's service delivery system.
∎ Keep in close monitoring and ensure quality of care including safe clinical disposal.
∎ Provide visionary leadership to the blood program aimed at covering 80% national requirement of blood and blood products following national guideline and protocols for blood safety.
∎ Extend management and technical support to strengthen capacity of the existing 8 outlets of the blood program and open the program in the most potential units.
∎ Plan and develop HIV/ AIDS program for all targeting vulnerable and high risk groups, adolescent and youth, and internal and external migrants and general population.
∎ Keep in consultation with the National Safe Blood and AIDS/ STD program of Directorate General of Health Services (DGHS), Ministry of Health and Family Welfare (MoHFW) and UNAIDS.
∎ Foster and maintain effective working relationship with MoHFW, DGHS and other related ministries, directorates/ departments, partners, donors and development agencies and stakeholders.
∎ Liaise with IFRC delegation for different PNS supported projects and ICRC in particular.
∎ Highly organized, proactive and innovative approach to work.
∎ Flexibility (e.g. working beyond office hour if needed).

Additional Requirements:
∎ Age 50 to 62 years
∎ At least 10 (ten) years working experience in public health sector/ medical field.
∎ Experience of monitoring, coaching, managing and supporting staffs.
∎ Experience in a humanitarian/ development or international organization is preferred.
∎ Experience on project management, planning, monitoring and evaluation, programme/finance reporting, administration and documentation system.
∎ Excellent verbal and written communication skill in English.
∎ Excellent computer skill.
∎ Adhere to the 7 fundamental principles of Red Cross and Red Crescent movement.
∎ Act all times in accordance with the Code of Contact.
∎ Able to work in a team and respect respects opinion of others.
∎ Honest, transparent and high level of integrity.
∎ Ability to work in a multi-cultural environment.
∎ Good stress management skills-ability to work under pressure.
∎ Assist the organization on occasion, in times of national, international, local emergencies or major disasters.
