Experience:
Minimum Fifteen years general experience including seven years relevant experience in capacity building. This seven years experience should include undertaking competency improvement needs assessment, developing HRD policy, Training plan development, management of capacity building activities including its evaluation etc. Preference shall be given on having experience of working in an national/international training organizations. Experience with development partner funded (World Bank/IFC/ADB etc.) infrastructure projects with similar role or task shall be given preferences. This position is a national position and must have strong communication and presentation skills in English and Bangla.
About the Project:
World Vision Bangladesh has been shortlisted to submit a full proposal for a significant consultancy assignment under the Chattogram Hill Tracts Inclusive and Resilient Urban Water Supply and Sanitation Project, funded by the Asian Development Bank (ADB) and implemented by the Department of Public Health Engineering (DPHE), Government of Bangladesh.
This consultancy—titled Community Capacity Building and Behavioural Change (CCBBC)—is focused on strengthening local institutions and empowering communities across Rangamati, Bandarban, and Lama to manage and sustain inclusive, climate-resilient water and sanitation services.
The project will work closely with local government bodies (Pourashavas), Hill District Councils (HDCs), DPHE, and community structures to:
Build institutional and technical capacities,
Strengthen operation and maintenance systems,
Improve service delivery models,
Drive behavioral change in hygiene, sanitation, and water use through community engagement and social communication strategies.
This is a systems-focused, community-rooted initiative aiming to promote equity, gender inclusion, climate resilience, and local ownership in urban WASH services in the CHT region. The assignment also includes a strong emphasis on training, communication for development (C4D), and creating locally viable models for service sustainability.

Project Duration: 36 months
Job Responsibilities:
Review of existing scenario and conduct capacity building needs assessment of RHOC-BHDC and three Paurashavas (Rangamati, Bandarban, Lama) from O&M (operations and maintenance) of WSS ( Water Supply and Sanitation) services. This shall focus on identification of competency gaps of its staff (human resources), infrastructure gaps and system/process improvement needs for sustainable O&M of WSS assets.
Development of a medium term (3-5 years) and short term (2 years) plans for training, infrastructure procurement and system improvements and then manage implementation of such plans; This shall include curriculum development in consultation with subject matter specialist.
Identification of resource persons, resources etc. and supervise conduct of capacity building and training activities
Evaluate resource persons and training sessions
Manage conducting workshops on innovative O&M (operations and maintenance) of WSS ( Water Supply and Sanitation.
Support behavioral change activities
Any other tasks related to CB activities to complete the scope of consultancy
