Job Context:
∎ Support the monitoring, evaluation, accountability and learning (MEAL) unit in Action Against hunger (ACF)’s in Bangladesh. Carry out data management and reporting to support continuous M&E covering different sectors (Nutrition and health, Food security and livelihoods and disaster risk reduction: Water, sanitation and hygiene, Mental health and psychosocial support).
∎ Design database, manage information, contribute in designing MEAL framework, design and conduct impact assessment studies as per request. Support and contribute to the overall implantation of assessment, project monitoring and evaluation activities.
∎ Complaints and Feedback has to manage and develop the complaints, feedback, and accountability system for Action Against Hunger. In line with ACF’s M&E and CFM minimum standards and strategies, s/he will provide support to complaints and feedback from targeted communities and ACF staff. S/he will ensure sensitization of ACF staff and communities on the complaints mechanism and timely follow-up on all feedback.

Job Responsibilities:
∎ OBJECTIVE 1: CO-BUILDING AND COORDINATING WITH PROGRAM TEAM A STRONG OUTPUT ORIENTED MEAL SYSTEM
∎ In collaboration with the DCD and technical head of Department agree on deliverable output that need to be produced by the MEAL department on a regular basis and to be part of the MEAL work stream
∎ Ensure that MEAL activities are designed to respond to program teams needs and introduce a clear validation process in this regards , from Terms of Reference to reporting.
∎ Support the MEAL team in the field and maintain coherence in MEAL activities across program
∎ Ensure that MAPS and dashboards are timely produced to support proposal and reports.
∎ Support program team to develop MEAL plan of their respective project
∎ Under the guidance of the MEAL Manager/MEAL –HOD implement and roll-out BEAL system of ACF Bangladesh
∎ Assist the Manager-Reporting & Monitoring in implementation of MEAL plan in line with strategy.
∎ Lead and take part in field data collection for strategic indicators.
∎ Support data entry and analysis as required
∎ Assist the Manager-Reporting & Monitoring and take part in routine/emergency needs assessments/ surveys
∎ Regularly monitor & follow-up visits to program sites/ activities to ensure standard procedures have been followed
∎ Provide facilitation support to external consultants in the field as required
∎ Mainstream accountability mechanism in program activities. and support the effective implementation of feedback and complaints response mechanisms
∎ Assist the Manager-Reporting & Monitoring in conducting and documenting project lesson learnt exercises and reports
∎ Assist the Manager-Reporting & Monitoring in project baseline. end line, PDMs. Pre and Post KAP surveys
∎ Assist the Manager-Reporting & Monitoring to organize capacity-building events for MEAL and Program staffs on program quality, accountability, M&E at field level
∎ Develop and manage case studies on different programs for capitalization in collaboration with program team
∎ Support external evaluations as required
∎ OBJECTIVE 2: TECHNICAL PROACTIVE AND NEED-ORIENTED SUPPORT TO PROGRAM AND MEAL TEAM
∎ Support program team to assess MEAL related training needs and capacity building initiatives
∎ Support Manager-Reporting & Monitoring in submitting all project-related internal and external and requested reports and ad hoc updates on time. This includes APR and other report for the country program, external stakeholders and HQ
∎ Provide technical support to the program department to develop MEAL plan of their respective project and support to operationalize the plan
∎ To systematize information flow at mission level in coordination with programme implementation departments
∎ Under the supervision of MEAL manager, develop/rollout information management strategy in cooperation with other departments
∎ Contribute in establishing a Common Operational Dataset (COD) aligning MEAL and other departments
∎ Preparing tools and contribute in developing data validation method
∎ Capacity building of staff on IM strategy
∎ Support the Manager-Reporting & Monitoring in all support functions as required and filing of records
∎ OBJECTIVE 3: STRENGTHENING LEARNING AND KNOWLEDGE SHARING
∎ Report continuously the progress of the activities and assessments to his/her line manager.
∎ Assist Manager-Reporting & Monitoring in compiling reports when necessary
∎ Report weekly on all the activities related to assessment and data collection
∎ Regular update findings from field visit debriefing and feedback to the Manager-Reporting & Monitoring
∎ OBJECTIVE 4: EXTERNAL REPRESENTATION AND REPORTING
∎ Support in the development of standardized tools
∎ Provide additional support to the MEAL Manager as requested
∎ OBJECTIVE 5 : COMPLAIN AND FEEDBACK MECHANISM
∎ Regular support to implement complaint & feedback mechanism across the program
∎ Ensure proper and timely reporting of complaints and feedback
∎ Document learning and practices from planning and implementation of complaints and feedback activities
∎ Develop a programmatic complaint and feedback tracking and reporting system in line with the guidelines in place.
∎ Manage programmatic complaint and feedback tracking system, including development/possible improvement of and roll-out tools and platforms.
∎ Keep all communication modes (phones, email, complaint boxes, etc.) active to ensure appropriate reception of complaints/feedback from beneficiary/ community level.
∎ Organize regular meetings/training/induction for ACF staff members to orient on ACF internal and external complaints and feedback mechanism and policies.
∎ Initiate investigations based on the complaints/ feedback from the beneficiaries/ communities.
∎ Maintain communication with HR, CFM and Programs team for support/ initiate any investigation based on the complaints/ feedback from the beneficiaries/ communities.
∎ Frequent visit communities, complainants, and field offices where complaint boxes are installed.
∎ Collect all the complaints and feedback and regularly update the system/ database.
∎ Maintain communication with the complainant or feedback-giver until the issue is resolved/closed.
∎ Prepare reports regularly on the complaints and feedback.
∎ Organize regular meetings/workshops with (respective) programs to share the reports on complaints and feedback received from beneficiaries/ communities.
∎ OBJECTIVE 6 : PROACTIVELY SUPPORT ACFS COMMITMENTS TO GENDER EQUALITY, CHILD PROTECTION AND DISABILITY SENSITIVITY
∎ Read and ensure full understanding of ACFs Gender Minimum Standards and Child Protection policies, asking questions and/or for support when require
∎ Implement work-related activities with a gender, disability and child protection lens, taking into account the different needs, concerns and ideas for our staff and beneficiaries
∎ Ensure that gender equity principles are integrated in all policies and activities relevant to your work
∎ Ensure the participation and promote gender balance in all activities in the filed
∎ Help build in inclusive office environment where people do not feel disadvantaged or judged according to their gender, age or disability

Additional Requirements:
∎ Age at least 18 years
∎ Minimum 4 years of proven work Experience of working in a MEAL department, special preference to work experience in INGO;
∎ Experience in quantitative & qualitative surveys/assessments/ evaluations;
∎ Experience in working on projects funded by major international donors;
∎ Technical background in WASH, Nutrition/health and/or FSL is a plus;
∎ Knowledge in statistics;
∎ Knowledge in database management and statistical treatment;
∎ Knowledge in teaching methods and in the facilitation of meetings/training sessions / Knowledge of quality control and accountability approaches;
∎ Experience in conducting internal knowledge building activities

Salary: Tk. 99569 (Monthly)
