Responsibilities & Context:

To lead and manage EPC and local procurement operations, ensuring timely, cost-effective, and quality sourcing of project materials, equipment, and services. The role is responsible for supporting project execution through efficient procurement planning, strong vendor management, contract negotiation, and compliance with company policies and project requirements.

Key Responsibilities

1. EPC Procurement Strategy & Planning

  • Develop and implement procurement strategies aligned with EPC project timelines and organizational SCM policies.

  • Coordinate with Engineering and Project teams to forecast material, equipment, and service requirements.

  • Ensure timely sourcing of project-critical items to avoid delays in project execution.

  • Identify and mitigate supply risks related to project dependencies and local market constraints.

2. Local Procurement Operations

  • Lead end-to-end local procurement activities for construction materials, spare parts, consumables, and site services.

  • Ensure availability of materials from local markets in line with project schedules and operational needs.

  • Optimize sourcing from local vendors to achieve cost efficiency without compromising quality.

3. Vendor Development & Management

  • Develop and maintain a strong local vendor base for EPC materials, contractors, and service providers.

  • Conduct vendor evaluations, technical assessments, and performance reviews.

  • Negotiate pricing, delivery terms, and service-level agreements to ensure competitive advantage.

  • Establish long-term relationships with reliable suppliers and contractors.

4. Contract & Cost Management

  • Lead commercial negotiations for EPC-related procurement including contracts for materials, equipment, and subcontracted services.

  • Review and approve purchase orders, work orders, and contracts within delegated authority.

  • Monitor procurement budgets and track cost savings against project estimates.

  • Ensure proper documentation and contract compliance for all procurement transactions.

5. Project Coordination & Execution Support

  • Work closely with Project Managers, Engineers, and Site Teams to align procurement with project milestones.

  • Ensure timely delivery of materials and services to project sites.

  • Resolve procurement-related issues impacting project execution.

  • Support tendering and bid evaluation processes for EPC-related procurement.

6. Compliance & Risk Management

  • Ensure adherence to procurement policies, SOPs, and regulatory requirements.

  • Maintain audit-ready documentation for all procurement activities.

  • Identify potential procurement risks (price volatility, supplier reliability, delays) and implement mitigation strategies.

7. Process Improvement & System Utilization

  • Drive process efficiency and transparency through ERP systems (SAP/Oracle/others).

  • Implement best practices in procurement to reduce lead time and enhance operational efficiency.

  • Develop procurement dashboards, reports, and analytics for management review.

8. Leadership & Team Management

  • Lead and manage the procurement team, ensuring effective execution of EPC and local sourcing activities.

  • Provide guidance, training, and performance management to team members.

  • Monitor team performance against KPIs and ensure alignment with organizational goals.

9. Cross-Functional Collaboration

  • Collaborate with Engineering, Finance, Warehouse, and Operations teams for seamless supply chain execution.

  • Coordinate with Accounts for payment processing, cost tracking, and budget control.

  • Act as the escalation point for procurement-related challenges across projects.
