Job Responsibilities:
∎ Strategic Planning & Management:
∎ Support the implementation of organizational goals aligned with Global Strategy Architecture while remaining relevant to evolving contexts and operational effectiveness.
∎ Continuous assessment of IRC's operational set up and needs in Bangladesh and undertake strategic and operational improvement measures to facilitate smooth business continuity ensuring safety and security of staff and clients under the guidance of Senior Management Team (SMT).
∎ Contribute in empowerment of IRC's field office in Ukhiya through but not limited to decentralized structure, encourage active involvement of Ukhiya and field based IRC team in strategic and operational decisions, adequate resourcing of operations department in Ukhiya and field locations combined with capacity development, promote a safe and conducive work environment for both female and male staffs.
∎ Support Program team to roll out partnership model to plan and implement IRC's country program both in Cox Bazar and elsewhere based on clear value addition.
∎ Participate in the development and/or review of new proposals, operating plans / budgets & strategic plans ensuring the operational needs are well brought together and reflected wherever appropriate.
∎ Assist in the implementation of operational improvements within all Supply chain and Administration departments to enhance the organization's ability to implement programs in most efficient, cost effective, safe and secured and compliant manner, strengthen donor relations and improve organization-wide activities.
∎ Assist CD in identifying potential risks and roll out of mitigation measures for the effective functioning of country program.
∎ Maintain relationships and closely work with IRC headquarters for technical assistance across all Bangladesh Supply chain, IT, Safety, Security & Access and government liaison/ administration functions as needed.
∎ Watch over the monitoring, implementation and on time delivery of the operations related country strategic action plan commitments.
∎ Supply Chain Management:
∎ Ensure compliance and application of the IRC Global and donor procurement policies.
∎ Ensure Sr. Supply Chain Coordinator has adequate oversight of inventory management functions ensuring all applicable inventory management policies are adhered to, all warehouses are properly set-up, all appropriate drugs are stored according to IRC and donors' policies, and all supplies are managed effectively.
∎ Ensure all IT services, hardware and software are regularly maintained and review all new/replacement hardware/software needs with the Sr. Supply Chain Coordinator and Sr. IT Manager.
∎ Ensure all IT infrastructure is suitable to support all IRC program and operational needs.
∎ Oversee and ensure an efficient management of IRC's fleet across all locations while maintaining staff safety and security.
∎ Staff Supervision and Development:
∎ Provide supportive guidance and supervision to direct reports. Provide appropriate and timely feedback to staff regarding their performance, including timely implementation of the annual staff performance management system in operations department.
∎ Demonstrate true collaboration with other functions (Program, HR, Finance) within IRC Bangladesh and lead by example to promote cross function coordination and team building.
∎ Provide ongoing assistance to staff under the operations department and develop approaches to ensure continuous monitoring, coaching and support to them.
∎ Promote an open, diverse and participatory work environment.
∎ Lead with commitment, integrity, Equality and accountability to the "IRC Way" - Global Standards for Professional Conduct.
∎ Field Management Support:
∎ Assist DDP and Senior Program Coordinators (Head of field office) to maintain field office control and efficiency.
∎ Support the management of operations at field office, ensuring they meet the needs of programs through effective management by the Cox Bazar Operations departments.
∎ Provide updated information to the CD on exceptional requests for support from the field.
∎ Coordinate with and make recommendations together with the Sr. Program Coordinator to the CD on field operations, security and administrative issues.
∎ Government compliance and Liaison/Representation and Coordination:
∎ Assist the CD, DDP and SPC in establishing, developing and sustaining a strong relationship with government counterparts to ensure smooth program delivery which is also aligned with GoB rules and regulations for INGOs in Bangladesh.
∎ Ensure all relevant functions work in close collaboration managing work flow associated with government compliances such as FD approvals at national level and camp / cox bazar level approvals in timely manner.
∎ Ensure that all access issues (challenges / barriers) are regularly monitored and responded in timely manner involving all relevant internal functions.
∎ Promote the IRC Bangladesh vision and mission amongst external and internal stakeholders.
∎ Serve actively in SMT and deputize for the CD as required.
∎ Staff Safety and Security:
∎ Maintain an oversight and provide support to Sr. Coordinator (Safety, Security & Access) to ensure up to date IRC's safety and security management plan on regular interval and its strict implementation.
∎ Advise CD on time to time pertinent issues related to safety and security of IRC operations.
∎ Be part of crises management team to manage incidents when required.
∎ Budget & Finance:
∎ Oversee operating budget for operation functions and ensure spending by budget holders is timely, on track and compliant.
∎ Maintain close working relations with the Deputy Directors of Finance and Program and Senior PC to ensure coordinated Bangladesh operations inputs during budget development, including a capital equipment replacement plan, and ensure additional funding is sourced to address any budget shortfalls.
∎ As requested by the Country Director, provide input to audit issues and corrective action plans.
Additional Requirements:
∎ Excellent professional track record with over 10 years of progressive work experience (including 2-3 years at operational leadership level), preferably in a complex and dynamic humanitarian and development environment.
∎ Successful experience of working in refugee program is preferred.
∎ Candidates with relevant international experience will be highly preferred.
∎ Ability to think strategically, prioritize and meet deadlines in challenging environment; must be culturally sensitive.
∎ Excellent leadership, people management, interpersonal and negotiation skills and a demonstrated ability to develop harmonious and high-performing teams.
∎ Previous substantial experience in at least three of the following fields: Project Management, Supply Chain, Administration, Security, IT, Risk Management, Communication, Fleet Management, Government Liaison.
∎ Excellent budget management skills and experience of donor contract management.
∎ Excellent understanding of GoB's compliances for NGOs operation in Bangladesh.
∎ Experience of working through direct operational approach as well as in partnerships with local NGOs.
∎ Strong diplomacy skills; ability to establish and maintain good collaboration with partners, donors and other peers in a critical environment.
∎ Effective communication and presentation skills.
∎ Excellent skills in supporting large scale program with high value budgets from diverse range of donors.
∎ Excellent command over English and Bangla language.
∎ Cultural and gender sensitivity, adaptability, willingness to travel.
∎ Flexible and adaptive to changing needs and priorities.
∎ Ability to work independently on own initiative; Able to multi-task and meet deadlines at short notice.
