∎ The DEPUTY COUNTRY DIRECTOR – SUPPORT shall provide leadership and strategic oversight of two support functions – Finance and HR. This personnel will also manage internal control and compliance for the mission and ensure the coordination of all activities linked to Risk Management as a key member of the coordination team.

Job Responsibilities:
∎ Your detailed responsibilities in this position will be:
∎ Objective 1: Provide Strategic Direction to the Mission on Support and Internal Controls.:
∎ Ensure the allocation of resources (funds, skill, time, efforts etc.) is consistent with the Mission’s Strategic Objectives as well as the Strategic Priorities.
∎ Identify and analyze HR, Finance and opportunities of the potential responses to humanitarian needs, and brief the Country Director (CD), Heads of Department (HoDs) and HQ Advisors accordingly.
∎ Facilitate inter and intra-departmental coordination to ensure Finance, HR functions are providing relevant, effective, timely and high quality inputs and support to program teams.
∎ Provide strategic support and guidance to the program team, in close collaboration with the DCD Program in all areas related to support functions.
∎ Objective 2: Manage the support team (HR and Finance).:
∎ Supervise the HoDs for support functions (HR, Finance)
∎ Provide guidance and develop capacity of the team in order to provide high-level and consistent support to program teams.
∎ Follow-up on the risk analysis identified for the nationalization of positions; and adapt team composition and structures accordingly.
∎ Ensure briefings on support issues for all new Management-level employees.
∎ Encourage strong collaboration and promote a team spirit between support and program teams.
∎ Objective 3: Ensure Management of Risk and Compliance.:
∎ Develop a transversal risk management strategy that matches the mission’s ambitions and Programmatic Strategy.
∎ Run risk management activities at mission level (risk identification, evaluation and assessment, risk mitigation and monitoring) and guarantee the overall risk management strategy is in line with mission’s strategic and budget planning.
∎ Define an effective governance model for major risks management and compliance that allows the mission to reach its Strategic Objectives while remaining coherent with the mission’s risk appetite and ACF global risk management plan.
∎ Build internal awareness and capacity on Risk Management to ensure inclusion of risk into decision-making processes
∎ Contribute to cultural change toward risk management and acceptance by promoting ERM (Enterprise Risk Management) best practices and training mission’s key actors.
∎ Objective 4: Contribute to Program Development, Cycle Management and Proposal Writing.:
∎ Promote inter and intra-departmental coordination to ensure Finance, Logistics and HR functions are providing relevant, effective, timely and high quality support to program teams across the mission.
∎ Empower support functions to be fully implicated in Program Cycle Management
∎ Support the Finance HoD and liaise with internal actors to develop proposal budgets that are reflective of program design, donor-compliant and designed in a manner that clearly presents the mission’s governance structure and objectives.
∎ Objective 5: Liaise with Donors, Consortium Partners, NGOs, UN and Authorities, for support, contractual and compliance issues.:
∎ Apply partnership guidelines using existing tools for internal controls and help develop sound contractual frameworks (MOUs, Teaming Agreements, and Partnership Contracts etc.) that enable ACF to effectively manage partnerships and lead Consortiums
∎ Ensure that systems and controls are in place to ensure compliance with applicable policies
∎ Objective 6: Oversee hosting contract with Start Fund Bangladesh.:
∎ Ensure service support and oversight to the Start Fund Management (SF)
∎ Work with the SFB Country Manager on issues related to budgeting, contracts, audits and administration
∎ Provide technical advice and support to the Start Fund Bangladesh
∎ Objective 7: Proactively support ACFs commitments to gender equality, child protection and disability sensitivity.:
∎ Read and ensure a full understanding of ACFs Gender Minimum Standards & Child Protection Policies, asking questions and/or for support when necessary;
∎ Implement all work related activities with a gender, disability and child protection lens, taking into account the different needs, concerns and ideas of our staff and beneficiaries;
∎ Ensure the incorporation of gender equality principles in all policies and activities;
∎ Encourage the participation of all genders in meeting and on committees;
∎ Help build an inclusive office environment where people do not feel disadvantaged or judged according to their gender or limited due to manageable disability.

Additional Requirements:
∎ Experience:
∎ At least 5 (five) years of experience as a member of a management team in the humanitarian sector with a strong background in finance, HR (management and coordination skills).
∎ Experience working in systems development and managing human resources and finance functions.
∎ Knowledge and experience of working in more than one developing countries (experience in Asia desirable).
∎ Skills:
∎ Advanced understanding of humanitarian principles and the humanitarian architecture.
∎ Knowledge of organizational systems and change management.
∎ Demonstrable understanding of the context and challenges in Bangladesh.
∎ Good interpersonal skills and ability to work in sensitive cultural environments.
∎ High flexibility, mobility and willingness to travel regular to Cox’s Bazar and other areas in Bangladesh.
∎ Expertise in current safety and security practices and issues affecting aid work globally.
∎ Excellent communicator and have specifics negotiation skills.
∎ Good understanding of risk management, a strong analytical and practical problem-solving skill, and a strong supervisory ability.
∎ Having a training in safety and security management will be a plus.
∎ Excellent command of oral and written English, including writing reports.

Salary:
∎ Gross monthly Salary BDT 2,62,000/;

Compensation & Other Benefits:
∎ Festival Bonus: 2 month Basic salary every year;
∎ Provident Fund: 7.5% of Basic Salary;
∎ Performance Bonus: from 30 % to 80% of monthly Gross salary per year vary from performants;
∎ End of Contract Benefits - up to 2 months' Gross salary.
∎ Medical coverage: 80% hospitalization coverage medical expenses (max limit BDT 120,000 per year).
∎ 18 days of paid annual leaves per year;
∎ 10 days of paid casual leaves per year;
∎ 15 days of paid sick leaves per year
∎ Free and unlimited access to the certifying e-learning platform Crossknowledge;
∎ Technical trainings at HQ Paris or regional level (averagely 1 per year);
