Job Context:
∎ The IRC has been operating in Bangladesh since October 2017 in response to the influx of over 1 million Rohingya refugees from Myanmar in August 2017. It aims to protect and promote the rights and serves the needs of the most vulnerable population through leadership in women and children’s health, education and protection services, and effective response to those affected by conflict and disaster. Country programme has already completed 19 projects and currently implementing 13 project under 5 sectors and host community programme in collaboration with various institutional and non-institutional donors. IRC has recognized longer term needs both in relation to the Rohingya crisis and in the wider context of Bangladesh. In addition to that, during the onset of COVID-19 outbreak, IRC has been working to enhance emergency health response capacity in line with GOB’s National Preparedness and Response Plan (NPRP) to minimize the risks of transmission and fatality rate. It has also been contributing to mitigate gender and socio-economic impact due to COVID-19 both in Rohingya refugees and host communities. In order to promote IRC’s significant contribution at national and international platform and to strengthen collaboration with government and donor agencies, it is important to capture success story, case study, lessons learnt and challenges to determine future course of actions.
Job Responsibilities:
∎ Objective: This assignment aims to document existing good practices, case studies and lessons learned on a range of issues that the IRC is currently working in Cox’s Bazar including Protection, Health, Education and Economic Recovery and Development.
∎ Specific Objectives:
∎ To document the best practices during implementation and after completion of different projects both in refugee and in host community setting in the form of narrative, case stories and photographs for showcasing to a wide spectrum of audience.
∎ To capture and document case stories that have evolved at the ground level with relevant photographs showcasing lessons learned, changes and impacts brought out by the country programme, specifically from different models implemented.
∎ Sector Specific Objectives: -----------
∎ -Child Protection:
∎ To identify major changes reflected in the life of children and adolescent through our child protection programming in child friendly space; case management including case transfer and referral, Community Based Child Protection and awareness initiatives.
∎ To gather client’s opinion in participating different interventions under Child Protection sector.
∎ To highlight significant positive changes in regards to diversified engagement of family members by child protection intervention.
∎ To explore our level of influence for sectoral coordination.
∎ Women Protection and Empowerment (WPE):
∎ To capture the positive impacts of WPE’s initiatives (Case Management, Life Skills Training, Disable inclusive intervention) at individual level and household level through multiple engagement of family member (Clients, Stakeholders).
∎ To outline positive changes through empowerment of community volunteers’/incentive workers and also engaging men in reducing unequal power dynamic.
∎ To capture feedback from clients in participating different intervention under WPE.
∎ To explore our level of influence for sectoral coordination.
∎ -Protection & Rule of Law (PRoL):
∎ To identify how protection monitoring and legal counseling and referral service for protection issues have impacted towards lives of vulnerable community.
∎ To highlight impact of existing monitoring mechanism and procedure in ensuring safeguarding of clients.
∎ To explore our level of influence for sectoral coordination.
∎
∎ -Health:
∎ To capture positive impacts of different interventions related to primary Health Care services, specifically to listen to their voices in terms of getting access to the services and level of satisfactions on provided services.
∎ To understand the factors associated with taking decision on various Sexual and Reproductive Health (SRH) services
∎ To highlight significant effects of timely emergency medical referral support.
∎ To gather evidences of contribution through old age support initiatives under health program.
∎ To explore our level of influence for sector and district level coordination.
∎ -Education:
∎ To capture best practices and positive impact of the past and current efforts under education programme.
∎ To ensure remote services/ digital learning during any situation where in person service is quite difficult and unsafe.
∎ To replicate autonomous learning to other education project in a structural pathway.
∎ -Host Community Programme:
∎ To identify significant consequence from the target population who were directly benefitted from the economic recovery and development sector under host community programme.
∎ To highlight social-economic development outcomes through CASH programming
∎ To document the impact that has been made on people’s lives through behavior change communication.
∎ To gather client’s feedback in receiving diversified services from host community program.
∎ To document best practices that IRC and its practice has undertaken robust RCCE activities to combat COVID-19
∎ -Scope of Work:----------
∎ Carryout a comprehensive review and situational analysis of the existing and phase-out project strategy documents (19 phase-out and 13 ongoing projects), literature and study reports since IRC started operation in Bangladesh.
∎ Based on the review and analysis, an inception report indicating the proposed methodology and timeframe
∎ Refine the methodology for documenting best practices, lessons and case stories as per feedback provided on inception report
∎ Share a draft report on key achievement, lessons learnt and organize a meeting with technical team of IRC to disseminate findings
∎ Deliver a final product comprising of best practices, lesson learnt, case stories and photograph
∎ -Deliverables:-----------
∎ An inception report with a clear methodology, time frame, the content of themes and topics to be documented as best practices/lessons/case stories.
∎ The draft report incorporating i) Narrative of Best Practices & Lessons, ii) 5 case stories from each sector (total 30) and 100 good quality pictures and best stories will be shortlisted by technical team.
∎ A ready to print and professionally designed final report comprising of best practices/lessons, case stories and photographs

It is the consultant’s responsibility to ensure that no resources can be accused for plagiarism and due acknowledgement and necessary permissions are taken from the relevant agencies as appropriate and applicable.
Additional Requirements:
∎ At least 3 prior working experiences in documentation of best practices & lessons and case stories and feature writing in newspapers
∎ The individual and teammates must have at least 3 years of experience in developing reports, reviews, quality impact evaluation, photography and documentation of program best practices
