∎ The Consortium Finance Manager is responsible for overseeing program finances and other operational duties for the "Rearrange project" in accordance with internal policy and procedures and USAID`s, Food for Peace (FFP) office funded program. S/he will provide financial and administrative management to advise the Chief of Party on the best use of program resources. S/he will be responsible for all grant management, monitoring of sub-grant budgets, preparation of sound program budgets, monitoring of project expenses, and ensuring timely and accurate preparation of donor financial reports.
∎ Entitled Rearrange project (FFP) is the consortium included international and Bangladeshi partners with humanitarian response capacity. The overall goal of the project is to stimulate rapid economic recovery through cash transfers to improve food and nutrition security of vulnerable households in host communities.
Job Responsibilities:
∎ 1. Consortium Financial management:
∎ Monitor budgets to ensure that spending occurs as planned and that variances are anticipated, noted, and corrected; ensure that key program personnel are aware of budgetary resources and are able to monitor their respective budgets;
∎ Ensure program compliance with all USAID regulations and advise the Chief of Party and Deputy Chief of Party to help ensure efficient and effective program implementation;
∎ Review and consolidate monthly financial reports to ensure accuracy and to provide regular feedback to program managers;
∎ Prepare any budget revisions and projections and respond to any external questions from USAID and/or internal questions from within ACF management structure;
∎ Confirm availability of funds for all requests for payment or charges to Rearrange Project;
∎ Identification of procedural or training issues to be addressed to improve the quality of report data;
∎ Preparation of written reports for review by the Finance Head of Department and/or Finance Controller to identify key issues and provide recommendations for improving control processes or procedures;
∎ Prepare consolidated reports, projections, and any other required donor submissions;
∎ Ensure that an appropriate segregation of duties exists to ensure effective support of field operations and to protect the integrity of the project finance and administrative operations
∎ 2. Partnership Coordination and Capacity building:
∎ Be finance focal point for ACF leading Rearrange Project (FFP);
∎ Assist in building the capacity of partners to manage Rearrange Project (FFP) and comply with donor rules and regulations based on project plan, consortium partnership special conditions, and other identified areas;
∎ Prepare finance monitoring tools for partners;
∎ Check partners financial reports;
∎ Provide technical assistance to partners;
∎ Design, lead, and/or participate in relevant workshops and meetings to support coordination and collaboration, including quarterly partner monitoring visits and training events;
∎ Arrange capacity building training for partners
∎ Regular Follow up and Collect VAT Coupon related reporting from Consortium members;
∎ Generate Consolidated VAT Coupon related reporting as and when required by the donor and NBR.
∎ Participate in the process of selecting partners. Provide information to the HoD Finance on the financial risk analysis as the basis for selection of a partner;
∎ Ensure financial and budgetary management in the framework partnership with active partners (agreement etc.);
∎ Be proactive on innovative practices in the field of financial control and budgetary management in partnerships.
∎ 3. Monitoring of FD6 / FD7 budget and support to related audit:
∎ Prepare monthly BFU of FFP Rearrange Project;
∎ Be focal point for FD6 / FD7 Rearrange Project audits;
∎ Be focal point for Donor or internal audit of Rearrange Project.
∎ 4. Administration:
∎ Support the Chief of Party in implementing administrative policies and procedures, program and field visit schedule;
∎ Provide administrative support to prepare documents, manage meeting space and materials needed and take and verify minutes of meetings in collaboration with partners;
∎ Comply with various policies, standards, and procedures of the project such as field financial manual, Asset/Inventory policies, Supply Chain policy, Administration Policy, Security Policy, and Fleet Policy to ensure good financial accountability and stewardship;
∎ Manage effective filing and documentation of all project payments and tracking of the tax declaration in accordance with Bangladesh legal and regulatory requirements;
∎ Facilitate the arrangement of different organizational events related to Rearrange Project (such as - monitoring visit, workshop, meeting, etc. and maintains technical and logistical elements) as per need.
∎ Ensure on time payments to the suppliers and service providers;
∎ And any other administrative assignments as determined by project needs.
Additional Requirements:
∎ A minimum 5 (five) years of proven work experience as Sr. Finance Manager, Finance and Compliance Manager, Finance Consortium Coordinator or similar role (finance experience, including budgeting and grant management)
∎ A minimum of 2 (two) years demonstrated experience in financial regulations, policies, and practices of US-funded programs; knowledge of USAID financial management rules and regulations strongly preferred;
∎ Strong background in compliance, donor regulations (USAID, UN agencies, DFID), and coordination with operations and program departments;
∎ Demonstrated capacity and prior experience in supervising others as a manager/coach/mentor to train staff and develop financial skills of colleagues and /or partners;
∎ Proven ability to prepare budgets and donor financial reports (USAID);
∎ Good understanding of accounting and proven experience in managing journal entries, payroll, and balance sheet accounts;
∎ Advance level of data analysis and spreadsheet skills;
∎ Advanced computer skills in MS Office programs is required, particularly Excel;
∎ Excellent English language oral and written communication skills;
∎ Proactive, professionalism, good interpersonal skills.
Salary:
∎ Gross monthly Salary from BDT 131,000
Compensation & Other Benefits:
∎ Festival Bonus: 1 month Gross salary every year;
∎ Provident Fund: 7.5% of Basic Salary;
∎ Performance Bonus: from 30 % to 80% of monthly Gross salary per year vary from performants;
