Job Context:
∎ Type of Contract: This position is contingent on upon successful agreement award and USAID approval. Fixed term Contract up to 5 years for Bangladeshi National
∎ Duty Station: Head Office, Dhaka.
∎ Job Purpose: As a member of the Project Implementation Unit (PIU) of the Consortium, the Finance and Contracts Manager will be responsible for overseeing the financial management and performance of the project`s implementation. S/he will manage the compliance and financial risks associated with the successful administration of a large complex commercial consortium contract, providing financial analysis of project performance and timely reporting and invoicing to the donor. This position will serve as the primary point of contact on all financial and contract payment related issues for the consortium. S/he will liaise and coordinate with the other consortium agencies and local implementing partners to ensure pre-agreed key deliverables are achieved on target and on budget. Reporting to the Chief of Party, s/he will work in close coordination with Concern Bangladesh`s Country Financial Controller and with the project team, liaising with Concern Worldwide`s Head Quarters when required.

Job Responsibilities:
∎ Financial Reporting:
∎ Ensure the financial risks and responsibilities associated with payment by results and project deliverables are fully understood by all relevant parties.
∎ Collate and consolidate financial reports on a timely basis from consortium partners for quarterly submission to the donor.
∎ Be responsible for the collation and generation of monthly invoices to the donor.
∎ Ensure systems are in place to report on an output based payment model.
∎ Ensure evidence to support deliverables and payment triggers is verified and assessed to be accurate and allowable. Engage with the appointed external verifier as and when requested.
∎ Monitor project progress against payment by result criteria and in conjunction with the deputy Chief of Party ensure payment triggers are realistic and on target.
∎ Complete quarterly forecasting to gauge performance and pre-financing requirements.
∎ Monitor cash holdings and pre-financing instalments issued in line with pending invoices on deliverables.
∎ Lead on the development and consolidation of contract budget revisions and payment triggers as required between specific project phases.
∎ Facilitate negotiations on sharing financial and operational risk between partners where necessary.
∎ Ensure Value for Money principles are adhered to throughout the project and produce progress reports as required against pre-determined VfM criteria.
∎ Ensure all donor requirements are met and adhered to in relation to the procurement of Fixed Assets. Inspect and verify partner's registers as appropriate.
∎ Financial Management:
∎ Ensure timely submission of monthly management reports to the PIU for review and comment.
∎ Complete monthly Budget verses Actual analysis. Ensure timely follow up with consortium agencies on variance and burn rate anomalies.
∎ Conduct monthly monitoring of foreign exchange rate fluctuations. Provide guidance to consortium agencies on such matters when required.
∎ Review all project payment requests (to consultants, consortium partners, local partners etc.) to ensure completeness and accuracy of paperwork.
∎ Contribute to updates of the risk register as requested by the CFC and Chief of Party.
∎ Ensure filing of core documents and sub-agreements is always up to date and inspection ready.

∎ Ensure the effective implementation and oversight of Concern Worldwide's policies and procedures on consortium management.
∎ Conduct timely review and feedback on financial reports from consortium and implementing partners.
∎ Ensure copies of all sub-contracts and agency specific key deliverables are filed and updated with any approved amendments.
∎ Organise and facilitate the annual contract audit. Liaise with all Consortium members and partners to ensure that audit findings and recommendations are circulated and appropriate action taken.
∎ Liaise with the Concern's Head of Admin and System Director to explore all potential benefits and economies of scale that joint consortium procurement may present. Ensure supporting documentation for such joint procurements is spot checked for quality and accuracy.
∎ Ensure that all day to day project operations comply with the legal and statutory obligations of the country.
∎ Provide advice, support and guidance to all consortium partners and implementing partners on an on-going basis. Maintain a log of the issues that arise and the support provided.
∎ Ensure donor compliance and develop the capacity of consortium members and partners so that all consortium members and partners can meet the donor compliance.
∎ Orienting and support partners to ensure USAID and Concern's requirement.
∎ Periodic visit to partners assess their systems and control to comply USAID requirement and support for improvement - This proactive approach will reduce Concern's risk.
∎ Visit programme activities to observe implementation approach, value for money consideration during implementation and identify control and delivery risk to guide management to respond appropriately.
∎ Fund Management:
∎ Develop a monitoring system for the flow of funds to consortium partners and local partner organisations (control of cash flow and pre-financing requirements).
∎ Review pre-financing/payment requests from implementing partners for Chief of Party approval.
∎ Develop documented processes for tracking and monitoring the various project milestones for sign off.

∎ Accountability :
∎ In line with Concern's commitments under the Core Humanitarian Standard (CHS):
∎ actively promote meaningful community participation and consultation at all stages of the project cycle (planning, implementation, M&E);
∎ work with relevant colleagues to ensure that the Complaints and Response Mechanism (CRM) is functional and accessible, that feedback and complaints are welcomed and addressed;
∎ work with relevant colleagues to ensure that information about CRM, safeguarding and expected staff behaviour is disseminated among programme participants and communities.
∎ Confidentiality:
∎ Ensure the non-disclosure of any information whatsoever acquired in the course of duty, relating to the practices and business of Concern Worldwide, to any other person or Organization without authority, except in normal execution of the above duties
∎ Ensure strict guardianship and security of financial data and documents at all times, including secure storage, accurate & complete filing and limiting access to the finance office to authorised personnel only
∎ Conduct regular support visits to consortium agencies and implementing partners. Agree capacity building targets.
∎ Conduct spot checks on documentary evidence which supports project deliverables to ensure quality assurance and to deter fraud.
∎ Organise and lead workshops and meetings for consortium agencies and implementing partners on pertinent issues. Ensure such meetings are minute.

Additional Requirements:
∎ At least 8 years' experience including 5 years post qualification senior level experience in a finance/accounting role with an international NGO or International consultancy firm specialising in commercial contracts and fund management of USAID.
∎ Knowledge of the operational and compliance requirements of different donor funding particularly USAID funding.
∎ Experience in financial risk management.
∎ Experience of management supporting /monitoring /capacity building NGOs and private sector
∎ Proven experience of developing and facilitating training workshops for finance and non-finance managers.
∎ Effective organisation and analytical skills.
∎ Strong coordination, negotiation and communication skills.
∎ Proven record of meeting demanding deadlines.
∎ Computer literacy, particularly in Microsoft Office programmes such as Word and Excel as well accounting packages & other database competencies
∎ Excellent written and spoken English

Salary: Tk. 169537 - 250955 (Monthly)
