Educational Qualifications:

Master’s or Bachelor's degree in social science/Disaster management/LLB or any other discipline.

Years of Experience: 1-2 years in protection. Experience in case management will be given preference.

Female candidates will be given preference.

Mandatory Requirements:

• Having experience working in a refugee context.

• Having experience in quality report writing.

• Having experience in documentation.

• Able to communicate in English (Speaking & Writing)

• Must be able to speak & understand the Rohingya/

Chittagonian Language.

Responsibilities & Context:

Community Development Centre (CODEC) invites applications for the position of Case Management Officer-PSN for implementing the `Education and Protection for Refugee Community (EPRC) Project` funded by UNHCR, located at Cox`s Bazar District.

Duration: 15 September 2026 to 31 December 2026

Job Location: Ukhiya/Teknaf, Cox’s Bazar.

Key areas of responsibility:

  • C.1.Key area of Performance/Responsibility/Accountability:

    a)   The Case Management Officer – PSN will conduct household visits to identify Persons with Specific Needs (PSNs), verify existing information, and collect relevant information to inform the assessment process in line with Community-Based Protection approaches.

    b)  She/he will review pre-populated biographical information of identified PSNs and record necessary notes where further follow-up is required, ensuring alignment with CBP protection monitoring and case management standards.

    c)   She/he will conduct initial assessments of identified PSNs to understand their specific needs, protection concerns, circumstances, support networks, services received, and immediate needs, applying CBP protection principles and community-based analysis.

    d)  She/he will collect, record, and enter case-related information using approved data collection tools, forms, and designated databases in accordance with CBP information management and protection data standards.

    e)   She/he will ensure that all assessments, case records, and documentation are maintained accurately and updated in a timely manner, supporting CBP reporting, analysis, and protection trend identification.

    f)    She/he will provide information, counselling, and guidance to PSNs and their families regarding available assistance, community-based support mechanisms, and appropriate referral pathways, as required under CBP service mapping.

    g)  She/he will identify appropriate referral needs and make referrals to relevant service providers, including CBP-supported community structures and external actors, in accordance with established referral pathways and procedures.

    h)  She/he will ensure that all referrals are made confidentially and based on informed consent, while maintaining data protection, safeguarding, and CBP protection principles.

    i)    She/he will coordinate with Community Outreach Members (COMs) during household visits within the respective blocks to facilitate access, strengthen community engagement, and support CBP outreach and awareness activities.

    j)    She/he will support the identification and documentation of PSNs in accordance with the approved categories and standardized Specific Needs codes, contributing to CBP protection monitoring and vulnerability mapping.

    k)  She/he will support the validation and updating of existing PSN information based on findings from household visits and assessment, ensuring consistency with CBP case tracking and reporting systems.

    l)    She/he will maintain regular communication with the Senior Case Management Officer regarding identified needs, protection concerns, referrals, follow-up requirements, and operational challenges, contributing to CBP coordination and response planning.

    m) She/he will follow up on referred cases as instructed and ensure that relevant information and referral feedback are properly documented within CBP case management and referral tracking systems.

    n)  She/he will support the completion of case-related processes in accordance with the established workflow, including validation, assessment, referral, SPN updating, follow-up, and case closure, as applicable under CBP case management procedures.

    o)  She/he will ensure that interactions with PSNs and their families are conducted respectfully, confidentially, and in a protection-sensitive manner, in line with CBP safeguarding and accountability standards.

    p)  She/he will maintain a manageable workload and organize household visits and assessments according to the assigned workload, CBP outreach planning, and required quality standards.

    q)  She/he will immediately report any serious protection concern, safeguarding concern, or urgent support need identified during household visits or assessments to the Senior Case Management Officer through the established CBP reporting and escalation procedures.

    r)    She/he will participate in team meetings, technical discussions, coaching sessions, and other capacity-building activities related to PSN case management and CBP protection programming.

    s)   She/he will perform any other responsibilities assigned by the Senior Case Management Officer or Technical Officer – PSN or CBP Coordinator within the scope of the position and CBP framework.

    t)    Ensure compliance with PSEAH, Child Safeguarding, Safeguarding, CODEC Code of Conduct, organizational policies, humanitarian principles, confidentiality, and other relevant standards and procedures, and promote their application by all concerned staff and volunteers.

    C:2 Reporting & Documentation

    a)     Prepare and submit regular updates on household visits, PSN identification, assessments, referrals, follow-up actions, and case status to the Senior Case Management Officer in line with CBP reporting requirements.

    b)     Maintain accurate and timely case records, assessment forms, referral documentation, and other required case management documents in accordance with CBP data management standards.

    c)     Ensure that relevant PSN information is properly recorded and updated in the designated database or approved data management system, supporting CBP protection analysis and reporting.

    d)     Prepare and submit monthly work plans and accomplishment reports to the Senior Case Management Officer, aligned with CBP operational planning.

    e)     Report any significant case-related issue, protection concern, referral challenge, or operational concern to the Senior Case Management Officer in a timely manner, following CBP escalation protocols.

    f)      Support the preparation of required project reports and other documentation related to PSN Case Management and CBP protection activities.

     

    C:3 Coordination & Representation:

    a)     Maintain regular communication and coordination with the Senior Case Management Officer regarding case management activities, identified needs, referrals, follow-up, and implementation challenges within the CBP framework.

    b)     Coordinate with Community Outreach Members (COMs) during household visits and PSN identification activities to strengthen CBP community-based protection outreach.

    c)     Maintain appropriate communication with relevant service providers for referrals and follow-up in accordance with approved referral pathways and CBP coordination mechanisms.

    d)     Participate in relevant internal meetings, case discussions, training, and coordination sessions as assigned under CBP programming.

    e)     Maintain professional communication with relevant stakeholders while ensuring confidentiality, safeguarding, and CBP protection principles are upheld.

    f)      Agree to comply with the CODEC Code of Conduct, safeguarding standards, confidentiality requirements, data protection principles, and other relevant organizational and CBP-related policies.

Safeguarding and PSEA:

  • S/he should abide by the Inter-Agency Standing Committee (IASC)`s six core principles on Protection from Sexual Exploitation and Abuse (PSEA) policy.

  • Ensure the safety of team members (in respect to Prevention of sexual exploitation and abuse - PSEA) from any harm, abuse, neglect, harassment and exploitation to achieve the program`s goals on safeguarding implementation.
