∎ The AUDIT, RISK & COMPLIANCE SENIOR MANAGER will be responsible to oversee the internal Audit functions in the country and will assist the management by providing independent advice on operations and performances by assessing the effectiveness of internal control and compliance. Moreover, the person will be also involved to advice on external affairs such as government and NGOAB compliances and will facilitate all external audit process through providing support to all the departments (review and reconciliation) including the country management for audit observations/responses. Independent and continuous assessment of adequacy, effectiveness and efficiency of Internal Control System, ensure reliability of risk management, deterring and detecting fraud and compliance with ACF rules and procedures in different departments as well as compliance with country laws. This includes ensuring accountability, transparency, consistency and integrity of resource utilization by projects and offices within ACF Bangladesh mission.

Job Responsibilities:
∎ Mission 1: To ensure effectiveness and efficiency of Risk Management in ACF Bangladesh Mission operations:
∎ Aware about country risk register and support in the mitigation measure on risk management
∎ Review risk management system of the mission and report to line manager about the concern
∎ Prepare risk management tools and support line manager to execute it
∎ Inform line manager and all other departments immediately regarding identified matter through audit report with appropriate recommendation.
∎ Analyze the identified risk and prepare an action plan for future follow up purpose
∎ Mission 2: To establish full functional of Audit, Risk & Compliance (ARC) function at mission level:
∎ Support respective program and support departments with assigned tasks and relevant findings
∎ Monitor and establish pre audit activities
∎ Review audit reports (both donor & government audits) & share review points/possible responses to guide management & all functional departments
∎ Support respective support departments (i.e. HR, Log, Finance, PIR) before and during the audit through all sort of analysis and review.
∎ Prepare and establish audit follow up function for all audits
∎ Ensure the accuracy, reliability and transparency of record keeping & documentations of ACF
∎ Provide support to review all the organizational policies and ensure that these policies are up to date both in terms of international and local standards
∎ Being able to provide concrete advice independently to all the departments related to government and donor compliances as per the need
∎ Mission 3: To ensure effectiveness & efficiency of Partner Organization through conducting internal audit
∎ Prepare and finalize Risk Based Annual Internal Audit Plan for ACF Bangladesh
∎ Perform internal audit as a team leader of ACF Partner Organization both down streaming and consortium partner as per annual audit plan and based on design audit of the project/program
∎ Review and identify noncompliance of Sub Grant Agreement, Donor compliances, NGOAB's & NBR rules.
∎ Ensure the accuracy, reliability and transparency of record keeping & documentations of Partner Organizations
∎ Document all testing procedures in the audit-working file and prepares detailed written observations following ACF existing reporting format.
∎ Conduct follow-up of financial, operational or regulatory compliance deficiencies noted during audits.
∎ Develop recommendations and reports based on audits and presenting these ideas to senior management
∎ Produce reports that underline problems and providing prospective ways out
∎ Provide draft audit report and ensure proper filing/dispatch of audit report
∎ Mission 4: To conduct Investigation based on organizational requirement
∎ Conduct investigation based on Terms of Reference (TOR) and identify genuine facts.
∎ Preserve adequate supporting papers (softcopy/hard copy) in working file that retained with the requirement of TOR and standard practices.
∎ Ensure timely production of Investigation Report to the management containing comprehensive and relevant observations and recommendations.
∎ Mission 5: To facilitate donor, external and government audit on behalf of ACF:
∎ Facilitate various kinds of audit (donor, external & Govt.)
∎ Ensure that the audit engagements are conducted in accordance with signed audit ToR
∎ Review required documents (asked by the auditors during the audit) and perform necessary reconciliation critically before sending it to them
∎ Provide technical support to various departments for mitigating audit findings and future risk
∎ Support and review management and all other departments to establish responses based on the findings
∎ Mission 6: Provide other supports based on organizational need.
∎ Assist for development of audit tools Assess, evaluate and promote compliance to ACF operation;
∎ Assist country office to update consolidated mission audit follow-up
∎ Prepare monthly and weekly activities and achievement plan, share with functional, and line manager in timely manner.
∎ Organize and facilitate government compliance training for both ACF and partner staff during the beginning of the Bangladesh government fiscal year and then refreshers as applicable

Additional Requirements:
∎ Partial/Full Completion of accounting/finance professional degree (such as CA/CIMA/ACCA/CPA etc. partly/full qualified)
∎ Excellent knowledge on VAT and Tax rule of NBR; Excellent knowledge of International Accounting Standard;
∎ Excellent knowledge of International Auditing Standard.
∎ Minimum 5 years of audit experience both internal and external audit;
∎ Minimum 3 (three) years' proven managerial work experience in a busy finance or audit department, special preference will be provided to work experience with INGO;
∎ Hands-on experience with designing and executing successful internal audit;
∎ Hands-on experience of coordinating donors' audit and government audit; Experience of compiling reports and analyzing data;
∎ Advanced computer skills on MS Office, accounting software and databases;
∎ Ability to work with large amounts of data and to compile detailed reports;
∎ High attention to detail and excellent analytical skills
∎ Initiative (able to work independently, take the initiatives and make decisions);
∎ Sound independent judgement (ability to think objectively, have strong ethical standards, as well as high level of Integrity to adhere to regulations and compliance;
∎ Excellent communication and leadership skill (to be able to work closely and productively with and present valuable data to other teams, managers and stakeholders);
∎ Advanced level of English.skills

Salary: Tk. 131000 (Monthly)

Compensation & Other Benefits:
∎ Festival Bonus: 02 basic salary per year.
∎ Provident Fund: 7.5% of Basic Salary.
∎ End of Contract Benefits: End of Contract Benefits: 30 days of salary per year of service (No eligibility pro-rated under 1 year)
