Minimum 3 years of relevant experience in finance and accounting
Experience in NGO/INGO environment preferred
Experience in donor compliance (especially USG/USAID) is an advantage

The Assistant Finance Officer will support financial management of an integrated Shelter, WASH, and LPG intervention under the Rohingya humanitarian response aligned with the Joint Response Plan (JRP) 2025–26. Based in Bhasanchar, this role is critical for ensuring efficient, compliant, and timely financial operations in a remote and logistically challenging environment. The position will manage accounting processes, financial reporting, and field-level financial support to ensure uninterrupted implementation of activities funded by United Nations Office for the Coordination of Humanitarian Affairs.
The Assistant Finance Officer will ensure accurate financial management, compliance, and operational support, including oversight of volunteer-related finances, to maintain transparency and accountability across all project interventions.
Maintain financial records and process transactions - 20%
Maintain financial records and process transactions
Prepare and process vouchers, record transactions in the AX accounting system, verify bills and invoices, and ensure proper filing and safeguarding of financial documents, agreements, and records.
Ensure compliance with policies and donor requirements - 10%
Ensure adherence to organizational financial policies, donor regulations, and government rules.
Apply proper Tax and VAT deductions and maintain compliance with audit and regulatory requirements.
Manage cash and banking operations - 15%
Handle petty cash, prepare cheques, maintain cheque registers, conduct daily cash counts, and support banking activities including reconciliation, account management, and documentation.
Provide project finance and operational support - 15%
Assist in budget preparation, financial planning, and variance analysis.
Support cash advance requests and adjustments, facilitate financial processes during field activities, and ensure proper supporting documentation such as master rolls and distribution records.
Manage UNOCHA-supported volunteer payments and tracking - 10%
Oversee financial management of volunteers engaged in project activities under United Nations Office for the Coordination of Humanitarian Affairs support.
This includes preparing and processing volunteer payments or stipends, maintaining attendance and work tracking records, verifying documentation, and ensuring timely and accurate disbursement.
Maintain organized records for audit purposes and coordinate with program teams to ensure transparency and accountability in volunteer-related expenditures in the Bhasanchar context.
Prepare financial reports and ensure timely submissions - 20%
Prepare monthly financial reports, cash flow statements, and fund requests. Ensure timely month-end closing, verification of financial transactions, and submission of reports to the country office.
Support documentation, audit, and field monitoring - 10%
Assist in audit preparation, including ledger reconciliation and document scanning.
Participate in procurement processes, conduct field visits for financial monitoring, and ensure proper archiving of financial documents as per organizational policy.
A consolidated salary will be provided. No additional benefits will be offered apart from life and health insurance.
