Job Context:
∎ Type of Contract: Fixed Term Contract for 3 years.
∎ Duty Station: Head Office, Dhaka with frequent field visit to all field locations.
∎ Job Purpose: The Advocacy Advisor is responsible for leading Concern`s evidenced based advocacy that identifies and tackles critical issues impacting the lives of extreme poor. S/he must ensure there is a consistent and collaborative advocacy approach and strategies across the organisation. Core to this role will also be working with the wider programmes them to ensure that Concern has high quality, innovative and effective organisational communication both internally and externally.
∎ S/he must work to identify the skills gaps and take action to build the capacity of program teams and partners to ensure that advocacy objectives of all Concern Worldwide`s programmes continue to achieve the specified advocacy objectives maintaining highest possible quality and standards and communicated to all audiences in a dignified and appropriate manner.

Job Responsibilities:
∎ Lead evidence based advocacy at the local and national level that identifies and tackles critical factors impacting on the lives of the poor people, including, but not limited to:
∎ Take the lead in engaging programme team and partnering designing and implementing advocacy strategies, plans and campaigns to ensure accountability of service providers to improving the lives of the extreme poor and their communities.
∎ Provide proactive support to staff and partners on advocacy practice, by providing effective training, knowledge and resources to enable programme staff and partners to have a sound understanding of how to identify and tackle advocacy and communication issues.
∎ Working closely with the Program Managers to ensure that the programmes benefit from best practice and effective advocacy and communication tools.
∎ Coordinate with the Programme Managers on monitoring visits and engagement with key stakeholders.
∎ Effective liaison with govt. relevant departments, other CSO networks and stakeholders from the local to the national and global level.
∎ When appropriate work closely with research and alliance partners (e.g. Bangladesh Zurich Alliance partners, Institutes of Development Studies, Aliance2015 partner, APPG) towards the common advocacy goals at the national level.
∎ Work closely with Programme Manager to ensure synergies with Concern's advocacy and communication and programme objectives on key issues affecting the lives of the extreme poor.
∎ Ensure a consistent Advocacy approach at local, national and global level, including, but not limited to:
∎ Represent Concern in strengthening the effectiveness of existing networks within Bangladesh amongst key advocacy partners, sectoral actors, networks, forums, and issue-specific national level platforms.
∎ Facilitate and support campaigns to ensure access for extreme poor people to basic services, particularly issues being addressed in the Concern programmes.
∎ Work collaboratively with all programmes colleagues to ensure that excellence within Concern's work is captured, promoted and disseminated.
∎ Work closely with Programme Managers and partners for dissemination of best practice/knowledge/key messages etc. across different government levels and effective upstream and downstream communication with key stakeholders, govt, donors, NGO, civil society etc.
∎ Participate actively in team planning and other meetings, and set common Advocacy objectives and goals and ensure that these are tracked on a monthly basis and successfully achieved.
∎ Create a friendly collaborative working culture within the team, actively sharing information and knowledge to enable the team to ensure effective learning and sharing across the organisation.
∎ Contribute to the process of ensuring that the Core Humanitarian Standards are effectively implemented in the project
∎ Have a clear understanding of the existing Complaints Responses Mechanisms and your role in promoting this.
∎ Learn from experience through monitoring and evaluation to continually improve the programme quality.
∎ To ensure documentation of best practices, innovative approaches and changes in Concern's programme interventions, as part of advocacy communication materials to successfully influence the lives of project participants' activities.
∎ Analysing the understanding of specific target audiences and identifying improved and innovative tools and techniques to effectively deliver organisational and advocacy messages.
∎ Oversee the Country Advocacy strategies for Concern Worldwide in Bangladesh which is aligned with Concern's Global Strategies, in consultation with colleagues, partner organisations and media organisations, incorporating plans and systems to ensure effective delivery.
∎ Work closely with programme teams to document best practices and evidence to support advocacy work in the project and using it to contribute to Meso and Macro level advocacy campaigns, as outlined as project objectives, or to enable Concern to seek future funding.
∎ Work closely with the Communications Coordinator to ensure that a clear documentation, advocacy and communications plan is developed, with agreed quarterly targets for each team.
∎ Provide programme teams with up to date information associated with our programme approaches, including analysis of external policies, strategies, practice and compilation of facts and figures of relevance.
∎ Accountability :
∎ In line with Concern's commitments under the Core Humanitarian Standard (CHS):
∎ actively promote meaningful community participation and consultation at all stages of the project cycle (planning, implementation, M&E);
∎ work with relevant colleagues to ensure that the Complaints and Response Mechanism (CRM) is functional and accessible, that feedback and complaints are welcomed and addressed;
∎ Work with relevant colleagues to ensure that information about CRM, safeguarding and expected staff behaviour is disseminated among programme participants and communities.

Additional Requirements:
∎ At least eight (08) years progressively responsible professional work experience in a development organisation/non-governmental organisation.
∎ At least 3 years' closely related experience with a proven ability to apply advocacy and techniques for pro-poor development at local and national levels.
∎ A good understanding of the policies, institutions and funding mechanisms related to flood resilience, emergency preparedness and response, social safety nets, health and nutrition services, gender equality, inclusion, Rohingya crisis, in Bangladesh.
∎ Experience of working within a network or consortium
∎ Experienced in pre-testing and concept testing advocacy and campaign tools, approaches, methodologies and content;
∎ Strong organisational skills, and ability to lead a stream of work;
∎ Excellent writing and verbal communication skills; Must be able to read, write and speak fluent English; fluent in Bangla language.
∎ Ability to work independently as well as in cooperation with a multi-cultural team;
∎ Ability to work in very organized manner with high level skill in planning, interpersonal communication, presentation and coordination
∎ Ability to think creatively and strategically;
