∎ Dhaka Ahsania Mission (DAM) invites applications for the following positions for immediate appointment in the ongoing SHOUHARDO III Project, in partnership with CARE Bangladesh and funding support of USAID. The goal of the project is to "Improve gender equitable food security, nutrition and resilience of vulnerable people within Bangladesh for 549,000 poor and extremely poor people by 2021". DAM is implementing the SHOUHARDO III program in Sunamganj ( Taherpur&DowarabazarUpazillas) and Hobiganj ( Baniachong&AjmiriganjUpazillas) districts supported by CARE Bangladesh.

Job Responsibilities:
∎ The Technical Officer-SD will be responsible for implementing ongoing S3X technical assistance guidelines led by Senior Technical Coordinators/Advisors and other activities as assigned. S/he will also be responsible for providing on-the-job capacity building support to the Field Trainers (FTs-SD) for better implementation of the S3X program focusing sustainability of the program outcomes. S/he will be responsible for better understand the SHOUHARDO III Program goal, purposes, strategies, technical modules and guidelines, and be able to implement activities in an integrated and qualitative manner to achieve sustainable results. S/he will responsible to strengthen systemic changes to make sustainable service provisions for PEPs, particularly for women, girls and children. S/he will also responsible to maintain functional relationship with the concerned LEBs, NBDs, NGOs and private sector actors, Local service providers and will attend relevant meetings and workshops at Upazila level to explain the program and showcase best practices to the relevant stakeholders. S/he will be responsible for integrating gender as a critical aspect in program implementation. S/he will be monitor progress of different result areas in order to fix remedial measures for the areas the community lack. The Responsibilities will evolve as the S3X program grow in order to make the program outcomes and impact sustainable but generally include the following responsibilities;
∎ Other Ad-hoc Activities:
∎ Upholding organizational values and ensuring programming and organizational principles
∎ Uphold organizational values of safe work place (such as PSHEA), code of conduct and exercise them at all levels.
∎ Promote appropriate organizational culture of respect, dignity and diversity and be a role model for other in the team.
∎ Help to promote and establish his/her organization as a gender sensitive organization in development arenas.
∎ Uphold and ensure the implementation of SHOUHARDO III mandates on gender equity, equality and diversity in organizational development and programmatic intervention levels.
∎ Create common understanding on S3X program objectives and strategy
∎ Help FTs in understanding objectives of S3X program objectives and strategy particular focus on sustainability of the program outcomes and impacts,
∎ Help FTs to understand the role of VDCs, Community Groups(CGs) and other community leaders (e.g. DRR leader, UDV, UDMC, MLs, WE etc) in demanding and negotiating different services
∎ Understand the role of Local Service Providers (LSPs) in making the program outcome and systems sustainable and regular communication with LSP for coaching and guidance,
∎ Sound understanding on gender social norms and strengthening service models in order to make the program outcome and system sustainable
∎ Build capacity of FTs to follow up activities of VDCs, CGs and other Community Leaders focusing on women and adolescent girls and youth.
∎ Planning for implementing approved DIP of activities at the union and upazila level
∎ Support Upazila Coordinator in planning DIP activities on a monthly and quarterly basis and thus help for preparing cash call
∎ Support FTs-SD in planning activities at the union and village level
∎ Monitor target and achievement of the FTs as per their plan and provide instant feedback for their improvement
∎ Build capacity of the FTs-SD
∎ Build capacity of the FTs-SD in order to make them better able to interact meaningfully with the Upazila level NBDs UzDMC and Union Parishads and link the community representatives with NBD & UP services a particular focus on GBV, DRR, HN and WASH, women empowerment
∎ Build capacity of the FTs-SD mainstream Gender and WE issue in different result area of On-Farm, Non-Farm, HN, WASH & DRR.
∎ Provide regular need based on-the-job support for FTs-SD, DRR leader/UDVs for early warning practice, risk reduction and contingency plan and other disaster preparedness activities.
∎ Support FT-SD to conduct follow up session on WASH issue including ODF in the community groups and to motivate PEP in terms of personal hygiene behavior especially use of hygienic latrine and safe water and hand washing practice in five critical times and menstrual hygiene management (MHM) for women and adolescent girls
∎ Provide technical backstop support to the FTs-SD for implementing agreed activities
∎ Help FTs-SD to build functional linkages with NBDs and UPs and their committees to get different public and private services and create enabling environment for LSPs for smooth service provisioning
∎ Facilitate government MoH&FW extension workers to provide technical support to PCSBAs for smooth service provisioning and link them with government system (MoH&FW and CC) to deliver services
∎ Coordinate and supervise FTs-SD (in DHRC area only) to get the updated PLW eligible list on monthly basis from the villages and submit to UCs for onwards process for cash transfer to eligible participants.
∎ Coordinate and support to team's capacity building and implement the program guidance, donor compliance in cash transfer activities and awareness initiatives with the participant about the program hotlines to use for any suggestion/feedback/complain. Seek any on site guidance or assistance related to cash transfer from SCTO, CARE at districts.
∎ Follow up implantation of revised Gender Strategy and Gender Progress Marker for community groups
∎ Follow up implementation of CSC process and conducts 2nd round meetings
∎ Support FT-SD to institutionalize risk reduction and contingency plan and union disaster management plan.
∎ Support male and female youth in acquainting and getting employment opportunities from different employers,
∎ Support communities in changing behaviors positively on agricultural technology, health and family planning, gender roles, women's mobility, GBV demanding rights as citizen (not as charity)
∎ Guide FTs to strengthen collaboration with different public and private department (Social Welfare, Women & Children Affairs, MoH&FW, DPHE, DYD DRR, UPNNPC, RIMES, Radio Sarabela etc.) to ensure service provisions for PEPs
∎ Assist UCs in providing evidence based agenda for the USCC meetings in order to get required support for the PEPs.
∎ Understand and identify the capacity or skills needs of different category of participants (youth, young mother, adolescents)
∎ Plan for developing required capacity of participants as per guidance of senior Technical Coordinators/Advisors and TOs.
∎ Anticipate on-going dynamic implementation challenges and necessary adjustment for greater impact in consultation with the respective STCs/Advisors
∎ Understand environmental compliances of the program and support communities for practicing environmental protecting measures.
∎ Reporting and other ad-hoc Activities
∎ Ensure real time data input in to STREAM by the respective FTs,
∎ Support UC to collect data to feed into different requirements from respective STCs/Advisors,
∎ Support in writing QPR, ARR and others as and when required,
∎ Prepare case-studies based on the follow up of community activities implemented by the different groups/individuals,
∎ Generate learning both from successes and failures of SHOUHARDO III activities/outcomes and capture best practices and document and ensure similar for the FTs
∎ Represent SHOUHARDO III results areas including the cross-cutting themes to donors, GoB and other organizations at the upazila level,
∎ Support Study/research/survey
∎ Attend personal capacity building events that can be in the form of workshop, meeting, training, cross-visits, etc.
∎ Support any other ad-hoc requirements as and when required.

∎ Reporting:Reporting: Upazila Coordinator (UC)
∎ Working Condition:Based at the Upazila level s/he will be travelling to selected unions, villages and attend necessary meetings at the program office level

Additional Requirements:
∎ Knowledge and experience on SBCC, Primary Health Care Systems, WASH, DRR, Public & Private service delivery mechanism, country gender/ women empowerment policy, multi sectoral program to address Gender Based Violence and facilitate community engagement dynamics at the grassroots,
∎ Understanding Food Security as an overarching concept of development
∎ Good understanding of Bangla and basic English Language
∎ Good report writing and facilitation and networking skill
∎ Have valid Motorcycle driving license and willingness to drive
∎ Communication and facilitation
∎ Advocacy and negotiation
∎ Community mobilization and engagement skill on different issues
∎ Microsoft office (Word. Excel, Power Point, Internet Navigation)
∎ Working at the Deep Haor & Remote Char(DHRC) with passion
∎ Maintain communication with short deadline

Salary: Tk. 32200 (Monthly)
