Responsibilities & Context:

Job Purpose:

Provide overall technical leadership and governance across SEL’s project delivery portfolio ensuring time, cost, quality, safety, compliance, and customer handover standards are consistently achieved. The role sets technical systems/standards, approves critical technical decisions, drives risk control and value engineering, and builds a high-performing project delivery organization.

 

Key Accountabilities & Responsibilities

 

1) Strategy, Planning & Performance Management

  • Develop and drive Construction Division strategic goals, quarterly and annual plans, and KPIs aligned with SEL’s growth targets, project pipeline, and customer satisfaction priorities.

  • Set SMART KPIs for Civil, Electromechanical, Maintenance, HSE, Site Admin, and After-Sales teams; review performance and drive corrective actions.

2) Project Delivery Oversight (Civil & Electromechanical)

  • Review progress across multiple sites, guide milestone achievement, and resolve escalated technical and delivery issues.

  • Supervise civil works across sites to ensure compliance with approved designs, regulatory requirements, and project schedules.

  • Oversee electrical, plumbing, fire safety, generator, and lift execution to ensure quality installation and effective integration with civil works.

3) Subcontractor Governance, Costing & Technical Procurement

  • Lead/approve technical prequalification and selection of subcontractors and key vendors to ensure capability, capacity, and quality standards.

  • Establish and maintain item-wise rate analysis and a standard rate database to support package costing, benchmarking, and subcontractor negotiations.

  • Ensure technical scope clarity (BOQ/specifications), interface responsibilities, and disciplined change/variation control for major packages.

4) Safety, Health & Environment (HSE)

  • Lead implementation of robust safety systems across all project sites and enforce SEL’s “zero accident” culture.

  • Oversee safety officers and ensure compliance with national OH&S requirements, audits, and certifications.

  • Drive safety awareness, training, and monitoring of worker health and site environment management.

5) Site Operations & Support Services (Admin, Stores, Equipment & Logistics)

  • Oversee site administration including manpower controls, ID/attendance systems, and contractor documentation discipline.

  • Ensure smooth functioning of stores, equipment, and logistics (cranes, lifts, tools, trucks) to minimize downtime and improve productivity.

  • Supervise site support resources (accounts/store assistants, work assistants, machine operators) to ensure effective site enablement.

6) Handover, After-Sales Service & Customer Quality

  • Lead pre-handover and final handover processes, coordinating with QA/QC to deliver units with minimal defects and complete documentation.

  • Oversee After-Sales Service teams to ensure timely complaint handling, defect rectification, and warranty service delivery.

  • Maintain strong customer focus by ensuring handovers are timely, transparent, and well-documented.

7) Stakeholder, QA/QC & Regulatory Coordination

  • Collaborate closely with the independent QA/QC function (reporting to MD) to align on material testing, workmanship inspection, and handover readiness.

  • Liaise with regulatory authorities and external consultants for inspections, approvals, and compliance as required.

8) People Leadership & Capability Building

  • Build future-ready technical and site leadership capability through coaching and development of Project In-Charges, Engineers, and Safety Officers.

 

Required Qualifications & Experience

Education:

  • B.Sc. in Civil Engineering (mandatory).

  • Master’s in Structural/Construction Management/Project Management (preferred).

  • Professional certification desirable: PMP / PRINCE2 / equivalent.

Experience:

  • 15–20 years total experience in Bangladesh real estate/developer or large contractor environment

  • Minimum 10-12 years in senior leadership roles overseeing multi-project delivery

  • Demonstrated capability in high-rise residential/commercial execution, with strong exposure to MEP integration, finishing quality, and handover management.

  • Strong experience with subcontractor ecosystems, package procurement, and delivery governance.

 Competencies & Skills

  • Strong technical judgment (civil + MEP interface), risk-based decision making.

  • Advanced project controls mindset (baseline program, productivity, reporting discipline).

  • Safety leadership: proactive HSE culture and enforcement.

  • Stakeholder management: management, consultants, authorities, neighbors, customers.

  • Negotiation and accountability with vendors/subcontractors.

  • Strong communication: concise executive reporting, site-level clarity.
