∎ Objectives:
∎ Extend technical support to the FRK industries for production, quality assurance and effective distribution of fortified rice kernels through social safety net programs.
∎ Specifically, provide technical support to FRK producing industries for installation, maintenance of plant and implementation of internal quality control/ assurance protocol for production of FRK
Job Responsibilities:
∎ Technical Support, monitoring and supportive supervision to existing fortified rice kernel factories:
∎ Technical support to FRK factories to enhance production quality, motivate for maintaining continuous FRK quality in compliance with Bangladesh Standard (BDS);
∎ Train the production managers, quality control managers, operators, supervisors, and other staff of FRK producing factories on the production process, Good Manufacturing Practice (GMP), Hazard Analysis Critical Control Point (HACCP), Bangladesh Standards and Testing Institution (BSTI), International Organization for Standardization (ISO), sanitation and hygiene;
∎ Technical guidance to FRK factories to conduct R&D, troubleshoot issues regarding production, quality assurance, machine maintenance, parts replacement (wherever necessary), raw materials, and error in FRK's final specification (all financial implications will be sole responsibility of FRK factories only);
∎ Guide the factories to source any machine parts from within or outside of Bangladesh with the financial liability of the specific factory;
∎ Guide the existing factories in case they would need to modify the infrastructural layout to improve production and quality control;
∎ Provide technical support to maintain quality control related documentation properly
∎ Technical assistance to industries interested to establish FRK factories/newly established FRK factories:
∎ Provide technical assistance required for establishing new FRK factories including design for the infrastructure of FRK factories, factory layout, and construction work;
∎ Support in sourcing FRK plant and machineries, related accessories, raw materials, vitamin premix, and other related materials required for smooth production of the fortified rice kernel;
∎ Help newly established FRK industries to pass the ring test and get enlisted with the Government of Bangladesh (GoB);
∎ Motivate the newly established industries to produce quality fortified rice kernels;
∎ Help new industries to understand quality-related documentation, train up the employees, and supervise overall production and quality control processes;
∎ Support the FRK industry management in acquiring quality management certifications like GMP, HACCP, BSTI, ISO etc. Technical assistance to government, rice millers and relevant stakeholders to ensure smooth supply chain of fortified rice
∎ Identify gaps in the supply chain, flag them to concerned authorities, and follow up the distribution process of fortified rice kernel from industries to government warehouse to the blending units;
∎ Maintain coordination among FRK factories, rice millers and government offices to ensure in time supply of fortified rice to operational upazillas under FFP and VGD program;
∎ Check if there is any delay in testing and support to fasten the laboratory testing procedures;
∎ Support in validation of new FRK factories as a member of national technical committee on rice fortification;
∎ Provide technical support to government owned proposed Fortified Rice Kernel factories;
∎ Provide technical support to improve the existing rice mills and blending units' production process, identify gaps and modernize the existing production process.
∎ Other technical responsibilities:
∎ Support in validation of new FRK industries as a member of technical committee of rice fortification;
∎ Support in organizing/ participate in trainings and workshops with FRK producers organized by government, NI and WFP;
∎ Support in developing and modifying technical presentation and documents like Standard Operating Procedures (SOP) for FRK production and training manuals for skill development of FRK producers and govt. officials;
∎ Deliverables:
∎ Submit monthly activity plans and prepare various report following prescribed formats which includes but not limited to the following:
∎ Number of FRK industries visited by the Technical Coordinator as the part of supportive supervision and monitoring;
∎ Number of FRK industries provided technical support during monitoring visit;
∎ Total FRK produced by individual FRK producer;
∎ Total amount of FRK delivered by the individual FRK industries to the safety net program.
Additional Requirements:
∎ Relevant professionals' qualification and minimum 05 years of working experience;
∎ Network and negotiate effectively with the Govt. and wide range of stakeholders to achieve the objectives is desirable;
∎ Experience of working in food industry/ private sector with nutrition related issues;
∎ Previous experience on food fortification will be an added advantage.
∎ Relevant Computer application and literacy is a must
