Job Context:
∎ Partners in Health and Development (PHD) is a Bangladeshi development organization has been working in the public health sector for last 30 years and currently implementing different projects in 24 districts.
∎ Partners in Health and Development (PHD) has been implementing USAID`s `MaMoni Maternal and Newborn Care Strengthening Project (MaMoni-MNCSP)` managed by Save the Children International as a Technical Partner in the consortium in 10 districts of Dhaka, Khulna, Chittagong and Sylhet Divisions.
∎ Job Purpose:
∎ Team Leader is a senior level national position and will be responsible for the deliverables under agreed scope of works. It is expected that h/she will be a technical expert with adequate knowledge on Social Accountability, LGI engagement, Local Resource Mobilization and Innovations for reducing access barriers in Tea Garden, Hoar and Char Areas in selected districts of Bangladesh. Team Leader will be responsible to support Implementing Partners (IP) under MaMoni MNCSP to develop comprehensive plan for strengthening Union, Upazilla and District level facilities for Maternal and Newborn Care through liaising with local government, women affairs and MOH&FW departments. Team Leader has to engage PHD team in building capacity of local level LGI representatives and IP staff, and in maintaining National Coordination to mobilize LGIs and other relevant ministries to ensure Quality of Maternal and New-born Care. Team Leader has to provide lead role in designing and implementing alternative service delivery approach for reducing access barrier among the excluded community, and to promote corporate, private sector and individuals in mobilizing local resources in the HTR areas.
∎ Reportable to: Managing Director, PHD

Job Responsibilities:
∎ a) Technical Leadership and Planning :
∎ Develop Annual Implementation Plan with quarterly breakdown based on agreed Scope of Works with Milestones and Indicators at different levels and intervals
∎ Lead planning process to transform PHD's technical inputs to MaMoni-MNCSP at the Learning Sites as well as to the Implementing Partners by ensuring equitable distribution of tasks among the project staff at National and Regional level
∎ Provide strategic direction to all project staff to internalize concept and objectives of PHD's Roles in MaMoni-MNCSP, so that project personnel at different hierarchy could develop their work plan efficiently and better linked with actions
∎ Introduce various tools and techniques for ensuring supportive supervision of field activities by each hierarchy staff at regular intervals along with corrective measures for improvement
∎ Review progresses on regular basis against time-bound deliverable of the project and report to PHD management
∎ b) Coordination and Networking:
∎ Maintain coordination with different stakeholders at DGHS & DGFP under MoH&FW and at Local Government Divisions under MoLGRD&C for assuring a successful buy-in mechanisms
∎ Conduct field visits to monitor and oversee the field activities and provide necessary feedback
∎ Develop functional linkages with relevant government functionaries, implementing partners, other agencies, professional bodies and institutions at national, division and district level
∎ c) Monitoring and Mentoring:
∎ Provide necessary guidance and hands-on assistances to the project staff for improving effectiveness and quality of work
∎ Monitor and mentor PHD and PNGOs on community engagement and voice, accountability and gender issues and inform findings to district/divisional/national teams
∎ d) Documentation and Dissemination:
∎ Ensure a comprehensive project documentation process
∎ Assist project team in developing ToRs for short-term Consultancy Services
∎ Prepare Final Draft of Monthly, Quarterly Annual Progress Report for PHD Management

Additional Requirements:
∎ Minimum 10 years' experience in managing health program, at least 5 years' in senior management position
∎ Proven experience in Fund Management related to HPNSDP
∎ Proven experience in collaborative program with Local Government Institutions
∎ Strong ability to manage and deal with diverse stakeholders
∎ Demonstrated ability to lead and manage a diverse program teams
∎ Demonstrated strong writing and oral presentation skills
∎ Dynamic and willing to take initiatives to complete assigned task, and work independently
∎ Experience of working with major donors, particularly with USAID funded program
∎ Demonstrated experience of working in health system strengthening program
∎ Demonstrated experience with high level policy makers and officials of Ministry of Health and Family Welfare and Ministry of Local Government
∎ Ability to work under pressure to pursue multiple tasks simultaneously to successful conclusions
∎ Ability to take decisions independently
∎ Ability to travel frequently to the remote areas
∎ Delegation, time management and prioritizing skills and coping with broad range of demands

Salary:
∎ Minimum BDT. 120,000.00 Per month (Negotiable for potential candidate)
