Job Context:
∎ MISSION CONTEXT:
∎ HI has been working in Bangladesh since 1997, with a focus on creating sustainable changes in terms of ensuring rights and inclusion of people with disabilities in society.
∎ In Cox Bazar’s district, HI has a strong knowledge and experience in chronic emergency response. Thanks to three projects implemented before the crisis, HI is providing services in rehabilitation, protection and PSS, with an inclusive mainstreaming approach to refugees and host population. HI works not only with people with disabilities and other vulnerable populations, but also with their families, their communities, and the society, in order to provide sustainability in its action.
∎ Emergency Response
∎ In response to the massive influx of refugees, HI also set-up an emergency intervention responding to the needs of thousands of refugees. Multi-sectorial mobile teams are currently working in 13 camps located in both Teknaf and Ukhyia Upazilas providing services in physical rehabilitation, primary health care, protection and PSS. Because of the extremely vulnerability of certain persons, the mobile intervention are combined with a static approach in the camps in order to provide comprehensive services.
∎ In addition, HI is directly operating physical Rehabilitation services in 3 hospitals and 2 clinics located in the districts serving both Rohingyas Refugees and Host population.
∎ As for its operational strategy for 2020, HI seek for opportunities to expand the provision of Sexual and Reproductive Health (SRH) services in the camps through its existing MU and to provide outreach physical rehabilitation services (home visits) in Host Communities.
∎ Safety and Security
∎ If the security situation was a major concern in the country from 2013 to 2017, following a wave of terror attacks, authorities seem to have effectively taken serious steps in cracking down of militant activities in the country. If the situation progressively improve over the past 3 years, vigilance remains and expatriates are currently only allowed to move by car after night fall and walking in the streets is restricted to specific areas.
∎ In Dhaka, the social movements and Hartals (national strikes) can restrict movements temporarily. The Hill Tracts (Myanmar border and Indian border) are zones where expatriates are not allowed to go except with an authorization from the government. Security in Cox’s Bazar remains sensitive with the presence of a growing number of foreign aid workers and the large number of refugee population. Although Bangladesh remains a family duty station in Dhaka, Cox’s Bazar remains a family duty station without schoolchildren (no international schools available outside of Dhaka).

Job Responsibilities:
∎ OBJECTIVES OF THE POSITION
∎ Under the direct responsibility of the Field Coordinator, based in Ukhia, Handicap International is looking for experienced candidate (International or National) to serve as Senior Project Manager. The position is in charge of overall coordination and management of the mobile unit Programming in Cox’s Bazar. The Mobile Unit (MU) Programme Manager will also oversee the Rehabilitation in Hospitals project implemented alongside the Mobile Units.
∎ MAIN RESPONSABILITIES
∎ Responsibility 1: External coordination/Representation
∎ Communicate with authorities, partners and other stakeholders on the project activities, in close link with Emergency operations coordinator as well as technical coordinator and advisors in their fields of expertise
∎ Under delegation of Field Coordinator, and in close link with technical advisors, represents the organization towards relevant authorities and coordination mechanisms
∎ In coordination of Field Coordinator, ensure only relevant documents and reports are submitted to government offices in the operational areas
∎ Ensure team participation at site level organized coordination forums including meetings
∎ Responsibility 2: In charge of Handicap International Mobile Unit Program Planning and Implementation
∎ Ensure the preparation of the detailed activities implementation plan and MEAL plan for the MU and Rehab programme using the PM-Box tool and keep it regularly updated.
∎ Ensure the proper kick-off, implementation and monitoring of the Mobile Unit project under his/her responsibility and ensure a systematic transition from the MU set up to the fixed point set up
∎ Ensure projects are timely implemented following internal quality standards and, if necessary, proposes adjustments or improvements to meet determined objectives in collaboration with the Field Coordinator, Emergency Operations Coordinator, MEAL, Technical Unit Coordinator and Technical Advisors.
∎ Support the National Project Managers in overseeing the day-to-day MU and rehab in hospital projects implementation
∎ Ensure the coordination and follow-up of the local partners (SHED and CDD), community participants (volunteers/para counselors) and Hospital in-charges.
∎ Coordinate the deployment of mobile units with other key humanitarian stakeholders and partners at camp levels
∎ Promote the comprehensive approach, referral & case management
∎ Monitor programme budgets to ensure that relevant activities are being implemented in accordance with agreed budgets and donor regulations. Build the capacities of the National Project Managers in budget monitoring by coordinating the monthly review and analysis of the project Budgets Follow-Up (BFUs).
∎ Ensure the compliance of the projects’ activities vis-à-vis to the Handicap International M&E Policy and donors’ requirements.
∎ Responsibility 3: Internal coordination: Administrative, Human resources & logistics
∎ Team management: Supervise 2 to 3 National Project Managers (1 Health/Rehab project manager, 1 or 2 MU PM depending on the number of MU funded in 2020) provide them technical support and on-going on-the-job training and coaching.
∎ Ensure that The Mobile Unit and Rehab In Hospital teams members have accurate Job Description and that work within the team(s) is planned and organized in a way which will meet the organisation’s needs in the most cost effective manner possible; ensuring that team members are given appropriate workloads and are working efficiently.
∎ Lead in the recruitment of project team positions the case may be (gaps or new MU).
∎ Ensure proper communication/coordination/information among team members; and with support departments
∎ Develop a capacity building plan of the staffs, in close collaboration with the FC, EOC, the MEAL Manager and the TA
∎ Support the National Project managers in developing Supply plans in accordance with their project budgets and activity plan. Ensure the timely submission of the Purchase and Services Request (PSR) to the Logistic Department to ensure the procurement of necessary programme inputs.
∎ Contribute in enhancing the respect of the security rules and transmit all security and safety related information to the Field Coordinator
∎ Build and maintain a functional and high performing mobile teams
∎ Responsibility 4: Strategic development
∎ Contribute to humanitarian surveillance and identify priority area of interventions, in close links with the Technical Unit
∎ Contribute to the development of new interventions based on identified needs and readjustment of the project accordingly
∎ Support the continuous development and review of key tools to support the mobile response, in close collaboration with the EC, MEAL Manager and TA.
∎ Contribute to the planning, design and project reviews of mobile unit and rehabilitation programme
∎ Responsibility 5: Reporting
∎ IIn close collaboration with the MEAL Manager, contribute to the implementation of data collection tools and project data analysis ensuring the regular monitoring of the Programme Performance.
∎ Contribute to the quantitative and qualitative reporting through the tools (assessment form, follow up form, discharger and monitoring form) and MEAL system in place
∎ Contribute to qualitative follow up of the beneficiaries and document the follow up according to the monitoring plan.
∎ Provide timely and qualitative programme inputs for internal and external reports (Including donor reports) as per reporting Schedule

Additional Requirements:
∎ EXPERIENCES (TYPES OF POSITIONS AND LENGTH):
∎ Essential:
∎ At least four (4) years of experiences in Project Management (senior Project Management)
∎ Minimum of four (4) years of relevant professional experience in a managerial NGO position
∎ Knowledge of humanitarian principles, protection mainstreaming principles, including do no harm, and Prevention of sexual abuse and exploitation policies, and experiences in translating those principles into practice
∎ Report Writing skills
∎ Experience working with local partners
∎ Experience in program design and management
∎ Preferred:
∎ Qualified and competency in the managing mobile units and/or multi-sectorial teams.
∎ Analytical skills for interpreting complex program and budget issues, thinking innovatively and introducing new concepts
∎ Experience working with INGO
∎ Result oriented, resilient, calm and attention to details

∎ Good knowledge of Bangladesh context.
∎ Ability and willingness to travel regularly to the field/project sites, which are based in camps and sometimes difficult to reach
