Educational Requirements:

∎ Minimum-Foundation course on Palliative Care / Accredited training
∎ Added advantage- MD residency in Palliative Care from centre or any Post graduate degree in Palliative care

∎ At least 2 year(s)

Job Responsibilities:
∎ Act as a Clinical and Administrative Supervisor of palliative care team, coordinating and facilitating the integration of palliative care and symptom relief activities at IOM supported health facilities, and community-based outreach activities
∎ Conduct regular field visits and strengthen capacity of palliative care, through training, and supportive supervision for all palliative care staff, ensuring alignment to specific job descriptions, and delivery of quality services.
∎ In collaboration with Health Facility in charges, ensure the integration and delivery of quality palliative health care services at the health facilities, and all outreach interventions as per below minimum package:
∎ a. Palliative care plan: To ensure individualized, interdisciplinary interventions and based on the assessed needs, and are aligned with WHO/National clinical guideline on Palliative Care. This also includes End-of-Life Care and Goal of life Care plan that will Ensure pain relief and dignity in death in an acute emergency and provide palliative care to patients who are dying.
∎ b. Physical care needs and Referrals. Proactively identify appropriate palliative cases, and evaluate, diagnose, treat, and apply solution measures for: pain (all types), and other key symptoms management, and facilitate access to rehabilitative services for disabilities such as paraplegia or quadriplegia or those due to brain injuries or congenital abnormalities). Additionally, facilitate, when required/appropriate, referral as per IOM's SOPs, and referral systems.
∎ c. Psychological/emotional/spiritual care: Direct support or linkages to appropriate channels based on initial assessments with consent and participation of patient or families. This includes and not limited to support to links to MHPSS for symptoms of distress, depression, etc, addressing spiritual needs, support for safe and dignified burial practices in collaboration with the local community and bereavement support for family/caregivers.
∎ d .Preventive Interventions for All Patients: This includes steps taken for example, prevention of bedsores, oral care, pain, stiffness and contractures in muscles, positioning and shifting the bedridden patients, bathing and skin Care etc.
∎ e. Infection Prevention and Control (IPC): IPC guidelines are adhered to, to minimize the risk of infections in patients, families and care providers. IPC measures include-hand hygiene, rational use of personal protective equipment, isolation precautions, and where appropriate -sterilization, aseptic techniques and cleaning and disinfection.
∎ Community/outreach: This includes home care-teaching patient/family caregiver to provide palliative care at home, awareness session on palliative care for the community and opinion leaders, specific groups...
∎ Special Considerations: Adapt all SOPs to ensure comprehensive management of patients with NCDs, or with terminal/incurable/poor prognosis diseases, (such as HIV with special attention to children and other vulnerable groups.
∎ Ensuring that medical protocols and prescriptions are in line with diagnosis made and, in collaboration with the medical logistician and pharmacists, maintain a complete and accurate the inventory and monitor and supervise their usage.
∎ Ensure proper documentation of patient information, daily entry into appropriate databases is maintained, and generation of regular accurate reports, reflecting the burden of palliative care needs, and the support provided, for the both Rohingya and host communities.
∎ Take part in internal and external coordination meetings, workshops, training events and conferences at the field and district level.
∎ Perform such other duties that may be assigned by the Emergency Health Coordinator.

Additional Requirements:
∎ Minimum 2 years of working experience in a busy hospital settings or clinical environment.
∎ Essential working experience in palliative medicine, oncology, or other relevant field of medicine.
∎ Experience in palliative care services in resource-limited settings within INGOs and NGOs are desirable.
∎ Ability to write clear, concise reports and well-developed communication skills.
∎ Computer skills-Proficient in MS Word, MS PowerPoint and MS Excel
∎ Must be a team player, flexible and culturally sensitive
∎ Ready to work under pressure in difficult environmental conditions
∎ Experience in humanitarian/crisis/ camp setting is an advantage
∎ Fluent in written and spoken English
∎ Required Skill: Accountability, Client Orientation, Communication, Creativity and Initiative, Leadership and Negotiation.
