∎ The role: The Senior Manager-Research, Learning and Knowledge - a senior member of the PDQ team, the RLK function lead and a member of the Extended Senior Management Team (ESMT)- will strengthen the research capability of SCI staff and partners, steer evidence generation and uptake, strengthen knowledge management system, foster strategic partnerships with other organizations/institutions to advance knowledge base on child rights, and promote a culture of innovation and learning across the organization. S/he is expected to provide strategic guidance, set quality standards, establish oversight mechanisms, build knowledge systems and processes and represent SCIBD in external knowledge platforms. S/he is also expected to embed REL in project designs while also exploring alternative funding avenues for proposals focused on research or evidence and knowledge building.
Job Responsibilities:
∎ Work with thematic sectors to develop, advise on and support research, evaluation and learning agenda.
∎ Lead broad research initiatives linked to CSP priorities so as to generate evidence and ensure their uptake into policy domain, development discourse and new project/program design
∎ Identify opportunities to leverage external engagement of research institutions, consultancies, SC Technical Assistance, and the global Analytic Capacity Initiative towards capacity building priorities
∎ In collaboration with MEAL team and coordination with sectors/themes, develop and rollout a CO Learning and Knowledge Management (LKM) strategy encompassing whole K-cycle processes and systems
∎ Undertake meta-analysis and systemic reviews of key evaluations and research to generate sectoral learning on trends, opportunities, risks etc. and strengthen analysis and communicate programmatic learning to the wider Country Office team
∎ Establish engaging forums for reflection, learning and evidence-sharing within and between program teams, and with other departments
∎ Support sector specialists in the collection, storage and utilization of external evidence and research, including analysis of key national and global trends to inform program development and strategic direction
Additional Requirements:
∎ At least 8-year experience in development sector with 5 years of demonstrated experience in research, evidence, learning and knowledge management
∎ Proven experience of independently leading major research initiatives, developing research reports/products, and strengthening research and evaluation capability at both organizational and individual staff level
∎ Sound knowledge and skills in designing and conducting qualitative and quantitative research using various methods/tools/techniques, and ability to train, coach and capacitate others
∎ Demonstrated capacity to analyze data/evidence to inform programming, advocacy and broader strategy, experience in data management solutions, and familiarity with technologies in social research
∎ High proficiency (oral and written) in both Bangla and English and excellent presentation skills
∎ Deep understanding of development and policy landscape in Bangladesh and beyond
∎ Effective at collaborating and influencing across departments and sectors
∎ Excellent analysis and report writing skills is essential.
