Job Responsibilities:
∎ Reporting to the Deputy Director- MEAL in Country Office, Senior Manager-MEAL will lead the process of strengthening Monitoring, Evaluation, Accountability and Learning (MEAL) systems and approaches in Cox's Bazar Area Office (including the Rohingya Response). S/he will support Director-Evidence and Learning to provide strategic direction and oversight of SCI's Rohingya Response approach to MEAL, as well as to development programs undertaken by the Area Office. S/he will provide technical support and supervision to the sector MEAL Managers as well as program leads (as required) to ensure continuous improvement to the existing MEAL system. S/he will lead on designing and implementing MEAL system for all projects in the Area Office and draw lessons learned to contribute to the development and delivery of a high-quality program for children. S/he, with guidance from Director- Evidence and Learning, will manage the overall MEAL budget for the Area Office, including the humanitarian response.
∎ Responsibilities include, s/he will lead in the development of log frames for the new multi-sectoral and integrated program proposals, ensures that MEAL and other program staff have a clear understanding about program accountability and will work with Sector MEAL Managers and Senior Program Managers to ensure that all awards in the Area Office have the baseline data necessary and regular update of logframes with outcome information to determine program impact.

Additional Requirements:
∎ At least 7 years' experience in monitoring & evaluation, proven track record [3 years+] of developing, implementing and reviewing MEAL systems/strategies at senior level for both development and humanitarian contexts, including 3 years in management/leadership position
∎ Good analytical skills, effective negotiator, with the ability to proactively influence cross sectoral and departmental buy-in, ability to analyse information, evaluate options and to think and plan strategically
∎ Previous experience of successfully leading internal Needs assessments, Baseline and Evaluation at Country/Sector Level.
∎ Solid understanding of quantitative and qualitative monitoring and evaluation methodologies, including skills in analysis, documentation and presentation of complex data/information.
∎ Experience with Accountability mechanisms and child participatory approaches
∎ Proven capacity to manage team and also train and coach staff.
∎ Fluency in English (both written and oral)
∎ High level proficiency on analytical software, e.g., Excel/SPSS/STATA and GIS skills preferable
