Job Context:
∎ Under the supervision of the Country HR Manager, the Senior Human Resources Officer will guides and manages the provision of Human Resources services. S/he serves as a strategic partner, aligning RI objectives.
∎ In collaboration with the Country HR Manager, he or she will manages efficient staff learning and development initiative, Performance management, Compensation and Benefits, contracts management, orientation and on boarding, Organization development initiative, employee relations, employee engagement and staff care.
∎ Duty Station: Based in Cox`s Bazar, Bangladesh (With frequent travel to field offices/Camps as required)

Job Responsibilities:
∎ Training & Development:
∎ Develop L& D plan in consultation with programs, conduct TNA, assessing goal setting form, facilitate and run different training initiatives by searching appropriate facilitators.
∎ Initiate different employee engagement activities, suggest different initiatives, and adopt different engagement programs.
∎ Able to prepare and design training plan, module and training material.
∎ Proactively promote and implement equality of opportunities and diversity across the CO operations, and initiatives to improve staff wellbeing.
∎ Keeping systematic records of all training modules, attendance, reports, training Results, evaluation, logistics, expenditure; meeting minutes etc. of Training programs.
∎ Learning and Development initiatives for staff capacity building and encouraging learning.
∎ Periodically review and update the staff induction programme and process in order to ensure that the induction process helps staff understand their roles and the organization, effectively settle into the work environment, and enables them to perform their job to the required standard.
∎ Working in close coordination with relevant line managers and staff, ensure that all new staff complete RI Mandatory training during the first month of their employment.
∎ Conduct comprehensive HR inductions for new starters, ensuring that all new staff have access to and understand all HR policies and procedures.
∎ Staff Performance Management:
∎ Ensure all staff have an up to date and fit-for-purpose job description, including training and coaching line managers on writing and reviewing JDs.
∎ Ensure that annual performance appraisals are conducted in line with the organizational policy and procedure, including providing training and coaching to line managers.
∎ Ensure that staff probation appraisals are conducted in line with the probation procedures and in a timely manner, including providing required advice and support to line manager during the probation process.
∎ Ensure that line managers set SMART Goals for their direct reports and Conduct regular performance focused one to one meetings, including providing coaching and support to line Managers on how to conduct effective session.
∎ Ensure that any performance issues and developmental needs are flagged and addressed promptly through effective implementation of the probation appraisal and annual appraisal. Facilitate the PIP.
∎ Compensation and Benefits:
∎ Work in close coordination with the Finance Department and oversee payroll administrator to process payroll accurately and in a timely manner each month, including ensuring accurate income-tax calculations.
∎ Ensure on time festival bonus, yearly increment and other benefits payment.
∎ Ensure that accurate staff attendance/Timesheet records are maintained at all times and reflected in payroll Calculations accordingly.
∎ Respond to employee related queries and provide services to all HR payroll inquiries and requests and provide salary certificate when needed.
∎ Prepare various kinds of Compensation and Benefits related Reports and analysis when needed.
∎ Assist in job evaluation, pay structure design and salary survey when required.
∎ Ensure that contract renewals, contract ending, amendment process, etc. take place in line with the RI Policy and procedures, including ensuring that these documents are filed appropriately.
∎ HR Analytics and Data Management:
∎ Ensure HR filing and control systems are fit-for-purpose and in compliance with RI and donor regulations.
∎ Conduct periodic spot checks of HR information/Payroll systems, identify weaknesses and make required improvements ensuring efficiency and relevance of the systems.
∎ Ensure that all personnel files are kept up to date with required documentation and all HR processes of due diligence and employee record keeping are completed promptly and in line with internal procedures and policies.
∎ Provide periodic reports on staff leavers, joining, training, performances appraisal, compensation and benefits etc. to the Head of department.
∎ Ensure confidentiality of employee related data, including providing training to HR staff on confidentiality of information.
∎ Any other special assignment assigned by supervisor.

Additional Requirements:

∎ Advance skills in MS Excel & MS Office.

∎ Excellent English communications skills both verbal and written.
∎ INGO experience in humanitarian response is preferred.
∎ A team builder with excellent people skills; culturally sensitive and has the ability and interest to identify and work with a multicultural team.
Salary:
∎ As per RI National Pay Scale Policy in Bangladesh

∎ Two festival bonuses in a year equivalent to one Gross salary.
∎ Severance (8.33% of the monthly Gross salary) goes with the monthly release of the salary.
