Job Context:
∎ Handicap International- Humanity & Inclusion (HI) has been working in Bangladesh since 1997, focusing on creating sustainable changes to ensure the rights and inclusion of people with disabilities in society. HI is an independent and impartial aid organization working in Bangladesh in poverty, exclusion, conflict, and disaster situations. With projects in different districts of the country, HI works not only with people with disabilities and other vulnerable populations, but also with their families, their communities, and local humanitarian actors in order to respond to their essential needs, improve their living conditions, promote respect for their dignity and fundamental rights, and provide sustainability in its action. As one of the key organizations in the disability sector, HI has a wide range of projects which assist in promoting the inclusion of persons with disabilities and their issues in emergency and development contexts, building capacities of local stakeholders, and reducing the impact of natural and human-made disasters. Particularly in Cox`s Bazar district, HI is providing services in rehabilitation, MH/PSS, SRH, protection, and inclusive education with an inclusion mainstreaming approach to refugees and host populations affected by the forcibly displaced undocumented Myanmar nationals. HI`s multi-sectoral mobile units (MU) and static method are currently working in 15 camps located in both Teknaf and Ukhiya Upazilas and surrounding host areas providing comprehensive services in physical rehabilitation, primary health care, protection, and MHPSS.
∎ HI is currently implementing a development and humanitarian response project in Kurigram, and Cox`s Bazar district through 4 project offices (Kurigram, Ukhiya, and Teknaf) and 2 coordination offices (Dhaka and Cox Bazar).
∎ Operational Thematic: Livelihood, Health and Rehabilitation, Protection, Inclusion, Education, and Atlas Logistics
∎ Number of staff: Around 294 National staff and 06 international staff
∎ HI, is looking for a Senior Human Resources Officer, the Senior Human Resources Officer rolls out HR action plans defining the Programme`s STRATOP in his/her geographical area. S/he is delegated some of the HR responsibilities at his/ her geographical area level. In his/her geographical area, s/he ensures that HR management complies with his/her budgetary framework and HI`s HR policies and frameworks.
∎ Line Manager: Country Human Resources Manager
∎ Type of Contract: Fixed-term
∎ Duration of the Contract: As early as possible to 31 December 2023
∎ Job Location: Dhaka

Job Responsibilities:
∎ Missions / Responsibilities
∎ Mission 1: Contributes to the quality of personnel administration for HI staff in his/her geographical area.
∎ Rolls out personnel administration policies, processes, and tools in his/her geographical area.
∎ Organizes staff briefings on administrative matters and local employment conditions for new joining staff.
∎ Produces documents and applies regulatory procedures concerning personnel administration.
∎ Ensures that personnel files are archived in compliance with HI’s rules.
∎ Mission 2: Is responsible for, or helps with, payroll management
∎ Is accountable for implementing the payroll process within his/her scope of responsibility in compliance with HI’s legal and social obligations, rules, and policies.
∎ With delegated authority from his/her HR (line) manager, represents HI with local administrative authorities (employment inspectorate, etc.).
∎ Responsible for HRIS (Human Resources Information System) also.
∎ Mission 3: Rolls out Standards, and contributes to HI's Accountability in his/her scope of responsibility:
∎ Is responsible for implementing HI’s policies and frameworks in his/her country. Helps to adapt HR frameworks in accordance with the specific local context.
∎ Ensures compliance with HI’s legal HR obligations in his/her geographical area and monitors the need to renew legal documents where necessary (with the decentralized provincial authorities).
∎ Act as in charge of the audit and archiving procedures.
∎ Helps to ensure compliance with the rules applicable to donors in his/her scope of responsibility for all the projects implemented.
∎ Mission 4: Operational implementation of HR
∎ 3.1: Contributes to the dimensioning and quality of Programme resources:
∎ Contributes to the budgetary process in his/her geographical area and monitors the staff medical bill.
∎ Participates in the Programme's HR reporting schedule and helps to meet HI’s global HR deadlines.
∎ Takes part in local inter-NGO meetings on HR issues.
∎ Ensures that the HR cycle is implemented in his/her geographical area.
∎ 3.2: Ensures the quality of personnel administration for HI staff present in his/her geographical area.
∎ Organizes staff briefings on administrative matters and employment conditions. Is responsible for the implementation and compliance of the payroll process
∎ Is responsible for the administrative monitoring of International Staff in his/her geographical area (R&R, per diems, etc).
∎ Is responsible for the archiving process, its quality, and compliance.
∎ 3.3: Assists managers in his/her geographical area with the implementation of HI's HR policies:
∎ Ensures or participates in the communication of HI policies and frameworks to managers: explains, clarifies, and answers questions
∎ Is responsible for monitoring the correct application of HR frameworks and policies by managers
∎ Mission 5: Legal and social aspects: participates in monitoring compliance with the HR legal framework in his/her geographical area
∎ Monitors and informs his/her manager of the need to renew the legal documents ensuring the legal exercise of the association's activities.
∎ Ensures compliance with HI's legal obligations within his/her scope of responsibility: paying the appropriate social contribution rates, updating knowledge of social minima and legal obligations, etc., as well as ensuring compliance with the rules of accountability towards donors.
∎ Relays or organizes the dissemination of information to staff (mandatory notices).
∎ Contributes to the management of ongoing disputes with third parties or employees in his/her geographical area
∎ Mission 6: Emergency preparedness and response
∎ Contributes to the programme's emergency preparedness actions and, during an emergency response, adapts his/her working practices to help facilitate an effective humanitarian response by HI.

Additional Requirements:
∎ Age 25 to 54 years
∎ Minimum 05 Years of working experience in the Human Resource Department, 2-3 years in senior level HR position will be given preference.
∎ Working experience with International NGOs, International Development Agencies will be given preference.
∎ Should have sound knowledge of Bangladesh Labor Law, HR Policy, HR Communication, HR Operations, Compensation & Benefits, Attendance & Leave Management, Payroll Processing and Payroll Management, HR Analytics, Organization Development, and Process Improvement, HRIS/MIS/HR Software, Performance Management, etc.
∎ Critical thinker with a constructive approach to problem-solving.
∎ Will have the ability to identify issues and opportunities, and provide recommendations and solutions to reach a consensus with multiple stakeholders.
∎ Proficiency in MS Office Suite (Word, Excel, PPT) as well as capacity to operate in databases including HRIS, etc.
∎ Experience using any kind of HR software.
∎ Fluency in both English & Bengali, written and spoken.
∎ Excellent oral and written communication skills.
∎ Demonstrated sensitivity and discretion when handling confidential information.
∎ Demonstrated cross-cultural competencies.
∎ Well-organized with the demonstrated ability to perform and prioritize multiple tasks in a fast-paced, high-volume environment.
∎ Ability to work in a team and intercultural environment.
∎ Demonstrate excellent interpersonal skills.
∎ Ability to work independently with limited direct supervision.
∎ Self-driven, committed, and high work ethic.
