Job Context:
∎ Contract period: Up to December 31st, 2022, with the possibility of extension based on performance and availability of funding.
∎ Line Manager: Head of Support Services
∎ Staff Manages: Security and Liaison Officer, Admin and Liaison Officer, Access Assistant
Job Responsibilities:
∎ Operational Functions:
∎ Overall responsible for necessary submission and closing of all documents required by the relevant government officials for NGO operations in Bangladesh. This includes all NGOAB documentation, Programme documentation, DC, RRRC, UNO and CiC coordination.
∎ Ensure comprehensive support to the International Staff and Visitors, including obtaining necessary work permits, N visas, extension of visas/work permits, dealing with FD6/FD7 issues in coordination with the service delivery consultant; ensure local permissions for the international staff and travellers for their access to the camps and registration with relevant Government Departments, and so on.
∎ Establish strong relationships with the local level Govt administrative offices and ensure all operational procedures are followed by the Programme and Support staff; with the DC, UNO, RRRC, and CiC offices.
∎ Participate and lead in different coordination meetings organized at Upazila level (in close coordination with programme teams).
∎ Work out the data formulation and compilation including Annual Project Activity Report, Annual Report, Project Brief, etc. for submission to the NGO Affairs Bureau.
∎ Act as a Security Focal Point (SFP) of DCA Bangladesh participate in the different coordination meetings, disseminate security messages to the DCA Bangladesh Staff and follow the DCA Global Minimum-Security Standards Plan.
∎ Contribute to updating the security manual and ensuring staff are trained on safety and security matters. In case of security incidences, liaise with the Senior Management; give updates on the security aspect in the Country's Management Team Meeting on a regular basis.
∎ Security, Access Measures and Actions:
∎ Provide expert humanitarian security and access advice (in Cox's Bazar, Dhaka and other necessary locations when needed) to all levels of DCA staff, including incident reporting, access negotiations and mediation, context, and conflict analysis.
∎ Evaluate, review, and update the security management plans including evacuation plans on a regular basis; liaise with all relevant security actors, collect, and compile all security reports for DCA Bangladesh.
∎ Reference and ensure compliance to DCA Security Policies, Manuals, and Frameworks within the Security Management Plan.
∎ Provide safety briefings to new staff and visitors including regular training courses for DCA staff e.g., on Security preparedness, Prevention and response, Contingency Plans (CPs), Security Management, Incident Reporting, Response Mechanisms etc.
∎ Conduct risk assessments under the Duty of Care for DCA international staff movement; as long as national level staff movement in the field level; ensure safety and security protocols, reporting mechanisms, and capacity building initiatives.
∎ Conduct and update security assessments for DCA's areas of operation, formulate and share comprehensive security and risk assessment reports; contribute to project proposal development with relevant security-related inputs.
∎ Technical Support:
∎ Specifically responsible for the monitoring of training and competence building of the departmental colleagues of Security and Access team; address technical/knowledge gaps of team staff.
∎ Support the Head of Support Services with operational matters when writing proposals and reports to the above actors.
∎ Identify and address operational issues and opportunities and move forward with resolving mechanisms for the organization.
∎ Undertake other related/ad-hoc duties assigned by the Country Director/Line Manager on an organizational need basis.
Additional Requirements:
∎ Minimum 3 Years' experience in NGO operations/activities or experience working with Security & Access management or coordination in the context of development aid and humanitarian assistance.
∎ Show confidence in the role as manager, innovative and a good motivator, and work with a handson approach.
∎ Good at coordination, planning and managing complex operations in a challenging environment working with a multidisciplinary team.
∎ Excellent communication skills including proficiency in English and Bangla, written and verbal is a requirement.
∎ Good at sharing information, networking and finding joint solutions with partners and colleagues.
∎ Flexible and able to adapt to a multicultural environment.
∎ Good knowledge of Word and Excel and report writing skills.
∎ Understanding of age, gender and diversity and the different support required
∎ Strong analytical skills
∎ Security awareness, Logical thinking & Sound judgement
∎ Able to maintain situational awareness at all times
∎ Strong leadership and teambuilding approach
∎ Excellent capacity building skills for local NGOs/partners
