Job Context:
∎ Humanity and Inclusion (HI) has a Safeguarding framework including a series of institutional policies (e.g Protection of staff & beneficiaries from sexual exploitation, abuse and harassment Policy (PSEAH), Child Protection Policy (CPP)) and relating to others inter-sectorial ones (Anti-fraud, bribery and corruption Policy, Disability, Gender and Age Policy, and Safety & Security Policy). Code of Conduct is effectively translating these policies on a Zero Toler-ance guidance for All HI staff to carry out duties and to regulate their conduct and violation of any such policies. This framework applies to all HI staff, people or entities as well as any family members accompanying international staff, consultants, interns, voluntary workers or international volunteers, service providers, and partner organizations in all situations, regardless of location, professional or otherwise, during working hours and outside working hours.
∎ Therefore HI in Bangladesh continuously strengthens systems, capacities, and tools related to the Safeguarding framework to ensure effective implementation. HI`s Bangladesh Safeguarding strategy aims at reducing the risk of PSEAH, Fraud & Corruption, CPP, and Safety & Security incidents, and at increasing the capacity of both developments and emerge program activities.
∎ The main purpose of the position is to ensure continuous Safeguarding risk mitigation including Fraud and Safety security aspects. The position will ensure risk assessments, follow up mitigation measures, and roll out Awareness sessions, whistleblowing process, and staff/ PNGO/ stakeholders training across the HI Bangladesh program. The SGRO will reports directly to Country Compliance Manager with a technical working relationship with the HR Safeguarding Focal person of HI BGD.
∎ Line Manager: Country Compliance Manager
∎ Type of Contract: Fixed-term
∎ Level of Position: Entry Level
∎ Duration of the Contract: From as early to 31 October 2021 with the possibility of extension
∎ Location: Dhaka with frequent travel to the field location

Job Responsibilities:
∎ 1. Institutional:
∎ Support Country Compliance Manager for quarterly Safeguarding Risk Assessment across HI BGD Program and track/follow up the implementation of mitigations measures of risk identified through the assessment.
∎ Maintain/Develop HI-BGD Safeguarding Risk Register, update on time, and identify SMT action points for presenting to SMT meetings.
∎ Identify development areas of existing system & process including HI institutional policies to strengthen safeguarding mechanism and share with line Manager to ensure actions.
∎ 2.Awareness-raising activities and Complaint Mechanism
∎ Work closely with HI-BGD HR Safeguarding Focal Person regards to PSEA Training designing, tools development, and updating Fraud and Safeguarding incident tracker/Register.
∎ In strong coordination with his/her line manager and HR Safeguarding FP, Plan and organize training for internal staffs and other Partner staffs, volunteers/ CLWs in regards to Code of Conduct (for HI staff only) and policies (Protection of staff & beneficiaries from sexual exploitation, abuse and harassment Policy (PSEAH), Anti-fraud, bribery and corruption Policy, Child Protection Policy (CPP) Disability, Gender and Age Policy and Safety & Security Policy).
∎ Coordinate/support the MEAL unit on promoting the Complaint and Feedback Mechanisms via Awareness tools and training.
∎ Work with HR safeguarding Focal and Anti-Fraud Corruption Focal for managing the Safeguarding & Fraud incidents register at CO level as well ensure 100% entry of reported incidents to the Ethics Point system following HI suggested process.
∎ Coordinate with the MEAL/ Accountability team to identify the Code of conduct related case reporting entry into the register and suggest needful action to Country Compliance Manager.
∎ 3. Technical Support to the Compliance team:
∎ Preference of team approach instead of self-doing approach.
∎ Participate in investigations when assigned by Line manager or CD.
∎ Establish working understanding with key Managers of support functions to have their clear understanding of safeguarding mechanisms and its benefits for managers and the organization as a whole. The SGRO should not engage in counseling complainants (unless s/he is formally trained to do so or required).

Additional Requirements:
∎ Age 21 to 63 years
∎ Minimum of 2-3 years' technical and practical knowledge and experience on Safeguarding and Code of Con-duct related issues.
∎ Preference will be given to candidates having working experiences in an INGO/UN with a similar area of responsibility and Experience on Safeguarding issues in an emergency setup is an asset.
∎ The Safeguarding Risk Management Officer (SGRO) must hold personal confidence that allows him/her easy access to the Senior Management Team (SMT) to propose/ justify needed changes/ development of institutional policies and should be at a sufficient level of communication ability to work with other country nationals working at HI BGD Mission.
∎ Female and/or candidates with disabilities are given priority for the position.
∎ The Safe Guarding Officer must have the following skills and experience:
∎ Proven integrity, objectivity, and professional competence
∎ Demonstrated sensitivity to cultural diversity and gender issues
∎ Ability to maintain confidentiality (i.e. trained in data protection)
∎ Demonstrated experience working directly with local communities)
∎ Person with disability are encouraged to apply

Salary: Tk. 58195 - 61415 (Monthly)
