Job Context:
∎ Purpose of the position: Partners in Health and Development (PHD) is implementing an emergency project titled `Response to new Rohingya Settlements for Maternal New-born Child and Adolescent Health Services` since September 2017 in Cox`s Bazar District (Ukiya and Teknaf) with support from UNICEF. A total of 145 staff (79 technical and 66 non-technical) including 27 Doctors and 52 auxiliary health staff (Nurse, paramedic and midwives) are providing emergency medical services from Health Posts (HP) and Primary Health Care Centres (PHC). In order to provide monitoring and quality assurance support to service providers PHD is looking a technically sound `Quality Assurance Officer (QAO)` for immediate appointment.
∎ Duty station: Cox`s Bazar with extensive visits to project sites (Ukiya and Teknaf).

Job Responsibilities:
∎ Develop quality standards, service delivery protocols aligned with the ethics of emergency medical services;
∎ Plan, coordinate, and implement the quality management and quality improvement process of emergency healthcare facilities.
∎ Provide consultations and directions to clinical service providers to ensure health care programme and services are implemented at the highest standards and patients receive the highest level of care.
∎ Visit the health care facilities round-the-clock, observe, inspect the readiness of service centres, discuss quality standards with service providers, analyse various service processes through quality measurement tools and appropriate feedback for improvement.
∎ Check the various healthcare services such as services are provided in line health demands of the disease, client satisfaction by drawing samples from the patients, finding out areas of improvement and arrange on-the-job or institutional training for the service providers.
∎ Ensure policies and procedures are monitored and updated to include regulatory changes of the stakeholders, most importantly these are aligned with the regulatory protocols of the Government of Bangladesh.
∎ Continuous Mentoring, Monitoring and providing assistance with quality assurance and compliance functions, troubleshooting clinical trials and activities.
∎ Manage and maintain databases for the quality system and prepare reports on quality of services.

Additional Requirements:
∎ At least 05 years management experience in maternal, child health, family planning and nutrition-based program out of which 2 years engagement in quality improvement process.
∎ Proven skills and knowledge on quality improvement initiatives, contemporary development of WHO's quality improvement initiatives;
∎ Awareness and familiarity of Government's policies and strategies in regard health sector's quality improvement process;
∎ Ability to manage a complex and diverse workload and motivation to work in extreme difficult condition;
∎ Computer skills: Word, PowerPoint, Excel, email and web browsing
∎ Strong communication and interpersonal skills
∎ Written and verbal skills in both Bengali and English.

Salary:
∎ BDT 120,000 (consolidated)
